Background: Plans for the Human Growth and Development Curriculum Committee were presented at the October 2012 School Board Meeting. Per state statutes, the School Board must appoint the committee membership. The statutes identify potential membership categories and ratio of membership. The committee members are being recommended to the School Board by Dr. Means and Dr. Dimmitt. This recommendation is based upon nomination forms submitted. Nominations were available on the district website and information was published in the local media. Selected positions were solicited by the administration in order to fill positions based upon committee needs. Positions were filled based upon diversity of representation. The committee will begin working in December. Recommendation: The School Board will appoint the Human Growth and Development Curriculum Committee to meet the charge to review the district human growth and development curriculum to make recommendations to the School Board, in alignment to state requirements and for implementation in the 2013-2014 school year.

Nomination Form Human Growth and Development Curriculum Committee 2012-2013 The charge of the Human Growth and Development Curriculum Committee (HGDCC) is to review the district human growth and development curriculum to make recommendations to the School Board for approval of an updated curriculum in alignment to state requirements for implementation in the 2013-2014 school year. The district supports that the education of the whole child includes instruction regarding Human Growth and Development. The Mequon-Thiensville School District Human Growth and Development program is an abstinence only instructional program for grades four through twelve. Human growth and development taught in the high school health class is an abstinence based program. The Mequon-Thiensville School District contends that abstinence is the safest choice for students. The Human Growth and Development curriculum is taught by the school nurses, school counselors, and health teachers. The district respects the role of parents serving as their children's first and most important teachers. Per state statutes, parents have the right to "opt out" of Human Growth and Development instruction by returning the form prior to instruction. Parents are provided a preview of materials prior to making this decision. The number of students who have opted out of instruction has always been minimal. Abstinence is the foundation for the Human Growth and Development program in our district. The curriculum provides knowledge and understanding of one's sexual being, provides strategies to reduce high-risk behaviors (for example, refusal and decision-making skills) and teaches techniques that encourage the development and maintenance of loving and responsible relationships. During each grade level of Human Growth and Development, students are presented with instruction in age and developmentally appropriate topics. Nominations for the Human Growth and Development Curriculum Committee are not valid for consideration unless all form fields are complete. This communication provides an update to the administrative actions regarding Human Growth and Development Curriculum (HGD) review. HGD curriculum is unique from all other content areas for a number of reasons, including the fact that the development and implementation is more prescriptive due to the state statutes related to the topic. As a result, HGD curriculum requires a review process different from other curriculum areas. The administration will establish a Human Growth and Development Curriculum Committee (HGDCC) with the charge to review the district human growth and development curriculum to make recommendations to the School Board for approval of an updated curriculum in alignment to state requirements for implementation in the 2013-2014 school year. The school district has a position statement regarding Human Growth and Development instruction. The district position statement supports that the education of the whole child includes instruction regarding Human Growth and Development. curriculum to align to the areas identified by the WI DPI for instruction. As a result, action steps for the curriculum review are below.

Re: Recent changes to statute on human growth and developrnent instruction Recent legislation has resulted in key changes to Wisconsin Statute section 118.019. These changes are effective immediately. In summary, the changes are as follows. Most human growth and development topics listed in the previous statute language are now recommended rather than required. If human growth and development instruction is provided, seven topics must be taught, when age-appropriate, in the same course during the same year. These topics are: • Abstinence from sexual activity as the preferred choice of behavior for unmarried pupils; • Abstinence from sexual activity before marriage is the only reliable way to prevent pregnancy and sexually transmitted diseases; • Medically accurate information about human papilloma virus (HPV), human immunodeficiency virus (HIV), and acquired immunodeficiency syndrome (AIDS); • Pregnancy, prenatal development, and childbirth; • Parental responsibility and the socio-economic benefits of marriage; • Criminal penalties for engaging in sexual activities involving a child; and • Sex offender registration requirements, reporting, and implications. Nothing in the revised statute prohibits instruction regarding contraception and barrier methods to prevent . sexually transmitted infections nor instruction that is abstinence-centered. In addition to the instructional program content, requirements regarding the district human growth and development advisory committee structure have also changed. Other than parents, no other membership category may comprise more than one-fifth of the membership. School district board members, employees, or families of employees may not make up more than one quarter of the membership. Also, many districts utilize community health care or public health organizations to provide human growth and development instruction. The revised statute requires speakers to be paid staff of an organization or the district rather than volunteers. The use of volunteer health care providers for human growth and development instruction is prohibited in the revised statute.
