Welcome Message from the Convenors On behalf of the Organising and Scientific Program Committee, and the University of Melbourne – Harvard Medical School International Mental Health Leadership Program (iMHLP), we take great pleasure in welcoming you to Beijing for the 2nd International Mental Health Development Conference. The iMHLP is a collaborative initiative of the Centre for International Mental Health, The University of Melbourne, and the Department of Social Medicine, Harvard Medical School. The program was established in 2001, with the generous financial support of Eli Lilly, to develop and support an international network of leaders for mental health policy, services and research. The 2nd International Mental Health Conference has been jointly convened by The Institute of Mental Health, Peking University, The Centre for International Mental Health and the Asialink Centre, University of Melbourne, and The Department of Social Medicine, Harvard Medical School. It brings together mental health experts from China, Australia, the USA and from many countries across Asia to focus on mental health legislation and policy development, service development, and mental health research and education. Mental health system development in the Asian region is at a critical point. Rapid economic social and demographic change, and the strains created by the need to deal effectively with such change, are creating increasing demands on mental health systems, demands that are not easily met. We believe that creative and sustained leadership will be crucial for the successful development of mental health systems that have the capacity to meet the diverse needs of populations in our region. We believe also that collaborations within and across countries need to be strengthened to support the development of mental health systems that are effective, equitable and affordable. We are confident that this conference will strengthen existing collaborative relationships and identify opportunities for new, mutually beneficial, collaborations. We look forward to lively and productive discussions and enjoyable days together in Beijing. INSTITUTE OF MENTAL HEALTH, PEKING UNIVERSITY The Institute of Mental Health of Peking University is responsible for clinical medical service, professional training and scientific research in the fields of psychiatry and mental health. It is the WHO Mental Health Collaborating Centre for research and training in Beijing. Established in 1980, the Institute is also known as the National Key Laboratory of Mental Health and was approved in 1993 as an affiliated organization of the China CDC by the Ministry of Health. Its medical service program includes a 200-bed inpatient service and extensive outpatient and community based services and programs for urban and rural areas. The institute is the training base for psychiatric and mental health senior professionals and has already developed successful collaborative projects and academic program exchanges with organisations in the USA, Italy and Japan. Currently, the research projects undertaken by the Institute of Mental Health include the China 863 High Technology Project, the China 973 High and Advanced Technology Developing Project and many other projects funded by the National Natural Science Foundation and the Ministry of Health.

CENTRE FOR INTERNATIONAL MENTAL HEALTH, THE UNIVERSITY OF MELBOURNE The Centre for International Mental Health (CIMH) is dedicated to research, teaching and policy reform in the field of mental health, in Australia and internationally. The two broad areas of CIMH activity are capacity development for mental health in low-income and post-conflict societies and the development of mental health services for multicultural societies. A key CIMH program is the University of Melbourne-Harvard Medical School International Mental Health Leadership Program (iMHLP). The teaching, research and policy development programs of CIMH are run in close collaboration with the Victorian Transcultural Psychiatry Unit (VTPU). As part of the School of Population Health within the University of Melbourne’s Faculty of Medicine, Dentistry and Health Sciences, CIMH provides world-class teaching and research facilities fostering a multidisciplinary and cross-cultural understanding of mental health and wellbeing. CIMH is a World Health Organization (WHO) Collaborating Centre in Mental Health and is working in close partnership with WHO as part of the Mental Health Global Action Program (mhGAP).

Organising and Scientific Program Committee CONTINUED DEPARTMENT OF SOCIAL MEDICINE, HARVARD MEDICAL SCHOOL The Department of Social Medicine is an interdisciplinary basic science department of Harvard Medical School. Its faculty of anthropologists, sociologists, historians, ethicists, social policy specialists, and clinicians teach and conduct research about the social, cultural and moral aspects of illness and health care, with a special emphasis on reducing health disparities and improving the quality of medical care. Central to the mission of Social Medicine at Harvard Medical School is an effort to address several of the most significant global health problems affecting low-income societies and under-served American communities. Members of the Department develop innovative interventions for dealing with multi-drug resistant tuberculosis, HIV/AIDS, mental illnesses, and drug abuse in resource poor settings. Researchers, policy specialists, and clinicians work together to develop knowledge necessary for instituting complex responses to some of the most challenging global health problems of our era, and innovative programs of medical services provide opportunities for interdisciplinary research which generates new knowledge about diseases, health disparities, and the effectiveness of new forms of care.

THE ASIALINK CENTRE, THE UNIVERSITY OF MELBOURNE A semi-independent department of The University of Melbourne, initiated by The Myer Foundation, Asialink is a leading Australian centre for Asia engagement. Asialink’s mission is to promote public understanding of the countries of Asia and to build partnerships between Australia and Asia. Since its foundation 13 years ago, Asialink has developed and implemented a range of high-level programs that promote policy and people leadership across the Asia Pacific in the business, education, arts, media and community sectors. The Asialink Centre reaches all age groups from primary school children to captains of industry. Its programs span sectors and geographical borders and include activities in 15 countries. Asialink has formed strategic partnerships with key government, education, business, philanthropic and cultural stakeholders to deliver and fund programs. Asialink is a key provider of information, training and professional networks and has active membership Chapters located around Australia and internationally. In 2003, Asialink signed a MOU with The University of Melbourne’s Centre for International Mental Health (CIMH) to deliver programs to promote mental health in the countries of Asia.

Since 1991 Red Gate Gallery has been exhibiting work by outstanding contemporary Chinese artists. Red Gate was founded in 1991 by Australian Brian Wallace who first came to China in 1986 to study Chinese language at the People's University, Beijing. He then went on to study art history in 1990 – 91 at the Central Academy of Fine Arts, Beijing. In 1988 he began organizing exhibitions for young Chinese artists which eventually lead to the establishment of Red Gate Gallery at the Dongbianmen Watchtower.

iMHLP International Advisory Committee The International Advisory Committee (IAC) for the University of Melbourne-Harvard Medical School International Mental Health Leadership Program (iMHLP) has been established to provide advice to the CoDirectors of the iMHLP – Professor Harry Minas and Professor Byron Good – on the continuing development of the Leadership Program, and to ensure that the program makes a valuable and sustained contribution to the development of effective and equitable mental health systems. Dr Chhit Sophal Dr Sophal is the Chief of the Provincial Health Promotion Section, Battambang Department of Health. His many duties include the training of mental health workers and co-ordinating with the Ministry of Health and International Organizations for the development of mental health programs within Cambodia. Dr Sophal has travelled widely and undertaken extensive study. His main area or interest is assisting the Ministry of Health to develop a national policy for mental health service delivery.

PR CHINA

Dr He Yanling Dr He is the Psychiatrist-in-Chief at Shanghai Mental Health Center and Professor of Psychiatry at Shanghai Second Medical University. Dr He has also held research positions at the University of California’s Alzheimer’s Disease Research Center and the Department of Social Medicine, Harvard Medical School and is a Fellow of the Chinese Society of Psychiatry, the Chinese Association of Medicine and the Shanghai Society of Psychiatry. She is the Vice-Chair of the Chinese Association of Psychological Health, Psychometrics Committee. With an interest in psychiatric epidemiology, Dr He has served on national and international research programs on dementia and Alzheimer’s disease in Shanghai, the trialing of the Chinese Classification of Mental Health 2000 and the WHO study, Psychological Problems in General Health Care: Shanghai Survey. Dr Tang Hongyu Dr Tang is an Associate Professor of Psychiatry and the Director of Training and Education Department at the Institute of Mental Health at Peking University, a position he has held since 2001. Dr Tang is also the Vice-Director of the national base of continuing medical education in psychiatry where he organises and coordinates all related CME training programs. Forensic Psychiatry is Dr Tang’s major research field.

HONG KONG SAR

Dr Chan Wai-Chi Dr Chan is a Senior Medical Officer, specialising in old age psychiatry at the Castle Peak Hospital, Hong Kong. He is also an Honorary Clinical Assistant Professor in the Department of Psychiatry, Chinese University of Hong Kong and an Honorary Assistant Professor in the Department of Social Work & Social Administration in the University of Hong Kong. Dr Chan is an Honorary Clinical Supervisor at The Hong Kong College of Family Physicians and serves as Honorary Secretary in the Hong Kong Psychogeriatric Association. He has also been a member of the Quality Assurance Sub-Committee of the New Life Psychiatric Rehabilitation Association.

Dr Tjhin Wiguna Dr Wiguna is a Child and Adolescent Psychiatrist in the Department of Psychiatry, University of Indonesia. He also holds several consultant positions in various hospitals and centres throughout Jakarta. Dr Wiguna’s main areas of research is in the area of child and adolescent mental health problems among students and in the community. He also has an interest in infant mental health areas as well. He is a member of the Indonesian Medical Association and Indonesian Psychiatry Association.

JAPAN

Dr Senta Fujii Dr Fujii is currently undertaking a postgraduate course for his PhD at Kobe University School of Medicine. His research topics are: Research on East Asia Psychotropic Prescription Patterns (REAP) and The Long Term Effects Among the Survivors of the 1995 Kobe Earthquake, Evaluation of a Screening Instrument for Psychological Symptoms.

MALAYSIA

Dr Zulkifli Ghaus Dr Ghaus is a Consultant Psychiatrist in the Hospital Bahagia Ulu Kinta, Perak. His work covers not only the management and treatment of mental illness, but also the promotion of mental health. He is also involved in the teaching of Post Basic Psychiatric Courses, Paramedics, Medical Officers and Post Graduate Psychiatric Master Program. Dr Ghaus’s special interest is in Community Based Mental Health Services and he is very much involved in developing Home Care Services as an alternative to in-patient care. Dr Ghaus will be pursuing further study in this area during this year under a WHO Fellowship Programme at St Mary’s Hospital, England.

PHILIPPINES

Dr Dinah Palmera Pacquing-Nadera Dr Pacquing-Nadera is the Assistant Professor in the Faculty of Health Sciences at the University of the Philippines Open University. She previously has worked as a Senior Researcher at Community and Family Services International and as a consultant psychiatrist at the NCMH. Her research work has covered child sexual abuse and exploitation, urban refugees, evaluation of the National Control for Diarrheal Diseases program in the Philippines, the use of antibiotics in the treatment of acute respiratory tract infection and short-term psychiatric hospitalisation and determinants of ‘length-of-stay’ of psychiatric hospitalisation.

2003 iMHLP Fellows CONTINUED SOUTH KOREA

Dr Hwang Tae-Yeon Dr Hwang is Associate Clinical Professor at Korea University and since 1994, the Director of Psychiatric Rehabilitation and Community Mental Health at Yongin Mental Hospital. Under his direction, his Department was designated a WHO Collaborating Center for Psychosocial Rehabilitation and Community Mental Health. Dr Hwang is well known for developing and publishing many psychosocial rehabilitation programs, including Psychoeducation for Patients and Families, Vocational and Cognitive Rehabilitation. He also contributes to the National Mental Health Policy as a member of the Task Force team of the Korean Neuropsychiatric Association for the Amendment of Mental Health Law. Dr Lee Young-Moon Dr Lee is an Associate Professor in the Department of Psychiatry at Ajou University School of Medicine, Suwon. Dr Lee lectures in several subjects on Medical Decision Making and Communication Theory in the Department of Social Medicine at Ajou University School of Medicine. He is also a visiting Assistant Professor at the University of Texas, School of Public Health, Dr Lee is involved in the area of mental health research for chronic mentally ill, mental health policies and in the reform of the Korean Mental Health System as a Chairperson on Planning and Evaluation Committee of Community Mental Health. Dr Park Jong-Ik Dr Park is the Director of the Department of Psychiatry at Seoul Metroplitan Eunpyoung Hospital. Dr Park’s research interests cover mental health and homelessness, community psychiatry and hospital ‘length-of-stay.’ After graduating from the College of Medicine at Seoul National University Dr Park served in the Department of Psychiatry at Asan Medical Center for two years as a Research Fellow focusing on social psychiatry and epidemiology. He also assisted with the development of the Korean version of the Composite International Diagnostic Interview (CIDI) and the Structured Clinical Interview of DSM-IV Axis 1 Disorders.

TAIWAN

Dr Chia-Hsuan (Erin) Wu Dr Wu is the Attending Psychiatrist in the Department of Psychiatry, at the National Taiwan University Hospital. She is currently the General Secretary of the Taiwan Association against Depression (TAAD) and Editor-in-Chief of the Association’s newsletter. Dr Wu has published a book titled: After the 9/21: A young psychiatrist’s experience. A book which relates her experiences during the earthquake which ‘rocked’ Taiwan on September 21, 1999. This publication encompasses a strong sense of commitment to serving people and to her profession. Her experiences gleaned during this period held her in good stead in assisting the medical profession and general public with the anguish and uncertainty surrounding the recent SARS epidemic.

Dr Benjaporn Panyayong Dr Panyayong is a Director of the Yuwaprasart Child Psychiatric Hospital, a unit within the Department of Mental Health, Thailand. Dr Panyayong’s personal interest is in the area of school mental health and child protective services. As part of her many duties as Director of ICAM she is involved in teaching medical students and is a member of the sexual abuse network in co-operation with non-government organizations, university and other agencies and a member of the child witness training program for social works and psychologist in the Department of Mental Health. She is Editor Assistant for the Journal of Mental Health of Thailand. Dr Panyayong is the recipient of research awards from the Royal College of Psychiatrists & The Psychiatric Association of Thailand. She was also awarded The Medical Women Award of the Year 2002 from the Thai Medical Women’s Association.

AUSTRALIA

Mr Richard Bromhead Mr Bromhead is a Mental Health Policy Officer for the Australian Capital Territory, Department of Health. He is a registered general and mental health nurse who has worked in England, Zaire (now the Republic of the Congo) as a mental health worker, and in the Republic of the Maldives, where he assisted the Ministry in the planning and implementation of the country’s first drug rehabilitation program. Mr Bromhead is particularly interested in mental health policy development, looking at the use of outcome frameworks to structure service delivery. He has a strong interest in mental health capacity building both within Australia and in developing countries. Mr Len Kanowski Mr Kanowski is a Senior Mental Health Clinician and Educator with the Southern Area Mental Health Service in New South Wales, Australia. Mr Kanowski is a qualified Psychiatric Nurse with a Master of Science (Mental Health) from the University of Wollongong and he has extensive experience as a mental health clinician, team leader and manager having developed a range of hospital and community-based clinical and educational services in urban, rural and remote regions. Mr Kanowski co-developed an innovative program for Aboriginal and Torres Strait Islander mental health workers and was instrumental in establishing the Djirruwang Aboriginal and Torres Strait Islander Mental Health Education Center. His main professional interests include transcultural psychiatry, mental health education, disaster welfare and the mental health and well being of emergency services personnel.
