MEGA CEBU VISION 2050 FORMULATION OF SUSTAINABLE URBAN DEVELOPMENT VISION FOR METRO CEBU

The Need for Collective Vision for Mega Cebu As the second largest metropolitan area in the Philippines next to Manila, Metro Cebu, has and continues to experience rapid socio-economic growth. With it’s rich cultural, religious, historic, and natural heritage of the region combined with it’s highly educated and skilled citizens, Metro Cebu continues and will continue to be a magnet for people, function and enterprise. Metro Cebu consists of the seven cities of Carcar, Cebu, Danao, LapuLapu, Mandaue, Naga, Talisay, and six municipalities of Compostela, Consolacion, Cordova, Liloan, Minglanilla, and San Fernando. The current population of 2.5 million of Metro Cebu is anticipated to double by 2050, and challenges of rapid growth and urbanization will be constrained by the resource and infrastructure limitations. The major urban issues and challenges are “transboundary” in nature, therefore, extend beyond the geopolitical boundaries. Now, more than ever, it is necessary for the 13 local governments, national government agencies, private sector, and civil society to come together in a collective effort to collaborate and cooperate in defining the future of Metro Cebu. The Japan International Cooperation Agency (JICA) survey aims at the formulation of a collective sustainable urban development vision for Metro Cebu in collaboration with the City of Yokohama and close cooperation with the City of Cebu and the Metro Cebu Development and Coordinating Board, particularly through the MCDCB Research, Program and Organizational Development (RPOD).

Sharing the CITY OF YOKOHAMA Experience

Mr. Shuhei Okuno, Manager of International Technical Cooperation Division, City of Yokohama

" The City of Yokohama encountered similar problems faced by Metro Cebu after the opening of its first international port in 1859. These challenges were overcome through the adoption of innovative urban development schemes and policy measures that were supported by their constituents. Today, Yokohama is an independent and international metropolitan city and we are here to share our experiences with Metro Cebu.”
