Welcome to Mercer Marketplace 365. Included in this mailing is a letter from Voya Financial, which outlines the changes to your retiree health plan benefits. You will shop for and enroll in your new coverage through Mercer Marketplace 365. You now have several options to choose from to meet your medical and prescription drug needs. Mercer Marketplace 365 and your dedicated Benefits Counselor are ready to support you before, during and long after your medical plan changes. They will help you evaluate the different individual plans offered to you, determine the best plan for your specific needs and help you enroll. When you sign up for your new coverage through Mercer Marketplace 365, Voya will contribute to a Health Reimbursement Account (HRA) for you to offset the cost of your health insurance. This is a special, tax-free account that you may use to reimburse yourself for insurance premiums, Medicare Part B premiums, and eligible health care expenses as defined by the IRS. Page 10 provides more information about your new HRA. For you or any of your eligible dependents to be eligible for the subsidy, you must enroll for coverage through Mercer Marketplace 365. You will have a dedicated Benefits Counselor from Mercer Marketplace 365. Your Benefits Counselor will help you compare your medical, prescription drug, dental and vision coverage options. You can also visit our website to compare your options and learn more about Medicare. Refer to page 5 for more information about connecting with your Benefits Counselor. Voya carefully evaluated the retiree health insurance market and selected Mercer Marketplace 365, their broad network of insurance companies and their experienced Benefits Counselors to help support you throughout the enrollment period and in the future. Voya values their retiree relationships and continues to work to provide access to comprehensive programs that support the needs of retirees and their families. Voya’s thorough research and due diligence determined that the robust individual health insurance market offers retirees more choice and greater flexibility in coverage options to maximize the value of your HRA dollars. To best support retirees with the service and resources necessary for this transition, Voya evaluated several potential partners and has assembled the following team: MERCER MARKETPLACE 365 Our Benefits Counselors are licensed insurance professionals who are available to assist you with this transition. They will help you learn how to evaluate and compare plans to select a strategy that best fits your needs. When you have selected your plan(s), your Benefits Counselor will help you through the enrollment process to ensure that all information is submitted accurately and timely to the insurance carrier(s). Once you have enrolled, your Benefits Counselor continues to support you throughout the year with your reimbursement requests, HRA inquiries and insurance advocacy. INSURANCE COMPANIES You will be able to enroll in individual health plan policies offered by leading health insurance companies. You may choose from any of several Medicare Supplement, Medicare Advantage, Part D, Dental and Vision plans. Once you enroll in your selected plan, a new health insurance card will be issued to you directly by your new insurance carrier.

Before your consultation with Mercer Marketplace 365 KEEP TRACK OF YOUR HEALTH AND PRESCRIPTION DRUG COSTS AND LIST YOUR PROVIDERS. Start by keeping track of your individual health care needs. This step will prepare you for your call with your dedicated Benefits Counselor, and assist you in finding the health care plan that is best for your situation. Use the Health Care Provider Tracker to list your important providers. Use the Prescription Drug Tracker to record your monthly prescriptions. Providing complete information in the trackers will help your Benefits Counselor at Mercer Marketplace 365 analyze your health care insurance needs so you can make the best choice for your coverage. Before you enroll CONSULT WITH YOUR BENEFITS COUNSELOR. Please take this opportunity to utilize your Benefits Counselor and his or her health insurance expertise. He or she will present you with all of your options so you can feel confident about the decision you are making. With so many health care plans to consider, it helps to narrow down options based on certain criteria that are important to you. Your answers to these questions will help your Benefits Counselor discuss health care insurance plans that best fit your needs.

Original Medicare with Medicare Supplement (Medigap) vs. Medicare Advantage Finding the right Medicare insurance can be challenging and confusing. And, while Medicare Parts A and B cover many hospital and physician costs, they do not cover all costs and there may be some gaps in coverage, depending on your needs. For more complete coverage, many people choose to purchase additional Medicare insurance. Your Benefits Counselor is available to help you understand the differences between the types of plans available. Use this chart to help you decide which type of plan is right for you.

• Most people pay a monthly premium for Part B. In addition, you will pay deductibles for services covered under Parts A and B and pay co-insurance for all Medicare-covered services.

• In most plans, you need to use approved network doctors, hospitals and other providers or you will pay more.

IN ADDITION, YOU MAY ADD A MEDICARE SUPPLEMENT POLICY TO YOUR PART A AND B MEDICARE COVERAGE. • These plans are designed to fill the coverage gaps of Medicare Parts A and B, including the deductibles and coinsurance and provide more predictable out-of-pocket expenses. • If you have a Medicare Supplement policy you cannot join a Medicare Advantage Plan. • No network restrictions, as long as the provider accepts Medicare.

FACT Both Part D and Medicare Advantage plans are subject to the coverage gap (i.e., “donut hole”).

• You pay a monthly premium (depending upon the plan), your Part B premium and co-payments for covered services. • Costs, rules and coverage beyond what’s covered in Medicare Parts A and B will vary by plan. • Note: If you join a Medicare Advantage Plan, you do not need to have a Medicare Supplement policy. • Normally, you will see lower monthly premium costs, but higher out-ofpocket expenses when services are rendered.

STEP 2: DECIDE IF YOU WANT PRESCRIPTION DRUG COVERAGE (PART D). • If you want this coverage, you must choose a Medicare Prescription Drug Plan (Part D).

• Most Medicare Advantage Plans include prescription drug coverage (Part D).

• These plans are run by private insurance companies approved by Medicare.

• Generally, the drug premium is included in your monthly Medicare Advantage premium. You will be responsible for co-payments and any other out-of-pocket plan costs.

Prescription Drug Tracker (Please print clearly.) All Medicare Part D prescription drug plans cover generic drugs at considerable savings over brand-name prescriptions. PREPARING FOR YOUR NEW HEALTH CARE COVERAGE

How your HRA Works Voya is providing an HRA for eligible retirees and eligible dependents. This HRA may be used for individual health, prescription drug, dental and vision plan(s). This means that once you select your new plan(s), you will first pay your premiums directly to your insurance carrier, then you may be reimbursed by Mercer Marketplace 365 with funds from your HRA account; the process is quick and simple. Because Mercer Marketplace 365 is also administering your HRA reimbursements, you will have one point of contact to call for all your insurance and reimbursement needs. Any change to the amount of your HRA subsidy will be communicated to you by Voya. > Who’s covered?

Medicare-eligible retirees, if they elect individual health care insurance coverage through Mercer Marketplace 365. > How can I use my HRA?

You can be reimbursed for certain eligible health care expenses (for example, your monthly premiums, and other eligible out-of-pocket expenses, including co-payments, coinsurance, deductibles, Medicare Part B and D premiums). > When can I expect reimbursements from my HRA?

For you or any of your eligible dependents to be eligible for an HRA contribution from Voya, you must enroll in medical coverage through Mercer Marketplace 365

Your Benefits Counselor will let you know if the plan you select is eligible for the Automatic Reimbursement feature. If you are eligible and you select Automatic Reimbursement when submitting a claim, payments will be processed each month based on the scheduled dates for your employer’s plan; please refer to the “Plan Information” section, accessible from your dashboard. Approved claims received Monday through 12 p.m. EST on Friday will be reimbursed Friday of the following week, excluding bank holidays. Direct deposits are made same-day and physical checks are mailed each Friday and take approximately 3-5 business days to be delivered.

Online access of your HRA You will be able to access your HRA information 24/7 by taking the following steps: 1) Visit http://retiree.mercermarketplace.com/voya In the far right box, outlined in red below, click ‘LOG IN.’

2) Next, in the red box outlined below, enter your Social Security Number (omit any dashes) as your User Name, and your Date of Birth (MMDDYYYY) as your password. You will be prompted to change your password after you complete this initial log in. (This is a secure site.)

3) Upon entering the site, you will see your dashboard, where you can: • View your account balance; • Submit claims and check their status; • Set up or change your direct deposit information; and • Access many other convenient tools and features. 4) To create a claim, you will click “CREATE A CLAIM” from the Dashboard. You will have the option to create a recurring/monthly claim, or a one-time claim. Once you complete all of the information in each of the fields, simply click “SUBMIT CLAIM” and we will begin processing your request. You will have to enter claims individually, so simply follow the same process for additional claims that need to be reimbursed. 5) The fastest and most efficient way to receive your reimbursements is by direct deposit, so you will want to take a few minutes to set this up. To access your direct deposit information, you will click “PERSONAL INFORMATION” from the Dashboard, then click the “Direct Deposit” tab. Once you complete filling in all of the information in each of the fields, you will need to attach an electronic image of a voided check from your checking account. You may scan in a copy of a voided check or take a picture of it with your phone; please make sure the image is in a JPEG, PNG, or GIF format.

Frequently Asked Questions HOW IS MY HEALTH INSURANCE CHANGING? As you become eligible for Medicare, or retire from Voya and are already Medicare-eligible, your current group health plan coverage will terminate and you will need to choose a new individual plan. You will soon have a variety of plan options from which to choose to supplement or coordinate with your Medicare health insurance plan. HOW WILL I OBTAIN MY NEW HEALTH INSURANCE? In order to help you find your best fit plan(s), your company has partnered with Mercer Marketplace 365 to guide you through the process from beginning to end. Mercer Marketplace 365 will be your single point of contact for health and prescription drug insurance issues — before, during and after the transition to your new HRA. HOW WILL I PAY FOR MY NEW HEALTH INSURANCE? You will now pay your premiums directly to the insurance carrier for your retiree health care coverage and you will be reimbursed monthly by Mercer Marketplace 365 from your HRA account. You can be reimbursed for your premiums and eligible out-of-pocket medical expenses via a paper check or direct deposit into your bank account. Your Benefits Counselor can share additional details about your HRA. HOW DO REIMBURSEMENTS WORK? Distributions from your HRA are made to reimburse you for qualified medical expenses that you or an eligible dependent have incurred and paid once the HRA plan is active. ARE THE REIMBURSEMENTS PROVIDED THROUGH THE HRA CONSIDERED TAXABLE INCOME THAT I MUST REPORT ON MY FEDERAL INCOME TAX FILING? No, HRA reimbursements are generally not considered taxable income. However, claims paid by the HRA may not be deducted on an individual’s tax return. Please consult your tax advisor.

Frequently Asked Questions WILL I BE REQUIRED TO CHOOSE A NEW DOCTOR? It depends on the medical insurance strategy that you choose. Medicare Supplement plans allow you to choose any doctor that accepts Medicare, while Medicare Advantage uses networks of doctors who accept only certain plans. Your Mercer Marketplace 365 Benefits Counselor will help you find a plan that works with your doctor. DO I NEED TO ENROLL IN A MEDICARE PART D PLAN? Medicare recommends that you enroll in a plan when you are first eligible, both to gain access to discounted prescriptions and to avoid Medicare’s permanent late enrollment penalty. WHAT DISCOUNTS ARE AVAILABLE IN THE PART D COVERAGE GAP, OR “DONUT HOLE”? In 2017, you will receive an automatic discount of 60% on brand name drugs, and a 49% discount on generic drugs. Some plans offer extra coverage in the “donut hole” as well, in exchange for an increased premium. No plans currently eliminate the “donut hole.” DO I NEED TO ENROLL IN MEDICARE PART B? Yes, in order to qualify for a Medicare Supplement or Medicare Advantage plan, you must be enrolled in both Medicare Part A and Part B, and continue to pay for those premiums. IF MY SPOUSE IS ENROLLED IN VOYA’S RETIREE MEDICAL PLAN BUT IS PRE-MEDICARE (NOT MEDICARE-ELIGIBLE), WHAT WILL HAPPEN TO THEIR COVERAGE? There are no changes to the Pre-Medicare retiree medical plan options at this time. Their coverage will continue in the plan in which they are currently enrolled. Approximately 120 days before they turn age 65 they will receive a welcome kit from Mercer Marketplace 365 to begin their enrollment process.

Frequently Asked Questions WILL MY NEW COVERAGE COVER ME IF I TRAVEL? Yes. When traveling domestically, as long as a hospital, clinic, or doctor accepts Original Medicare, Part A, and Part B, health care providers will accept your Medicare supplement plan. For Medicare Advantage plans such as HMOs and PPOs, there will be network restrictions when traveling outside of your plan’s area. For international travel, there is a $50,000 benefit in Original Medicare; this is intended to provide transportation for you to the U.S. where you can receive services covered. Medicare supplement plans also have an additional rider or benefit for foreign travel. Your Benefits Counselor can provide additional details on health care benefits while traveling during your consultation or at any point throughout the year. IF I NEED ASSISTANCE WITH ENROLLING, CAN SOMEONE SPEAK WITH MY BENEFITS COUNSELOR ON MY BEHALF? If you complete and sign a Personal Information Authorization form, anyone listed on the form can assist you with your plan information and/or selections. However, a durable Power of Attorney (POA) document must be on file at Mercer Marketplace 365 for anyone but the retiree to enroll in an insurance plan. Anyone who is listed on the durable POA can act on behalf of the retiree in all insurance capacities, including HRA paperwork. IF I DON’T LIKE THE PLAN I’M ENROLLED IN, WHEN CAN I CHANGE? Medicare supplement plans can be changed at any point during the course of the year, but may require underwriting to do so. There is a one-time window of guaranteed insurability after your initial enrollment into Medicare or after you leave a terminating Group plan. After that window closes, carriers may ask you underwriting questions if you are changing your plan. Each carrier has its own rules, so it is important to discuss these with your Benefits Counselor. There is no medical underwriting for changing Medicare Advantage plans, however, Medicare Advantage and Medicare Advantage Prescription Drug plans only accept enrollments during the Annual Enrollment Period (October 15th - December 7th) for a January 1st effective date. Additionally, Part D prescription drug plans can only be changed during the same Annual Enrollment Period for a January 1st effective date.

Reminders for Your Upcoming Enrollment • Voya will provide a new HRA for each retiree to help purchase their own Medicare insurance plan(s). • Insurance is a financial decision — moving forward, Mercer Marketplace 365 will help you manage this new account budget and help you enroll in your insurance plans. • A Mercer Marketplace 365 Benefits Counselor will help you understand your insurance options to help you make a confident financial decision. • You can make a consultation appointment now by calling Mercer Marketplace 365 toll-free at 1-866-321-0967, Monday through Friday, from 8:00 a.m. to 5:30 p.m. • To prepare for your appointment, it is helpful to: • Have your Medicare card available; • Review the “Questions to Think About” on page 6; • List your current health care providers on page 8; • List all your prescription medications on the Prescription Drug worksheet on page 9; and • Indicate if you have a preferred pharmacy. • You can call Mercer Marketplace 365 year-round to discuss your health or prescription drug insurance plans and your new HRA.
