Representatives from Pueblo of Laguna, Pueblo of Santa Ana, Mariano Lake Navajo Chapter Presentation: This session will first feature an overview of the TIF program:  what it is, what it does and does not provide as well as instructions on applying for a project.  In addition, project managers from three recent project will speak about their experiences in managing a TIF-funded project in the areas of Planning, Design and Construction. The Pueblo of Laguna will describe work involved in developing a Master Plan for Parks and Recreation project. The Pueblo of Santa Ana will focus on the design efforts for the infrastructure to support new housing subdivision at Adobe Estates. The Mariano Lake Navajo Chapter will discuss the challenges of pulling together multiple funding sources to reach over 200 homes that previously had no running water.

Presentation: The public school Facilities Assessment Database (FAD) is the tool used to create standards based prioritization for funding public school facilities through the Public School Capital Outlay Council (PSCOC). This assessment database combines building repair cost & system life cycle analysis with New Mexico Educational Adequacy Standards to create the New Mexico Condition Index (NMCI). Weight factors are then applied to create the Weighted New Mexico Condition Index (wNMCI). This index enables the comparison of all the public schools in the state to determine greatest need for funding the correction of school deficiencies.

We will provide an overview of design build options, contracting consideration and suggestions on when and when not to use alternative delivery.

Manzano “Rebuilding Traditional Communities” Moderator: Nicole Sanchez-Howell, MFA Program Manager Speakers: Tomasita Duran, Executive Director, Ohkay Owingeh Housing Authority Shawn Evans and Jamie Blosser, Atkin Olshin Schade Architects Presentation: The Owe’neh Bupingeh Rehabilitation Project is a multi-year effort to rehabilitate an historic Pueblo that is more than 700 years old. The project team will discuss their efforts in beginning the project through youth education, reaching out to the community, engaging tribal elders and cultural leaders, and determining a pathway for affordable, rehabilitated homes around the plaza core that is based on a tribally-determined preservation philosophy. The session will include a discussion of using CDFIs on tribal land.

How to work through the” Anti-Donation Clause.” This session will explore the Metropolitan Redevelopment Area (MRA) and the Local Economic Development Act (LEDA). “Homeowner Preservation Program”

Moderator: Erik Nore, Director of Homeownership Speakers: Kenneth Owens, Assistant Attorney General – Program Manager Homeownership Preservation Program David Kramer, Assistant Attorney General, Fraud Investigation Presentation: The New Mexico Attorney General, along with the Department of Justice and HUD, brought a lawsuit against the five largest mortgage loan servicers regarding improper foreclosure practices. The resulting $25 billion settlement made significant changes in how the banks service mortgage loans and brought financial relief to homeowners that had lost their home. In conjunction with the settlement, the Attorney General created the Homeownership Preservation Program, which will provide approximately $11.1 million over the next three years to help homeowners keep their home. Two tribal planners from the Pueblos of Laguna and Santo Domingo created the Tribal Planner Roundtable in 2010. During this session, a brief history and purpose of the Roundtable will be presented, along with discussions of actual planning projects at Ramah Navajo Chapter, Pueblo of Laguna and Pueblo of Isleta, all of which have benefitted from their involvement with the Roundtable. This will be followed with questions and answers with the panel.

We will show how each regional water system was strategically designed to create additional and dedicated revenue streams, operate the systems efficiently, manage water resources efficiently, keep in compliance with state and federal laws, improve customer service and satisfaction, attract and achieve economies of scale creating economic benefits for the regions they serve.
