Leaching Chambers in PA Training Course #641-0005 4 SEO CE Credits Course Description: This course will educate Sewage Enforcement Officers (SEOs) about the use of leaching chambers as a substitute for aggregate in onlot sewage absorption areas. The training describes the use of chambers in PA as per its PA alternate system classification, and provides SEOs with information needed for design review and installation inspections. Satisfactory completion of this 4-credit course approved by PADEP will allow SEOs to independently review and issue permits for systems employing chamber technology. This training course implements a blended approach of self-study learning modules that must be completed prior to the course, learning assessments, and a classroom setting course summary wrap-up. Workbook will be emailed to registrants approximately 10 days prior to the course. Pressure Distribution: Understanding Demand Dosing, Time Dosing, and Flow Equalizations Training Course #249-0005 3 SEO CE Credits Course Description: This course will educate Sewage Enforcement Officers with the overall concept of dosing in pressure distribution systems and how dosing can promote long term functioning of the absorption areas. The course describes differences with demand dosing, time-dosing, and flow equalization, and presents the advantages and disadvantages of each. The course will review the overall dosing requirements for Chapter 73 pressure dosed systems and the alternate system listing for the use of flow equalization in PA. Typical

design scenarios will be reviewed for demand and time dosing as well as for flow equalization situations, so that the SEO can acquire experience in reviewing and determining compliance with PA standards. Attendees will learn how various control panels are designed to facilitate dosing schemes and also to provide useful information for ongoing system operations. Puraflo Peat Fiber Biofilter Training Course #254-0011 3 SEO CE Credits Course Description: Learning outcomes: (1) to understand why Puraflo is classified as “Advanced treatment;” (2) to know where Puraflow modules fit in the sequence of components; (3) to enable SEO to review all aspects of Puraflo designs for permit issuance; (4) to inspect Puraflo systems for compliant installations; (5) to gain new understanding of time-dosing to media; and, (6) to be able to find Anua technical assistance, Anua-authorized installers and service providers, and product information.

Laurel Fischer Mueller is a Certified Professional Soil Scientist and President of Soil Services Company, Inc., and Mountain Wastewater Management. Prior to 1984, Laurel mapped soils with the USDA Soil Survey program in Oregon, after working as a Soil Materials Engineering Technician with U.S. Forest Service in Montana. She has a B.S. in Resource Economics from UNH, and an M.S. in Resource Conservation (Land Capability Analysis, Soil Science) from University of Montana School of Forestry. She is currently on the Board of Directors of Pennsylvania Septage Management Association (PSMA), and is a Certified Inspector-Trainer for Onlot Wastewater Treatment Systems. She is an active member of PAPSS and Soil Science Society of America. Laurel has served on the PASEO Conference Committee for about 15 years. Laurel volunteers as an EMT and firefighter with Eldredsville Volunteer Fire Co. The POT Method for Soil Evaluation Brian Oram, BF Environmental The POT Method stands for Prepare, Observe, and Translate. This presentation will provide a basic review of some of the common terminology in soil science, review applications of the POT Method, and examine the need to really understand the characteristics of the wastewater, i.e., flow and loading, during the evaluation, permitting, and repair phases of our work. Remember POT is Good! Mr. Brian Oram is a licensed Professional Geologist, soil scientist, and certified Sewage Enforcement Officer with over 30 years of experience. Topographical Surveys Roger Lehmann, All County & Associates We will discuss the need for accurate Topographic (and sometime Boundary) Surveys as part of the sewage disposal system design and permitting process. Many of today’s newer technologies are not as forgiving as many of the older technologies were with respect to exact siting. Mr. Lehmann is owner of All County and Associates, a full service surveying, civil engineering and environmental permitting firm. We have been serving eastern PA for 24 years. I have been a certified SEO since 1989, acting primarily in a consulting capacity. We currently complete 70 to 90 designs a year. All of our design are based on an actual topographic survey. All of our plot plans are drawn to scale utilizing Auto CAD.

Critical Regulatory Checklists for Inspecting System Installations Jeff Rachlin, OnSite Management Inc. When a new septic system is installed for a property owner, the regulatory SEO has a duty to make sure that the installation is done correctly by the contractors. This session will explore various different types of onsite wastewater system. Presenters will discuss the top respective inspection items that an SEO should be looking for to ensure each system type is installed correctly. Both regulatory and consulting SEO attendees will benefit from having a checklist of critical install items for numerous different systems. President of OnSite Management in West Chester, PA, Mr. Rachlin has over 25 years of experience in testing, designing and installing septic systems. Jeff holds numerous wastewater manufacturer certifications and is a member of PASEO, serves as Treasurer of PSMA, and is the current President of NAWT. Attendees will learn about pump performance curves and will learn that 1/2 horsepower pumps from different manufacturers have totally different operating conditions. The importance of understanding and developing system operating curves as part of pump selection and design will be explained. The presentation will show how to develop system operating curves and their importance in determining which pump(s) are best suited for a system design. Sue has been a PA certified Sewage Enforcement Officer (SEO) since 1979 and began her career as a regulatory SEO at the Chester County Health Department. Since leaving the County in the late 1980’s, she has worked as an environmental consultant dealing with all the various aspects of the onsite wastewater industry until her recent retirement from Evans Mill Environmental LLC at the end of 2015. She now continues her involvement in the onsite industry through A Plus Environmental Learning LLC and works with industry colleagues in providing various training opportunities for SEOs and others in the onsite industry.

Fundamentals of Wetland Permitting Ross T. Wolford, Environmental Design Service This class will discuss basic issues regarding the siting of septic systems near wetlands and waters. Current regulations will be reviewed and their effect on repairs and new development. Required PADEP Permits for wetland and stream crossings will also be covered. Time will be allowed at the end of the presentation for related discussion. Ross received a B.S in Agronomy from Delaware Valley College in 1988 after which he worked as a geotechnical technician for 2 years at Applied Geosciences Inc. Reading PA. He received his PA SEO Certification in 1990 and work as a local agency SEO and Code Enforcement Officer in 9 Berks County Municipalities for Technicon Enterprises and LTL Consultants in Oley PA. While working as an SEO he was encouraged by soil scientists he met in the field to become as a member of the PA Association of Professional Soil Scientists (PAPSS). Ross later became a Certified Professional Soil Scientist (CPSS) in 2006 while working at Environment al Design Service Inc. Birdsboro PA. Currently he continues to work with Greg Marshall SEO/Designer performing site evaluations for alternate technologies, designing onsite sewage systems, wetlands delineations and storm water infiltration testing. Sewage Management Programs Kevin Bitz, Spring Township; Steve Chieffo, All American Septic Systems; Roger Lehmann, All County and Associates We will discuss the implementation of Sewage Management from the standpoint of a program conducted by a municipal employee, coordinated and conducted by a consultant, and programs wholly left to self-compliance through designated pumpers. Mr. Bitz has more than 40 years of combined experience in the public and private sector in administration, business management and municipal government. As a Sewage Enforcement Officer for Spring Township, Berks County, he has managed the township On Lot Management system. This system has been in place since 2005 and requires pumping and inspections on a revolving basis, identifying problems and resolving malfunctions. Steve Chieffo is the president of family-owned and operated All-American Septic Service. His company not only provides pumping services to property owners but also works with customers to help educate them on how their system and septic tanks work, understand proper maintenance activities to maximize the operating life of their system, and conduct a general inspection of the entire system to help identify potential problems. Mr. Lehmann is owner of All County and Associates, a full service surveying, civil engineering and environmental permitting firm. We have been serving eastern PA for 24 years. Precast Concrete Grease Interceptor Design Claude Goguen, National Precast Concrete Association As communities across America are struggling to maintain aging sewers, it is more important than ever to manage harmful discharges that may compromise the effectiveness of the system. Precast concrete grease interceptors play a major role in pretreating grease-laden waste streams and protecting the

sewer systems. They must be designed to provide easy access for maintenance and be sized to hold large quantities of grease to reduce pumping/cleanout costs. Large precast concrete grease interceptors have a proven history of adequately separating grease from wastewater before being discharged into sewers at regulation quality. This is precisely what jurisdictions want a grease interceptor to do. But as more of these large precast grease interceptors are specified, questions arise about how to size and configure them. This course will cover elements of proper design of precast concrete grease interceptors, including sizing, placement of baffling tees and filters as well as anticipated loading conditions. Claude Goguen has more than 20 years of experience in the precast concrete and construction industry. He holds degrees in Civil Engineering and is a licensed P.E. in Indiana and a licensed P.Eng. in Canada. Prior to his role in technical services with NPCA, Claude was an operations manager at a precast concrete manufacturing plant. Since starting with NPCA, Claude has focused on the onsite wastewater industry and serves as the staff liaison to the NPCA Water and Wastewater Structures Committee. Claude has presented courses and seminars relating to precast concrete septic systems at various federal, state and regional onsite wastewater meetings over the last 8 years. Advancements in Concrete Tanks Claude Cogen, National Precast Concrete Association The precast concrete tank, whether it’s for residential, commercial or industrial wastewater, is typically the first step in the treatment process chain to separate solids, grease, and other materials from the wastewater. The efficacy of this vessel is crucial to the performance of downstream treatment systems or sewers. The structure must be strong, durable and watertight. It must withstand an aggressive environment. In order to achieve this, manufacturers of tanks must employ a quality control program using the best available manufacturing processes and materials. Innovations in admixtures, equipment and best practices over recent years offer some new ways for the precast concrete producer to raise the quality and durability of the end product. This course will demonstrate what new technologies are out there, and what the precast industry has studied and learned in order to deliver reliable wastewater tanks. Unsaturated Soil and the Benefits of Sewage Renovation Joe Valentine, VW Consultants LLC Wastewater treatment in soil is dependent on how the water moves through the soil. Unsaturated water flow is preferred over saturated flow. This session will review soil as a treatment media with particular attention to water flow through soil. Research shall be presented that compares wastewater treatment between a well-drained soil and a somewhat poorly drained soil. The findings may surprise you. All SEO’s should benefit from this advance level session.

First with the BCDH as an SEO; then as a consultant with several private firms as a soil scientist and as an educator/ researcher at Delaware Valley University. He is a member of PSMA, PAPSS, POWRA, NOWRA and numerous other professional organizations. Regulatory Updates for the Eljen GSF System Duane Mowery, Expert Septic This session is designed to offer the attendee a better understanding of the Eljen geotextile sand filter performance and the potential applicability of the technology to particular sites. Regulatory updates made to the system’s alternate listing will be covered. Duane Mowery is an approved DEP trainer for the Eljen GSF technology, is a degreed chemist and water/wastewater certified operator as well as a sewage enforcement officer. He is a principal with Expert Septic and currently chairs Pennsylvania’s Sewage Advisory Committee Regulatory-Consulting SEO Roundtable Vince Smith, MCHD; John Yoder, LTL Consultants; Roger Lehmann, All County and Associates; Gary Herb We will discuss the interact between the regulatory SEO and a consultant. The consultant may or may not be an SEO. Some local agencies require a consultant to be used (typically health departments). Some municipal SEOs also work as consultants in other jurisdictions. We will explore how a regulatory SEO can work with consultants to increase their own efficiency. Vince Smith is an SEO with the Montgomery County Health Department. He has BA’s in Geography and Philosophy, and an MA in Philosophy. He has worked for Montgomery County for 27 years, 3 years in Parks, and 10 years with Environmental Field Services inspecting restaurants. He has severed the last 14 years with the Division of Water Quality as an SEO. John Yoder- I have been an SEO for 14 years, working at LTL Consultants in Oley, PA. We serve multiple townships in Berks County as SEO's. I also act as a Zoning Officer and Building Code Official in several townships. My background is in forestry, with a B.S. in Forest Science from Penn State. Mr. Lehmann is owner of All County and Associates, a full service surveying, civil engineering and environmental permitting firm. We have been serving eastern PA for 24 years. The Soil Redox Process: How Redox Features Are Formed Joe Valentine, VW Consultants LLC One of the limiting zones in Chapter 73 is a seasonal high water table by direct observation or by the presence of soil mottling, now called redox features. This session shall review the redox process in soil: how they form, how they are described and recent research on the length of saturation needed to create various redox features. A methodology to verify the redox process in soil will be reviewed. All SEO’s should benefit from this advance level session. Joseph A. This new listing added an option to PA DEP's listed "Advanced" treatments which may precede the "At-Grade Absorption Area" and the "Shallow Limiting Zone At-Grade Absorption Area." Paul will cover the treatment process, design, installation, and maintenance. Also, he will explain how the Bio-Film Reactor can be used to improve water quality following any ATU. Homeowner Education Programs Roger Lehmann, All County & Associates; Brian Oram, BF Environmental We will discuss the role of the SEO (both regulatory and consulting) as an educator to the general public. The regulatory SEO is often called on to educate the public during Act 537 updates as well as during the testing / design / permitting and installation phases of on-site sewage disposal. Sometimes the SEO may also have to educate the public about water well as they relate to on-site sewage disposal. Attendees will be provided with a list of resources that can be used to educate in different situations. Should the State reinstitute reimbursement, education is a key component to receiving the reimbursement. Furthermore, Mr. Brian Oram will highlight and summarize some of his personal experiences with educating homeowners and highlight free resources that are available to PASEOs and Local Agencies. PASEO 2016 WESTERN CONFERENCE SESSION DESCRIPTIONS March 14, 2016 | DoubleTree by Hilton, Monroeville PA Opening Session: Shallow Limiting Zone Systems Laurel Mueller, Soil Services Company For each shallow limiting zone on DEP’s “Onlot Alternate Technology Listing,” attendees will learn about: soil and site qualifications, O&M design criteria, aggregate specs, space requirements, SEO requirements to issue the permit, soil scientist’s morphological assessment reports, and BTG options for repairs. Atgrade absorption areas – sloped and level – will be discussed along with advanced pretreatments. The instructor will provide informative insights and comparisons to consider when owners select the best-fit technology. Urban Soils For SEOs: Dealing with Disturbed and Fill Soils Russell L. Losco, Lanchester Soil Consultants, Inc. Increasingly SEO’s are having to deal with disturbed or human placed or human-altered soils. This may be in the act of testing for a second or third replacement system for an existing home, dealing with filling of lots that were previously found to be unsuitable, or Brownfield developments. The purpose of this presentation is to introduce SEO’s to the new but growing field of Urban Soils and review some of the problems and opportunities of dealing with disturbed soils. We will explore some basics of Urban Soils then visit some case studies of real-world situations. Russ is an SEO, a certified professional soil scientist and a professional geologist with almost 30 years of experience. He has a bachelor’s degree in Anthropology/archaeology and a master’s degree in geoscience. He has co-authored a number peer-reviewed scientific publications including four on urban soils. He has been working for 6 years on a research project with the USEPA on urban soils that has taken us across the country to 11 cities in 9 states and one territory where we have amassed the largest urban soil dataset in the world. Mr. Losco teaches soils seminars to engineers, geologists and SEO’s and is an adjunct professor at Delaware County Community College where he teaches Earth Science and at West Chester University where he teaches Soil Science.

Soil Surveys in the Digital Age Alex Dado, USDA-NRCS This session will discuss current activity in the maintenance of Pennsylvania soil survey data in the post hard copy book era. While those old published soil survey books are still great sources of information, they are no longer the “official” USDA sanctioned soil survey map. You will learn about ongoing activities to improve the maps and the interpretive database, and there will be a demonstration on using Web Soil Survey to obtain the current, official soil maps and interpretive data for a site. Alex Dado is the Resource Soil Scientist for the U.S. Department of Agriculture’s Natural Resources Conservation Service in Butler, PA. He began doing soil survey work in 1996 in Westmoreland County and has spent his entire career working in western Pennsylvania, and has done fieldwork in almost every western PA county. Understanding Pump Selection & Design Sue Ahern, A Plus Environmental Learning LLC When designing onsite systems and selecting pumps, it is important to understand that all pumps are not created equal. Attendees will learn about pump performance curves and will learn that 1/2 horsepower pumps from different manufacturers have totally different operating conditions. The importance of understanding and developing system operating curves as part of pump selection and design will be explained. The presentation will show how to develop system operating curves and their importance in determining which pump(s) are best suited for a system design. Sue has been a PA certified Sewage Enforcement Officer (SEO) since 1979 and began her career as a regulatory SEO at the Chester County Health Department. Since leaving the County in the late 1980’s, she has worked as an environmental consultant dealing with all the various aspects of the onsite wastewater industry until her recent retirement from Evans Mill Environmental LLC at the end of 2015. She now continues her involvement in the onsite industry through A Plus Environmental Learning

LLC and works with industry colleagues in providing various training opportunities for SEOs and others in the onsite industry. Closing Session: Challenging Systems Charlie Barkman, Expert Septic; Ron Andrasko, Andrasko & Associates; and, Bill Davis, PADEP SWRO A panel of regional professionals will discuss various challenging scenarios confronting land owners whose onlot wastewater systems were in need of a repair. Anecdotal information on how various “problem sites” have been approached and resolved by consultants and regulators. ###
