MAJOR PROJECTS AND NEWS ITEMS INDUSTRY NEWS (Norman, OK) – Henkels & McCoy, Inc. (H&M) is pleased to announce the promotion of Richard Hill to Vice President, Major Pipelines. In his new role, Richard will be responsible for the operations management of H&M’s Major Pipelines division based in Norman, Oklahoma. Specifically, he will oversee the development, direction, and management of operational development plans, client development programs, labor and talent management initiatives, operations communications, and safety leadership. Richard has over 40 years of pipeline industry experience, with the vast majority of his career spent at Henkels & McCoy. Most recently, Richard served as H&M’s Pipeline Services Business Line Director overseeing the delivery of pipeline projects for customers in the Northeast. INDUSTRY NEWS (Houston, TX) – The Access Northeast pipeline project plans to add another 27-mile natural gas line that starts in Milford and heads northwest to the Worcester area. The new line, referred to as the West Boylston Lateral, would run through Milford, Upton, Grafton, Sutton, Shrewsbury, Boylston and West Boylston. The 16-inch pipeline would connect in Milford to a 21-mile line called the Q-1 Loop LINK, slated to run through Franklin, Medway, Bellingham, Norfolk, Millis, Walpole, Sharon, Canton and Stoughton. Access Northeast is backed by Spectra Energy, Eversource Energy, and National Grid. The two lines are significant pieces in Access Northeast’s overarching goal of adding 119 miles of gas pipeline infrastructure to existing Algonquin Gas Transmission and Maritime pipelines in New York, Connecticut, Rhode Island and Massachusetts. The estimated $3 billion project would allow

for roughly 1 billion cubic feet of natural gas per day. It would connect to up to 70 percent of New England’s power plants. It's billed as a way to lower electricity rates as early as winter 2018, according to a Spectra Energy fact sheet; that idea isn't without political contention. Industry News-The Woodlands, TX-Delaware Basin Express, LLC, a wholly owned subsidiary of Western Gas Partners, LP, is holding a non-binding Open Season to gauge interest in a new pipeline project serving portions of Reeves, Loving and Ward Counties, TX. The pipeline will provide transportation service from a new connection at the tailgate of the Ramsey Gas Processing Plant, located in Northern Reeves County, to new connections with intrastate pipelines located in the Waha area near Coyanosa, TX. Additional receipt connections at the tailgate of the MiVida Gas Processing Plant and Bone Spring Gas Processing Plant are also being contemplated. The initial capacity of the pipeline will be approximately 600,000 Dth/d of residue gas to the Waha Hub area, and could be increased up to 1,600,000 Dth/d with the addition of compression. The Open Season commenced on Tuesday September 1, 2015, and concludes at 4:00 PM CST on Wednesday September 30. The target in-service date for the project is the fourth quarter 2016. The target in-service date is an estimate and may change dependent upon the necessary facilities and regulatory requirements. The project is anticipated to include 53 miles of 36” and 26 miles of 42” pipe. Additionally, compression horsepower will be added to the extent needed to deliver gas in the Waha area at a maximum pressure of 1440 psig.

INDUSTRY NEWS (Tulsa, OK) – A spokesman with Magellan Midstream Partners said the Tulsa-based pipeline company is in the final stages of permitting and acquiring easements for a distribution system that is expected to bring some 75,000 barrels of refined petroleum products from Fort Smith into the Little Rock market. This was announced after Houston-based Spectra Energy received approval from the Federal Energy Regulatory Commission (FERC) on June 1 to “abandon by sale” some 159 miles of a once thriving natural gas pipeline system that stretches across the Fayetteville Shale, overriding concerns from Conway Corp. and Central Arkansas landowners that the aging transmission line would later be used to transport petroleum products. After receiving strong interest in the project, the lynchpin of Magellan’s proposal was to significantly boost the level of gasoline, diesel fuel and jet fuel that enters the Little Rock market, providing access to refined products from MidContinent and Gulf Coast refineries via Magellan’s Fort Smith terminal and extensive refined petroleum products pipeline system. Magellan spokesman Bruce Heine recently said the project is scheduled to be complete and operational in mid-2016. “The project includes a combination of new pipeline and the utilization of an existing pipeline segment which is owned by an affiliate of Spectra Energy,” said Heine, director of government and media affairs for the Master Limited Partnership (MLP). “We will be constructing approximately 12 miles of new pipeline to connect our Fort Smith petroleum distribution terminal to the existing pipeline.
