WHEN BAD THINGS HAPPEN TO GOOD BRIDGES – A DEEP DIVE INTO THE DELAWARE RIVER TURNPIKE BRIDGE Bridges large and small are critical components of our transportation network. In recent years, we have seen exciting advances in the design, construction and preservation of bridges. New procurement methods, accelerated bridge construction and innovative demolition methods have streamlined the bridge replacement process. Unfortunately, we have also seen outright failures of bridges, so as our bridges age, preventive maintenance and rehabilitation become even more critical. MODERATOR: Kary Witt, P.E., Vice President, HNTB Corporation, San Francisco, CA Emergency Repair of the Full-Depth Truss Chord Fracture to the Delaware River Turnpike Bridge connecting PA/NJ Turnpikes James Stump, P.E., Bridge Engineer Manager, Pennsylvania Turnpike Commission, Harrisburg, PA and Bill Wilson, P.E., Bridge Engineer, New Jersey Turnpike Authority, Woodbridge, NJ Construction of the Emergency Bridge Repair of the Truss Chord Fracture to the Delaware River Turnpike Bridge Otto Schatz, P.E., Senior Vice President, Cornell & Co., Westville, NJ Design of the Emergency Repair of the Truss Chord Fracture to the Delaware River Turnpike Bridge Martha Bogle, P.E., Structural Services Department Manager, Associate Vice President and Richard Schaefer, P.E., Senior Project Engineer, HNTB Corporation, Parsippany, NJ 10:30am – 11:00am REFRESHMENT BREAK WITH EXHIBITORS

BREAKOUT SESSIONS

TECHNICAL TRACK BRIDGE PREVENTIVE MAINTENANCE & PRESERVATION As the old saying goes, “An ounce of prevention is worth a pound of cure.” It is easier and cheaper to stop damage from happening in the first place than to repair the damage after it has occurred. Around the world, there are great examples of how innovative bridge preventative maintenance and preservation strategies and solutions have helped extend the useful life of structures. This session presents examples of the functionality of “protective elements” such as protective coatings, wearing surfaces, joints, etc. over the long term. Panelists will also discuss the preservation of “core/structural elements” throughout the entire life of the bridge and what organizations are doing to extend the useful life of structures using new and innovative products, processes and systems. MODERATOR: Maria Connolly, P.E., Director of Transportation Operations, Florida’s Turnpike Enterprise, Ft. Lauderdale, FL Bridge Preservation, Silane Penetrating Sealers; the First Defense in Bridge Protection Tim Woolery, Vice President, Sales, Advanced Chemical Technologies, Oklahoma City, OK The Big Lift Project Frank Robinson, Maintenance Engineer, Halifax Harbour Bridges, Dartmouth, NS Canada A Practical Design Approach to Main Cable Dehumidification Jonathan Morey P.E., Structural Engineer, Ammann & Whitney, Louis Berger’s Long Span Bridge Division, Edgewood, MD Construction on the New Tappan Zee Bridge Jamey Barbas, Project Director, Mario M. Cuomo Bridge, New York State Thruway Authority, Tarrytown, NY MANAGEMENT TRACK SAFETY SERVICE PATROL ROUNDTABLE – REDUCING THE INCIDENT MANAGEMENT TIMELINE Although incident prevention is the ultimate goal with any agency, what does your agency do when a traffic incident does happen, to get it cleared quickly? Traffic Incident Management (TIM) guidelines have been developed with the focus of detecting, verifying, responding and clearing incidents and returning traffic back to normal conditions. This will be a roundtable session with multiple agencies describing best practices related to service patrols and the use of technology. This includes using technology to assist with identifying incidents, notifying roadway users and dispatching and response of courtesy patrols and first responders. MODERATOR: Sam McClain, Vice President of Sponsorship, Travelers Marketing, Orlando, FL Eric Hemphill, Director of System and Incident Management, North Texas Tollway Authority, Plano, TX Jason Josey, HERO Manager, Georgia Department of Transportation, Atlanta, GA

This can be a daunting task that often involves cultural change within an organization. Some agencies have used incremental implementation as a technique to move the process forward. Hear how these agencies are dealing with the challenges and what worked to achieve early and long-term success. TECHNICAL TRACK ROADWAY DESIGN CHALLENGES As we look to the future of surface transportation and toll collection/ road user charging, the design of our roadways & interchanges and their operation must be commensurate with one another. The introduction of new technologies, connected vehicles, as well as conversion to all-electronic tolling and managed lanes on aging toll facilities, presents design challenges to not only rehabilitate the old and design the new, but to incorporate how these changes are communicated to the road users. This session will focus on how owners and operators have addressed these design challenges, resulting in successful implementations and the lessons learned. MODERATOR: Michael Holder, P.E., Vice President, Transportation Services, Gannett Fleming, Camp Hill, PA New Expansion and Design Challenges on The Turner Turnpike Joe Echelle, P.E., MBA, Assistant Executive Director, Maintenance, Engineering & Construction, Oklahoma Turnpike Authority, Oklahoma City, OK Unique Design Elements of the Virginia Express Lanes Rob Kerns, P.E., Project Development and Delivery Manager, Transurban (USA), Tysons Corner, VA Active Traffic Management: Design, Operations and Maintenance Challenges Jim Powell, Principal & Regional Team Leader, CDM, Smith, Lisle, IL Express Lanes Signing in Florida Cristina Dos Santos, P.E., Traffic Plans Engineer, HNTB Corporation, Ocoee, FL MANAGEMENT TRACK CURRENT AND FUTURE CHALLENGES TO FINDING, TRAINING AND KEEPING A GOOD QUALITY WORKFORCE The Times they are a Changin’! The days of placing an employment ad in the local paper and receiving a handful of qualified resumes from which to choose the perfect candidate has come and gone. In many fields, finding qualified candidates to fill niche roles means proactively searching for and recruiting them. Are there headhunters for highway workers? Often figuring out what makes workers tick is the biggest hill you need to climb, because it’s not always about pay. There are many other factors that go into a worker’s decision to give you a chance. It may be about pay, but it may be about locale, ability to telecommute, a chance for overtime or maybe your job requires too much overtime. For some organizations, it may feel like filling your niche roles is more like tolling equipment installation and maintenance. Do you find someone with the right education and training or should you create your own training program? Are you able to adjust work

INNOVATION IN CONSTRUCTION & REPAIR MAINTENANCE TECHNIQUES & DELIVERY Every day, transportation agencies are faced with numerous construction and maintenance challenges in order to meet the needs of their customers. Aging infrastructure, cost escalations, limited resources, productivity, lack of skilled labor, environmental issues and traffic congestion challenges the management of the network. Many agencies have sought alternative and innovative methods to improve the speed and efficiency of construction projects and maintenance activities. The goal of this session is to highlight innovative technologies and practices that accomplish one or more of the following: increase efficiency, reduce construction time, reduce lifecycle costs, improve safety, improve quality, have less impacts to traffic, extend the service life of highways and bridges and enhance customer satisfaction. MILK & HONEY FARMS Sunday, June 24, 2018, 8:00am – 4:00pm

Volunteer Fee: $50 per person, which covers supplies for the day such as gloves, water, lunch, sunscreen, etc. Grab your IBTTA friends, colleagues and families and come to the annual service project at Milk & Honey Farms (a 15-minute ride from the hotel), a non-profit, privately owned farm dedicated to providing fresh fruit and vegetables for those at risk for hunger in South Central Pennsylvania. During our day on the Farm, IBTTA volunteers will work alongside volunteers from the local veterans’ organization. The day’s activities will focus on projects that increase and improve the productivity of the Farm. In 2017, Army Veteran Tim Wallace opened Milk & Honey Farms. With the help of a small board, local veterans and community volunteers, they grew, tended, harvested and donated more than 3,000 pounds of produce to the Military Share Program of the Central Pennsylvania Food Bank, the Bethesda Mission and a few other small local food banks in the area. Learn more about the Farm at www.milkandhoneyfarms.org.

WHAT PROJECTS WILL IBTTA VOLUNTEERS BE DOING? Milk & Honey Farms is home to a small herd of pygmy goats, eight hives of bees that produce raw honey, a flock of free-range chickens, a fruit tree orchard, three Huskies who keep away the varmints, and six domestic ducks who patrol the pond. Our projects will include: 1. Expanding and paving the entrance driveway. 2. Building a storage shed for tractors and farm equipment. 3. Clearing downed trees and cutting and stacking firewood. 4. Moving and stacking rocks to stop erosion along the fish pond. 5. Small projects such as painting barns, erecting a new chicken coop and clearing brush. There’s a project for every person at every skill level! Check out the photos of previous service projects on our website at www.IBTTA.org/foundation and sign up today on page 11 to join us at Milk & Honey Farms!
