A Report on the State Vehicle Fleet: Emissions, Fuel Economy, and Vehicle Miles Traveled As required by Executive Order 11, “Concerning Increasing the Efficiency of State Government’s Transportation Sector”

Executive Order Background On March 17, 2004 former Governor John Baldacci signed an Executive Order “An Order Concerning Increasing the Efficiency of State Government’s Transportation Sector”. As part of that Executive Order, the Department of Environmental Protection (DEP) was directed to compile an annual vehicle replacement report that reflects the improvement to the fleet fuel economy for vehicles equal to or less than 8,500 GVW and the emissions profile for all new vehicles purchased by state agencies. For the fuel economy and emissions profile elements, this report reflects only new vehicles purchased and fuel efficiencies are based upon the U.S. Environmental Protection Agency (EPA) fuel economy guide. The Executive Order also requires state agencies to report the number of Vehicle Miles Traveled (VMT) of all state vehicles.

State Fleet Overview There are two primary vehicle fleets maintained by the State: o Department of Administrative and Financial Services, Central Fleet Management (CFM); and o Department of Public Safety (DPS) In addition to the primary fleets the following state agencies own and maintain their own smaller pool of vehicles: o o o o o o o

Department of Agriculture, Food, and Rural Resources (DOA); Department of Inland Fisheries and Wildlife (IF&W); Department of Marine Resources (DMR); Department of Conservation (DOC); Department of Corrections (MDOC); Defense, Veterans and Emergency Management (DVEM); and Department of Health and Human Services (DHHS).

For FY 2011 CFM ,DPS & IF&W (fish hatcheries) were the only agencies reporting the purchase of new vehicles. CFM is now overseeing the Department of Transportation (DOT) light duty fleet. Since 2004, as a result of its new vehicle purchases and overall fleet improved fuel economy, the state has saved over $191,988, and reduced CO2 by 865 tons. This report provides the details of these findings, and shows a steadily declining trend in VMT.

I. Summary of Emissions Profile When vehicles are manufactured, not all vehicles are “certified” to the same tailpipe emissions. Vehicles certified to meet California’s Low Emission Vehicle (LEV) Standards, which have been adopted in Maine, have much lower emissions than others.

Benefits of cleaner vehicles are not only hydrocarbon reductions but also reductions in nitrogen oxides and air toxics. CFM , DPS & IF&W reported to the DEP each new vehicle purchased and the vehicle which it replaced. In the case of IF&W, the vehicles purchased have a higher gross vehicle weight (gvw) than is required to report so they were not included in the new vehicle totals. The DEP then compared the emission certification of the new vehicles with the replaced vehicles. For FY 2011, 190 of the total 263 vehicles purchased by state agencies reported significantly improved emissions. It should be noted that the vehicles are purchased with the best emissions profile that meet the agencies operational needs. In some instances, an emissions profile may decline in order to obtain a vehicle that meets the agencies operational needs within financial resources. See Attachment A for detail of the emission standards and replacement vehicles. 72 percent of the 263 new replacement vehicles purchased in 2011 have improved (reduced) emissions. Only 9 percent of the vehicles purchased had increased emissions. Staff estimated the emissions profile for vehicles if no profile was available. Chart 1 displays the emissions profiles by category and year of replacement. The chart illustrates that over the last 8 years, on average, 61percent of the replacement vehicles in our state vehicle fleet have improved emissions while approximately 7 percent declined. Attachment B lists the emission profiles in more detail by agency. Chart 1: Emission Profiles by Category and Year

II. Fuel Economy. 1 The agencies reported the following fuel economy information on new vehicle purchases for FY 2011 compared to the vehicle it replaced: Agency

In addition to the 263 vehicles replaced in 2011, there were also 12 new vehicles purchased and 37 vehicles that were removed from service but not replaced. Vehicles are purchased with the best fuel economy while still meeting the agency’s operational needs. In some instances, fuel economy may decline in order to obtain a vehicle that meets the agency’s operational needs within financial resources. Additionally, in some cases, a vehicle may be replaced with an identical model, but with its EPA fuel economy modified either positively or negatively for the newer model year. The average improved fuel economy based on the number of vehicles replaced is shown below for FY 2011. Calculations of the average improved fuel economy are based upon the following formula: __(total # of gallons improved – total # of gallons decreased) = Total Gallons Improved__ (total vehicle w/improved mileage – total vehicles w/decreasing mileage) = Total Vehicles with Improved Mileage

The estimated fuel savings based upon the following calculation, assumes the original vehicle and its replacement traveled an average of 15,000 miles per year. (# of gallons improved x 15,000 miles) – (# gallons decreased x 15,000 miles) = Fuel Savings

As with the fuel economy, fuel savings vary as well based upon the vehicles purchased. Based on the estimated fuel savings for each year, the estimated cost savings for the State fleet for the average gasoline price paid by the state in 2011 equates to a savings of: Fiscal Year 2011

Based on an emission factor for a gallon of gasoline of 19 pounds of carbon dioxide (CO2), the estimated fuel savings for the state fleet equates to: Fiscal Year 2011

The Carbon Dioxide (CO2) savings are calculated by multiplying the Estimated Fuel Savings by 19 lbs, and dividing by 2000 lbs to obtain the CO2 Reductions in tons. Chart 5 illustrates the trend in the reduction in carbon dioxide emissions for fiscal years 2004 through 2011.

III Reduction of Vehicle Miles Traveled (VMT) The Executive Order requires each state agency to report at the end of each fiscal year the vehicle miles traveled (VMT) by their respective state vehicles. In addition, the Department of Administrative and Financial Services (DAFS) is required to provide a report of all reimbursed paid mileage. Heavy-duty trucks and equipment that record usage by hours rather than mileage are exempt from this reporting requirement. 2004 was the first year this data was collected and provides the base year with which to compare VMT for subsequent years. The following data was collected according to the Executive Order: 1. Paid Mileage - Mileage paid to employees who use their own vehicles for travel purposes, 2. Leased Mileage - Mileage accumulated on vehicles leased and controlled from/by CFM (some agencies own the vehicles but they are controlled by CFM), and 3. Agency Mileage - Mileage accumulated on vehicles owned by the agency. Attachment C contains the detail of reported Agency VMT for 2004 through 2011. As the graph shows, Paid Mileage (already declined) decreased each year while there was a steady increase in Leased Mileage. In order to make a historical agency comparison, the table below illustrates the agencies’ 7-year (2004 through 2010) average for comparison with 2011 VMT. The data shows that while some agencies were successful in reducing their VMT, other agencies’ VMT have risen.
