LDA Members: Help Us Counter Misleading Claims About Fluoridation As a dentist, you are a respected member of your community. We need people like you to step forward on an important issue. By now I’m sure you are probably aware of the new law that requires larger water systems (with a minimum of 5,000 service connections) that are not currently fluoridated to provide the state Department of Health and Hospitals with an estimate of the costs associated with providing optimally fluoridated water to customers. As a result of this legislation, we are finding that opponents to community water fluoridation have begun spreading misinformation on the issue. You can find three examples of this activity as reported in Louisiana media by visiting the LDA Web site and clicking on “Government Affairs/Advocacy” and then “Fluoridation Update.” In an effort to counter these claims, we are beginning a “Speakers’ Bureau” of credible local spokespeople (e.g., dentists) to provide the scientific and economic facts supporting our position. We need your help. We are compiling a database of local professionals who are willing to speak on the benefits of water fluoridation, or are willing to help arrange speaking opportunities for other professionals to address your local groups and other associations such as chambers of commerce, and social and civic organizations such as Rotary and Kiwanis clubs. We will provide all the background materials including talking points, a PowerPoint presentation and handout materials. We simply need willing individuals to help. Louisiana State Board of Dentistry Update The following highlights are from the LSBD December 6, 2008, meeting: • The board voted to reduce by 50% the initial licensing fee for new graduates who will have to renew at the end of the same year as their initial licensure. This is because the biennial licensing method means half of each graduating class renews less than one year after gradua� • The Legislative Committee will work on a bill to change existing law to allow them to collect on costs awarded in judgments even if the convicted party declares bankruptcy. • The LSBD will not charge for office anesthesia permits, but will collect a fee for issuing/renewing personal anesthesia permits. • While it is clear that LSBD members are considered Tier II.1 level public officials under the new financial disclosure ethics laws, it is not clear the degree to which earnings from Medicaid are reportable. The LSBD is seeking an opinion on this from the State Board of Ethics. • LSBD officers for 2009 are Dr. Lynn Philippe, President; Dr. Charles McCabe, Vice President; and Dr. Romell Madison, Secretary-Treasurer.

A Message From Your President... Dr. Marty B. Garrett, LDA President Your LDA member dentists are committed to increasing access for dental care for our States’ citizens. National Children’s Dental Health Month activities have provided the opportunities for our members to take advantage of the states sealant program to introduce hundreds of children to good oral health care. Many other fun activities throughout the state have reached kids to promote healthy mouths. Examples of our dentists increasing access to care include the efforts of Dr. Greg Folse with his efforts in improving geriatric dental care to nursing home residents. Greg has traveled nationwide to encourage dentists to “doctor up!”

to increase access to dental care to this growing population. Dr. Don Donaldson is entering his eighth year working to increase access to Medicaid dental providers for our State’s less fortunate children. His efforts are largely responsible for the seven straight years of increase funding for Medicaid Dental benefits. This has greatly increased the amount of care delivered to our children. Most recently, Dr. Greg Folse, working with Reachout Healthcare America, has started dental programs to provide dental services in public schools. The concept has generated a lot of interest throughout the state. In response, The LDA has conducted several meetings and conference calls to learn more about the program. Your Council on Governmental Affairs headed by Dr. Bill Hadlock has coordinated the discussions. More

information and discussion is clearly needed, so the following resolution was approved by the LDA Board: Resolved, that the LDA Board of Directors recommends that a Task Force be formed to monitor the private practice of dentistry in public schools and, if deemed necessary, work with the State Board of Dentistry to develop appropriate rules to ensure maintenance of the prevailing standard for quality of care for patients who receive treatment in such settings. The Task Force members are Dr. Tom Giacona, Dr. Rob Delarosa, Dr. John Hendry, Dr. Bill Hall, Dr. Marty Garrett and Dr. Charlie Foy. The Task Force has already begun their work and welcomes any input from our members. The LDA is committed to promoting quality care to our citizens with dentists as the leader of dental care providers. God Bless!

nder the provisions of Section 10, Chapter VII, Bylaws of the Louisiana Dental Association, the Nominating Committee met on Friday, January 16, 2009, prior to the LDA Board Meeting. The Nominating Committee is composed of the directors elected by each component association, plus the LDA president who presides without a vote. The information below is provided under the provisions of Section 30, Chapter VII, Bylaws of the LDA.

Additional nominations to any of the offices may be made as follows: 1) By any component association of the LDA, when the additional nomination is approved by a vote of the general membership of the component association, or 2) By the signing of a nominating statement by three elected members of the House of Delegates of the Louisiana Dental Association. The nominations must be received by the secretary-treasurer at least 45 days prior to the opening of the Annual Meet-

Bowden Leadership Development Conference, January 16 Discussions on Ethical Standards in Dentistry Draws Leadership from All Components Component leadership from around the state joined together in Lake Charles at L’Auberge du Lac Casino and Resort for the LDA’s L.H. Bowden Leadership Development Conference on Friday, January 16. T h i s y e a r ’s speaker, Gail Kelley, presented a highly interactive course that outlined what she considers to be the most important practice of moral and ethical behavior: telling the truth! Working in small groups, attendees then

went through role playing scenarios and case studies, getting an opportunity to voice their opinions on day-to-day issues that come up in the dental practice. After lunch, LDA Executive Director Ward Blackwell provided component leaders with a brief presentation titled “Working with the LDA” helping them to understand the roles of each of the staff people in relation to working with the components. Synopsis of Minutes, January 16, 2009 Editor’s Note: This summary should not be construed as official minutes of the Board of Directors meeting.

CALL TO ORDER Dr. Marty B. Garrett, president, called the board meeting to order at 2 p.m. immediately following the Nominating Committee meeting. Dr. Thomas H. Price gave the invocation and Dr. Edward J. Hebert, secretary/treasurer, declared that a quorum was present. APPROVAL OF THE MINUTES ADOPTED RESOLVED, to approve the minutes of the October 4, 2008 LDA Board of Directors Meeting. FINANCIAL IMPLICATION: – 0 – ADOPTED RESOLVED, that the LDA board approves the results of the e-mail/fax poll from December 12, 2008 regarding co-sponsorship agreement between the LDA, LPA and CAMS, the agreement between the LDA and REA be approved and the LDS endorsement of CGI. FINANCIAL IMPLICATION: – 0 – SPECIAL ORDER Victor C. Kirk, spoke on behalf of Rhonda Litt, executive director of Louisiana Primary Care Association. He discussed access to primary services for the underprivileged at FQHCs. Dr. Bill Hadlock mentioned that the general supervision law would allow hygienists to provide services

without a dentist present for up to 20 days a year. A section of the Dental Practice Act allows exceptions for government institutions (e.g. prisons, schools). Hygienists in those settings can practice under general supervision for more than just 20 days per year. FQHCs would like to be included in this exception. Mr. Kirk said the State Board of Dentistry will not act on this issue until the LDA makes a decision. The board asked the Council on Government Affairs to discuss this issue and after a decision to e-mail the board before presenting to the House of Delegates. Medicaid Task Force Dr. Don Donaldson discussed the concerns he had about how the Reach-Out Healthcare America program would affect Louisiana dentists. Dr. Lige Dunaway suggested both Dr. Donaldson and Dr. Greg Folse present their cases to the LDA Council on Government Affairs. Dr. Garrett agreed with this suggestion and asked Dr. Hadlock to schedule a Council conference call. Council on Government Affairs Dr. Hadlock mentioned that he will be stepping down as chairman of the CGA after this legislative session and Dr. Bill Hall has graciously agreed to move up to chair this council. Dr. Hadlock has served in this position for 10 years. ADOPTED RESOLVED, that the LDA ™ board accepts the November 14, 2008, Council on Government Affairs minutes and resolutions as presented. Council on LDA Sessions Dr. Hadlock reported that the conference programs are in the mail. A logo is being designed that will be a permanent logo used for all conference materials now and for future meetings. Dr. Garrett asked the directors to encourage their component delegates to register for courses on Saturday afternoon. Dr. Hadlock will assume the NODC chairman position for 2010. Council on Insurance ADOPTED RESOLVED, 6

Dentists Well-Being Advisory Committee Dr. Jamie Manders presented a report on the history of the Dental Well-Being Committee. She emphasized the importance of the LDA board’s support of her recommendations regarding impaired dentists. Distinguished Service Award Committee ADOPTED RESOLVED, that the LDA board accepts the nominees chosen by the DSA committee on December 16, 2008. They are: Dr. Darlene Bassett, NODA, Dr. White Graves, Northeast, Dr. David Kestel, Southwest and Dr. Denis Simon, Greater Baton Rouge. FINANCIAL IMPLICATION: – $400.00 – Dr. Giacona also recognized Dr. L. King Scott as the incoming chair of the Distinguished Service Award Committee, as Dr. Giacona steps down to begin his term as a director on the LDA board. Council on Membership and Dental Practice Dr. Glenn Dubroc reported that the LDA is at 80.2% market share which exceeds the national level by 5-6%. Ward Blackwell discussed the concern about the 2009 Alpine Lecture series low attendance at this time in Squaw Valley, as well as the fact that 2010 Mardi Gras will coincide with Presidents’ Day weekend and rates will be much higher than usual. ADOPTED RESOLVED, that the LDA board agrees to suspend planning for the 2010 Alpine Lecture Series. FINANCIAL IMPLICATION: –0– Council on the New Dentist Dr. Courtney Richter commented on the success and high attendance of the full-day Last Chance Seminar in November. The board recommended continuation of the Last Chance Seminar on Friday with the clinical C.E. seminar. We gave the new graduates and students free registration to get them involved in continued education. ADOPTED RESOLVED, that the LDA board accepts the nomination of Dr. Daniel Weaver as the 2009 New Dentist Award recipient. FINANCIAL IMPLICATION: – $100.00 – Council on Communications Annette Droddy discussed the sealant events around the state on behalf of Dr. Brian Basinger. Several Council members will be working with Dr. Dionne Richardson, the state oral health director, to host Give Kids A Smile Day events during National Children’s Dental Health Month. The LDA has created a Facebook page and we already have 168 dentists and students signed up. This is just another avenue to get communication out to members. We’ll have further info in the newsletter and Journal to announce the project.

FINANCIAL IMPLICATION: – 0 – ADOPTED RESOLVED, that the LDA Board of Directors approve the LDS budget for the calendar year of 2009 as presented.
