Los Angeles County Metropolitan Transportation Authority Job Classification Specification CHIEF HUMAN CAPITAL & DEVELOPMENT OFFICER Pay Grade CC - $175,779 - $219,729 - $263,679 Basic Function To provide executive direction and visionary leadership to the overall Human Capital and Talent Development functions of Metro, which include Labor Relations, Human Resources, and Workforce Services, in order to attract, motivate, develop and retain the most qualified and skilled employees to drive organizational success. Classification Characteristics This classification is exempt/at-will and the incumbent serves at the pleasure of the hiring authority. Example of Duties  Directs the overall programs/activities of Metro’s Human Capital and Talent Development functions, including Labor Relations, Human Resources, and Workforce Services  Represents Metro at meetings and conferences with public agencies, the private sector, public and corporate officials, and the general public to secure support and create partnerships  Represents the Chief Executive Officer at meetings with Labor Unions  Serves as liaison to Metro Board of Directors on labor and human resources issues  Develops and implements strategy and directs data analyses used for negotiations, mediation, and arbitration with all employee organizations/labor unions to facilitate constructive relationships and successful contract development and implementation  Serves as Chief Negotiator for all labor negotiations, or oversees designee  Provides executive direction, through subordinate management, to the Human Resources function which includes the areas of Talent Acquisition & Development, Compensation & Classification, Pension & Benefits, Standards & Compliance, and Employee Programs  Provides executive direction, through subordinate management, to Metro’s Workforce Services which includes the areas of Administration, General Services, and Strategic Workforce Planning.  Provides executive direction, through subordinate management, in the conduct of studies, investigations, and analyses pertaining to the labor-management negotiation process  Plans and implements department goals and objectives, encourages innovation, facilitates and monitors progress, and administers department budgets  Consults and confers with government officials on provisions of related law and acts governing Metro  Prepares and presents written and oral reports to management, the Board of Directors and outside agencies  Directs subordinate staff to work proactively with line management as advisors in the interpretation of collective bargaining agreements, adherence to human resources policies & practices, and the resolution of non-EEO related complaints, and grievances, including arbitration  Participates in the preparation and presentation of issues for litigation; coordinates with attorneys  Directs the design of Metro-wide training and development programs that enhance individual and organizational performance and morale, covering topics such as labor relations skills with represented and non-contract employees  Directs Metro action during union campaigns, elections or work stoppages  Communicates Metro’s safety vision and goals both internally and externally; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all subordinate employees  Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities Knowledge of:  Theories, principles, and practices of human resources management, including employee & labor relations management  Theories, principles, and practices of program areas related to administrative services for a large public agency or private entity  Labor law and applicable local, state, and federal laws, rules, and regulations governing the public sector  Social, political, labor, economic, environmental, and operating trends throughout transit and other related industries  International union philosophies and constitutions, and general concepts of labor agreements  Administrative principles and methods, including goal setting, program and budget development and implementation  Modern and innovative management theory Ability to:  Plan, organize and direct the work of a large multi-tiered organizational unit  Mediate and negotiate  Communicate effectively orally and in writing  Interact professionally with various levels of Metro employees and outside representatives  Prepare comprehensive reports and correspondence  Represent Metro before the public, the Board of Directors, and elected officials  Analyze situations, identify problems, recommend solutions, and evaluate outcome  Exercise independent judgment and creativity in making decisions  Drive improvement to the efficiency and effectiveness of human resources services  Create a desirable work environment that promotes equal opportunity for employees of all backgrounds  Identify and implement strategies to achieve financial, staffing and departmental goals  Establish and execute objectives, policies, procedures, work standards, and internal controls  Understand, interpret, and apply laws, rules, regulations, policies, procedures, contract, budgets, and labor/management agreements  Handle highly confidential information  Supervise subordinate staff  Travel to-offsite locations within a reasonable timeframe  Read, write, speak, and understand English Minimum Qualifications Potential candidates interested in the CHIEF HUMAN CAPITAL & DEVELOPMENT OFFICER position MUST meet the following requirements:  Bachelor’s degree – Business Administration, Industrial Relations, Law, or other related field

 8 years’ senior management-level experience in all areas of Labor Relations and preferably in more than one of the other human resources areas, including 5 years’ at the management-level with an organization having multiple union representation  Experience as a Chief Negotiator required  Valid California Class C driver license  Master’s degree or Jurist Doctorate desirable  Professional certificates/licenses desirable Special Conditions  None Disclaimer This job specification is not to be construed as an exhaustive list of duties, responsibilities, or requirements.
