Executive Summary State Context Since 2011 the National Transport Authority Aviation Authority (NTA AA) provides the oversight over aviation in Hungary. The tasks of the Civil Aviation Authority and the Military Aviation Authority are integrated into the NTA AA but are functionally separated. The supervision of military aviation is managed by the NTA AA State and Government Aviation Department. HungaroControl is the main air navigation service provider in the State. Separate military ATC is provided for military TMAs and CTRs. Regional ANS for military airspace users is provided by HungaroControl. Airspace Management is a joint responsibility of the Minister of National Development and the Minister of Defence. The Government has established the National Airspace Co-ordination Board (NACB) in order to prepare the implementation of the strategic airspace management tasks. The AMC (Airspace Management Cell) is a part of HungaroControl as a joint civil military cell and it is staffed with military and civilian experts. The AMC is an operationally independent body; its activities are supervised by the NACB. Technical investigations following accidents and/or serious incidents are carried out by the Transportation Safety Bureau (TSB) for both civil and military aircraft accidents and all serious incidents.

ESSIP Objective Implementation Objectives AOM13.1, AOM20, AOP04.1, ATC02.2, ATC02.5, ATC02.6, ATC02.7, ATC12 and ENV01 were completed before or by the target date, among them objectives AOM13.1, ATC02.6, ATC02.7 and ENV01 during the present LSSIP 2013 cycle. Objectives AOP01.2 (due by end 2011) and FCM01 (due by end 2006) were completed by end 2013. Objectives AOM19, AOM21, AOP04.2, AOP05, ATC16, COM09, COM11, ENV02, FCM03, ITY-AGDL and ITY-FMTP are planned to be completed before or by required deadline during 2014 and 2015. Objective INF04 (due by end 2012) is planned to be completed in 2014 due to postponement of the project owing to capacity problems. With regard to objective NAV03 (due by end 2012) it has status No Plan due to not planned actions of the REG and MIL stakeholders and also some actions are to be completed late by the ASP in 2014. Objective SAF10 (due by end 2011) is planned to be completed in 2014 due to delayed legal actions on behalf of REG and not full implementation of the appropriate parts of the European Action Plan by the ASP. Objective AOP03 (due by end 2013) is planned to be completed by end 2018 due to different delays in actions by different stakeholders. Objective COM10 (due by end 2014) is planned to be completed by end 2017 due to planning a new system. Objective ITY-ADQ is planned to be completed by the final deadline (July 2017) but presently all the stakeholders are late with different actions. Objective ITY-COTR is planned to be completed by the final deadline (February 2015) but presently the REG stakeholder is late with the safety oversight of changes.
