Mientras la organización nacional no partidista ¡EsTiempoDeVotar! busca aumentar la participación democrática de más de 19.5 millones de hispanoamericanos que son elegibles para votar en los Estados Unidos, es bueno detenerse a pensar cuál podría ser el impacto de que cada ciudadano de origen hispano ejerza su derecho al voto en las próximas elecciones. Qué puede pasar si descubren el verdadero poder del voto. El enorme crecimiento de la población hispana está cambiando el mapa electoral de los Estados Unidos de manera drástica. Pero está claro que sin el ejercicio del voto no es mucha la importancia que pueda tener. Por todos es bien conocido que la administración de Obama ha deportado el mayor número de inmigrantes indocumentados en la historia y, que durante su mandato, ha disminuido el número de personas que cruzan la frontera ilegalmente. También es bien conocido el hecho de que la reforma migratoria prometida por el actual presidente se ha visto obstaculizada en el Congreso de mayoría republicana. De los estados con mayor número de hispanos, cinco de ellos votaron por el Presidente Obama en 2008: New México (46% de latinos), California (38%), Nevada (27%), Florida (22%) y Colorado (21%); otros dos lo hicieron por el Senador McCain: Texas (38%) y Arizona (30%). Combinados, estos siete estados suman 153 de los 538 votos del Colegio Electoral en disputa para alzarse con la presidencia de los Estados Unidos, 8 más que en las elecciones anteriores. Si los hispanos vuelven a votar en una proporción de 2 a 1 contra los republicanos el próximo noviembre, es más que probable que el Presidente Obama se haga con la victoria en esos cinco estados. Esto, sumado a su éxito casi garantizado en casi todos los bastiones tradicionales demócratas del Pacífico Noroccidental, los Grandes Lagos, el Medio Atlántico y Nueva Inglaterra, sellaría su relección sin mayores problemas. Pero dos años de decepciones han erosionado el apoyo de la comunidad hispana al Presidente Obama. Ante este panorama, sería sensato esperar por parte de los candidatos republicanos que empiecen a cortejar al electorado hispano como lo está haciendo desde ahora Mitt Romney al airear un comercial en el que su hijo que habla español invita a los hispanos a votar por él. El peso del mensaje republicano se enfoca en las promesas incumplidas por los demócratas a la comunidad hispana y captar el voto de los hispanos de segunda y tercera generación promoviendo el militarismo en la política exterior y la conservación “de los valores” americanos. Hasta ahora las primarias se han llevado a cabo en estados en que la población hispana no es determinante y por lo tanto el mensaje a ese electorado está casi ausente, aunque se han tocado temas que nos conciernen. Algunos candidatos han realizado gestos hacia los latinos en el tema de inmigración, bien mostrando su apoyo a la disminución de deportaciones que impliquen la ruptura de familias (caso de Newt Gingrich), bien mostrando su apoyo al “Dream Act” o propuesta para legalizar a miles de estudiantes indocumentados (caso del Gobernador de Texas Rick Perry). El reto, no solo para el Presidente buscando su relección, sino para el que quede como nominado por los republicanos, va a ser lograr apoyo y aumento del nivel de participación hispana, el cual es relativamente bajo con respecto al resto de la población. Ahora que si de alguna fórmula mágica dependiera y en verdad se lograra que participaran esos 19 millones de hispanos, creo que otra música se tocaría en el baile del nuevo presidente. Por eso pienso que desde ya debemos invitar, incentivar, empujar para que los hispanos que tienen derecho al voto entiendan que deben ejercer su poder y están en el deber de cumplir con el reto histórico que esto implica. Ya lo dijo Obama: “Sólo hay que mirar a los datos demográficos. Con los números llega el poder político al crecimiento de la población”. Si los hispanos no votan, están rechazando su poder político. While the national non-partisan organization ¡EsTiempoDeVotar! (Spanish for “It’s Time to Vote”) seeks to increase the democratic participation of 19.5 million of Hispanic-Americans eligible to vote in the United States, it would be a good thing to stop to think what would be the impact of each citizen of Hispanic origin exercising their right to vote in the coming elections. What could happen if they discover the real power of voting. The high growth of the Hispanic population is changing the electoral map of the United States drastically. But it is clear enough that without exercising the right to vote, its importance could be meaningless. It is a well-known fact that Obama’s administration has deported the highest number of undocumented immigrants in history; and that during his mandate the number of illegal people crossing the border has decreased. It is also renowned that the immigration reform promised by the now President has been stopped by the Republican-majority Congress. Out of the states with the highest number of Hispanics, five of them voted for President Obama in 2008: New Mexico (46% of Latinos), California (38%), Nevada (27%), Florida (22%) and Colorado (21%); other two did for Senator McCain: Texas (38%) and Arizona (30%). Combined, these seven states add up to 153 of the 538 electoral votes competing to obtain the presidency of the United States, 8 more than in the previous elections. If the Hispanics vote again in a 2 to 1 proportion against the Republicans next November, it is more than likely that President Obama will emerge victorious in those five states. This, along with his almost guaranteed success in nearly all the Democratic traditional bastions of the Pacific Northwest, the Great Lakes, Mid Atlantic and New England, would easily seal his re-election. But two years of disappointments have eroded President Obama’s Hispanic community support. Given the circumstances, it would be reasonable to expect from the Republican candidates to start to woo the Hispanic electorate like Mitt Romney is doing right now, airing an ad where his son (who speaks Spanish) invites Hispanics to vote for him. The heaviest portion of the Republican message is focused on the Democrats’ failed promises to the Hispanic community and in capturing the votes of second and third generation of Hispanics promoting militarization in foreign affairs and the preservation of “American values.” Up until now the primaries have taken place in states where the Hispanic population is not decisive and therefor the message to that electorate is almost absent, although there have been discussed issues of our concern. Some candidates have had gestures towards the Latinos regarding the immigration subject, demonstrating their support towards a reduction of deportations that imply the separation of families (Newt Gingrich) or showing their support to the “Dream Act” or proposal to legalize thousands of undocumented students (Texas’ Governor Rick Perry). The challenge, not only for the President seeking re-election, but for the Republican nominee, will be to achieve the support and increase in the Hispanic participation level, which is relatively low compared to the rest of the population. Now, if it would depend on a magic formula that would make those 19 million of Hispanics participate, I believe a different music would be heard in the new president’s ball. And that is why I think we should start to invite, encourage and push Hispanics with the right to vote to understand they must exercise their power and that they are obliged to fulfill the historic challenge this action implies. Obama already said it: “Just look at the demographics. With numbers comes political power.” If Hispanics don’t vote, they are rejecting their political power.

Cuidado con las Estafas por Teléfono. Una pareja guatemalteca del sur de estado fue despojada de más de 1.500 dólares a través de amenazas telefónicas. > El Tiempo Hispano El lunes 12 de diciembre María Martínez recibió una llamada desde California en la que un sujeto que se identificó a sí mismo como Luis Valdés de Acción Hispana, le preguntó por su esposo y le dijo que lo estaban buscando porque debía mas de 800 dólares y “ahora tiene un abogado para cobrarle”. Valdés le dejó un numero de teléfono el 213-784 4822 (el cual está registrado como fraudulento, como se supo) pidiéndole que su esposo llamara más tarde, porque si no pagaba de una vez los costos de tribunal y demás, pasarían a ser 32.000 y tantos dólares. María está embarazada de 8 meses y se sintió desmayar al escuchar esa grave noticia. David Martínez, el esposo de María, se extrañó por esa llamada ya que “yo no le debo nada a nadie, no tengo mal record” y consultó con su pastor, que en ese momento estaba en Oregón, quien le dijo, “Váyase para su casa y preséntese a ver que es la cosa”. Así que devolvió la llamada y habló con Luis Valdés, quien le dijo que trabaja para la Asociación Hispana, “Nosotros ayudamos a los hispanos” dijo y David le preguntó “¿Y con qué me va a ayudar?” A lo que Valdés replicó, “Usted recibió un paquete (supuestamente de Herbalife) en tal fecha y todavía no ha pagado nada.” Y David replicó, “¿Un paquete de qué?” Y Valdés subiendo la voz le dijo “no tenemos mucho tiempo para explicarte lo que pasó porque usted sabe muy bien lo que ordenó”. “Pero si yo no ordené nada”, dijo David. “Bueno si vas a seguir así, ahorita mismo te ponemos en el sistema de la computadora, para que llegue toda la policía allí en Georgetown o en Milton donde usted vive. Ahorita va llegar la policía a sacarte tus cosas, todas tus pertenencias, te va a salir caro,” dijo, “si en 20 minutos no pagas 897 dólares, te vas a meter en problemas, porque aquí dice que otro representante habló con el señor tal”, que resultó ser primo de David. Por supuesto David trató de localizar a su primo pero sin resultados y pensó, “pues es mejor evitar problemas, mejor pago esto y listo. Me tocó pedir prestado”, agrega, “ya que no tenía cómo pagar y mandé ese dinero y bueno, quedamos listos”. “Pero al segundo día me fui a trabajar a Bethany”, cuenta David, “y como a las doce del medio día me volvieron a llamar al número de la casa diciendo que no pagué la multa de $400 y tantos”. La señora Martínez les respondió que ya habían pagado lo que les habían pedido y allí comenzaron a regañarla y decirle que ella no entendía nada y dígale a su esposo que nos llame. David devolvió la llamada y le dijeron que si no pagaba esos $473 el juez de California le iba a arrestar y “vas tener problemas con la inmigración y te llevarán a la corte y te van a meter en la cárcel uno o dos meses”. A todo esto David respondió que no había ningún comprobante de que él debiera esa cantidad, y le respondieron que ya le habían mandado muchos papeles y “usted no ha querido responder nada”. Martínez asegura que nunca le llegó ningún papel del supuesto paquete que le enviaron y recuerda que durante la primera conversación con Valdés le dijeron que si pagaba los primeros $800, le enviarían un CD con las pruebas de que habían enviado dicho paquete con fechas y todo, para que se hiciera una idea de cómo eran las cosas, o si alguien había contratado eso en su nombre. “Así sabrá quién es la persona que los esta traicionando”, dijeron. Esas pruebas nunca llegaron, aunque dijeron que estaban UPS e igual tenía que pagara los $473 para que le retiraran los cargos en la corte y quedar sin deudas. David se puso a pensar que ya había enviado $950 sumando el envío, y el martes volvió a pedir prestados $490 para mandarlos, y que al tercer día le volvieron a llamar para que mandara otros 625 dólares amenazándolo de nuevo con que los iban a arrestar, y ahí entonces David se dijo, “esto es mucho dinero”, así que buscó ayuda en el Centro Comunitario La Esperanza, en Georgetown para ver qué podía hacer.

Estando allí Frannie Sparza, consultora de educación les dijo, “no manden nada, eso es una estafa”. Al recibir una nueva llamada ya David les respondió, “yo no les debo nada; si quieren, vengan para acá que aquí los espero”. El sujeto empezó a alzar la voz y seguir con las amenazas hasta que David les dijo “yo ya fui a la policía aquí y ellos te están escuchando en este momento”. La cosa tomó otro cariz y diciendo “usted no sabe lo que hace”, Valdés colgó el teléfono. Lo interesante de este caso es que el teléfono de Valdés el 213-784 4822 está operativo, como pudimos comprobar al discar nosotros mismos y lograr que se pusiera al teléfono, pero, por supuesto, al enterarse de qué se trataba, nos colgaron. Para ese momento ya Martínez había pagado cerca de 1.500 dólares a través del servicio de envío a Lima –Perú, que bien puede darlos por perdidos, al menos que presente una denuncia y ésta prospere. Sparza comentó para El Tiempo Hispano que “este tipo de estafadores sacan provecho del temor de las personas que no saben muy bien cómo son la leyes, por eso educamos a la comunidad sobre cómo verificar que un cobro sea cierto o no y a conectarlos con quienes pueden ayudar a no caer en este tipo de fraude”. Finalmente Martínez dice, “yo aprendí mucho de esta experiencia, quizás yo perdí mi dinero, pero espero que otros se enteren y sepan que es posible evitar dejarse, que no se puede pagar nada sin verificar, que no hay que tener miedo, que hay quien te puede ayudar”.

información information Beware of Phone Frauds A Guatemalan couple that lives in the southern part of the state was defrauded for more than $1,500 through phone threats >El Tiempo Hispano On Monday December 12th María Martínez received a phone call from California where a man that identified himself as Luis Valdés of Acción Hispana asked her about her husband and told her they were looking for him because he owed more than $800 and “now he has an attorney trying to collect the money.” Valdés gave her a phone number 213-784-4822 (which is registered as fraudulent, as it was later known), and asked that her husband called this number later, because if he did not pay right away the court and other costs, the sum would increase to more than $32,000. María is eight-months pregnant and felt she was going to faint when she heard the dreadful news. David Martínez, María’s husband, found that phone call awkward because “I don’t owe anybody anything, I don’t have a bad record” and he consulted with his pastor, who was in Oregon at the time and told him “Go home and see what’s going on.” So he returned the phone call and talked to Luis Valdés, who told him he worked at the Hispanic Association, “We help Hispanics,” he said and David asked him with what? Valdés told him: “You received a package (supposedly from Herbalife) on this date and you haven’t paid for it.” David said: “A package of what?” And Valdés replied on a high tone “We don’t have much time to explain to you because you know pretty well what was it that you ordered.” “But I didn’t order anything,” said David. “Well, if you’re going to continue with this attitude, we will put you in the computer system right away, so the whole police department goes to Georgetown or Milton where you live. Police is going to be there shortly to take all of your things, all of your belongings, this is going to cost you,” he said, “if in 20 minutes you don’t pay $897 you are going to be in trouble, because it says here that another representative talked to a certain mister,” who turned out to be David’s cousin. Of course David tried to talk to his cousin but he couldn’t and he thought that it was better for him to avoid any problems, “I better pay this and that’s it. I had to borrow money,” he added, “because I didn’t have means to pay this money, and well, we were settled.” “But the day after I went to work at Bethany,” tells David, “and around noon they called me again at home saying that I didn’t pay the fine of $400 something.” Mrs. Martínez told them they had already paid them what they asked for and then they started to scold her and tell her that she didn’t understand a thing and told her to have her husband call them back. David returned the call and they told him that if he didn’t pay that $473, the California judge was going to arrest him and “you are going to have problems with immigration and they will take you to court and they will throw you in jail for a month or two.” Meanwhile David told him there was no proof that he owed that money and they answered that they had already sent many documents and “you have never wanted to respond.” Martínez assures he never received any document regarding the alleged package that had been sent to him and remembers that during his first conversation with Valdés he was told that if he paid the first $800, they would send him a CD with proof of them having sent the package with dates and everything, so that he could figure out how things were, or if someone had bought that on his behalf. “That way you will know who is the person betraying you,” they said.

These proofs never came in, although they said they were already at UPS and that he would have to pay the $473 anyway to be able to withdraw the court charges and be debt-free. David started thinking that he had already sent $950 including delivery charges and on Tuesday he borrowed $490 more to send, and that after three days they called again and asked him to send another $625 threatening him again with jail, so it was then when David thought that this was too much money and he decided to get help at the Community Center La Esperanza, in Georgetown to see what could be done. While he was there Frannie Sparza, education coordinator told them, “don’t send anything, it is a scam.” When David received yet another phone call he told them, “I don’t owe you anything, if you want you can come here; I’ll be waiting for you.” The man started to raise his voice and kept on threatening him until David told him “I already went to the police here and they are listening to you at this very moment.” Things took a new turn and after saying “you don’t know what you’re doing,” Valdés hung up the phone. The interesting thing here is that Valdés’ phone number 213-784-4822 is still operative, as we could check ourselves when we dialed the number and have him answer the call, but of course, after knowing the reason for our call, they hung up on us. By this time Martínez had already paid close to $1,500 through a money transfer service to LimaPerú, said money he can consider lost unless he files a claim and it is accepted. Sparza commented to El Tiempo Hispano that “these type of scammers take advantage of the fear of people that don’t know how the law works, and that is why we educate the community on how to verify if a debt collection is a real one or not, and to connect them with whom can help them not to fall victim of this type of scam.” Finally Martínez says, “I learnt a lot from this experience, perhaps I lost my money but I hope others learn about this and know that it is possible to avoid being taken, that you cannot pay anything without verification, that you must not fear, that there are people that can help you.”

“Otro flamante Año Nuevo”

“Another Brand New Year”

Cuando escribo el número 2012, el cual es el nuevo año en el que estamos, no puedo evitar pensar que cuando niña, nunca pensé que viviría tanto como para ver ese año, o lo que es más, que nunca vería el año 2000. Pensé que para ese entonces estaría muy vieja, pero cielos, ¡qué equivocada estaba! Sé que aún me impresionan los avances tecnológicos que he llegado a ver, pero todavía siento que me quedo corta pensando que deberíamos ser más como “Los Supersónicos” (The Jetsons) de Hanna-Barbera. Tú sabes, algo así como vehículos voladores y máquinas que al presionar un botón harían aparecer tu cena ya cocinada y servida con velas encendidas y todo. No se rían de mí, yo sé que ustedes entienden lo que estoy tratando de decir porque de niños pensábamos qué maravilloso y divertido sería vivir en un lugar así. Bueno, todavía no estamos allí, pero nos estamos acercando cuando pensamos que tenemos carros que se pueden estacionar en paralelo ellos mismos, o que puedes encender el motor de un vehículo presionando un botón, o como aquellas personas que disfrutan tener un iPhone 4S que viene con “Siri. La asistente inteligente que sabe cómo hacer las cosas. Todo lo que necesitas hacer es pedírselo”. Pero ella solo reconoce idiomas como el francés, alemán e inglés. Y eso es inglés sin acento. Yo he visto a Siri en acción y le dice a mi amigo Daniel en vez de Gabriel. ¡Todo está en el acento! Pero apartando mi chiste malo, es asombroso tener tal tecnología en la palma de tu mano. Por supuesto que hay tantas otras tecnologías de avanzada allí afuera que nunca soñé llegaría a ver. Este es un gran año para mí porque cumplo “los cincuenta”. ¡Caramba! De nuevo, de niño uno piensa que tener 50 años es ser un viejo y es tu final, pero ¿cuán lejos de la verdad estaba eso? Estoy muy emocionada por este nuevo año y no hice ningunos Propósitos de Año Nuevo. Pienso que la mayoría de las veces tenemos buenas intenciones, pero nos ponemos mucha presión a nosotros mismos tratando de cambiar o de modificar quienes somos o en quienes nos gustaría convertirnos. Por poner un ejemplo, el propósito de ir al gimnasio todos los días. ¿No sería mejor tener un propósito más como ir al gimnasio con tanta frecuencia como sea posible de manera de no sentirte decepcionado de ti mismo por faltar uno que otro día y sentirte feliz contigo mismo por haber ido al gimnasio dos veces a la semana? Recuerdo que un año mi propósito fue utilizar hilo dental todos los días y fui capaz de cumplir esa pequeña meta sin ningún estrés, pero cuando he hecho propósitos como bajar de peso y luego en el año darme cuenta que he fallado, bueno, entonces me deprimí y estuve muy desilusionada de mí misma por no haber logrado ese tipo de meta. He aprendido de esas experiencias que los propósitos deben ser pequeños y muy realistas para que puedan ser exitosos al alcanzar el resultado esperado. ¿Qué puedes esperar de la máquina más complicada e impredecible de todas, llamada ser humano? Nos decimos a nosotros mismos que el cielo es el límite, pero si se conocen a ustedes mismos lo suficiente, saben cuáles son sus límites y todo lo que pueden alcanzar realísticamente hablando. Entonces hagan de este flamante año nuevo uno exitoso… ¡Feliz 2012 para todos!

When I write the number 2012, which is the New Year we are now in, I can’t help to think that as a child, I never thought that I would live that long to see that year, or for that matter, that I would ever see the year 2000. I thought that by then I would be so old, boy, was I wrong! I know that I am still amazed of the technological advances that I have lived to see, but still feeling short changed thinking that we should be more like Hanna-Barbera’s “The Jetsons.” You know, something like flying cars and machines that by pressing a button would just appear your dinner all cooked and served with candles all lit up. Don’t laugh at me, I know you understand what I am trying to say because as kids we thought how wonderful and fun would be to live in such a place. Well, we are not there yet, but getting closer when you think that we have cars that can parallel park by themselves; or you can start a car by pushing button; or like those people who enjoy having an iPhone 4S that has “Siri. The intelligent assistant that get things done. All you have to do is ask.” But she only recognizes languages like French, German and English. And that is English without an accent. I have seen Siri at work and calls my friend Daniel instead of Gabriel. It is all in the accent! But aside my bad joke, it is amazing to have such technology in the palm of your hands. Of course, there are so many other advanced technologies out there that I never dreamt I would live to see. This is a huge year for me since I will turn the big 50. Wow, again as a child you think that being 50 is ancient and is the end for you, but how far from the truth was that? I am excited for this new year and I didn’t make any New Years Resolution. I think most of the time we have good intentions, but we put so much stress on ourselves trying to change or modify who we are or what we would like to become. Say for example, a resolution of going to the gym every day. Wouldn’t be better to have a resolution more like going to the gym as much as you can so you would not feel disappointed on yourself for missing a day here or there and be happy at yourself for making the gym twice a week. I remember one year my resolution was to floss everyday and I was able to achieve that tiny goal without any stress at all, but when I made resolutions like losing weight and later on in the year realized that i had failed at it, well I was then depressed and so disappointed at me for not achieving that type of goal. I’ve learned from those experiences that resolutions should be small and very realistic resolutions in order to be successful with achieving the end result. What can you expect from the most complicated and unpredictable of all machinery we call human beings? We tell ourselves that the sky is the limit, but if you know yourself well enough, you know what your limits are and all what you can realistically achieve. So make this brand new year a successful one...Happy 2012 to all!

VAWA January 11, 2012 Dear Members of Congress, Since its passage in 1994, the Violence Against Women Act (“VAWA”) has shined a bright light on domestic violence, bringing the issue out of the shadows and into the forefront of our efforts to protect women and families. VAWA transformed the response to domestic violence at the local, state and federal level. Its successes have been dramatic, with the annual incidence of domestic violence falling by more than 50 percent1. Even though the advancements made since in 1994 have been significant, a tremendous amount of work remains and we believe it is critical that the Congress reauthorize VAWA. Every day in this country, abusive husbands or partners kill three women, and for every victim killed, there are nine more who narrowly escape that fate2. We see this realized in our home states every day. Earlier this year in Delaware, three children – ages 12, 2 ½ and 1 ½ − watched their mother be beaten to death by her ex-boyfriend on a sidewalk. In Maine last summer, an abusive husband subject to a protective order murdered his wife and two young children before taking his own life. Reauthorizing VAWA will send a clear message that this country does not tolerate violence against women and show Congress’ commitment to reducing domestic violence, protecting women from sexual assault and securing justice for victims. VAWA reauthorization will continue critical support for victim services and target three key areas where data shows we must focus our efforts in order to have the greatest impact: • Domestic violence, dating violence, and sexual assault are most prevalent among young women aged 16-24, with studies showing that youth attitudes are still largely tolerant of violence, and that women abused in adolescence are more likely to be abused again as adults. VAWA reauthorization will help us break that cycle by consolidating and strengthening programs aimed at both prevention and intervention, with a particular emphasis on more effectively engaging men and local community-based resources in the process. • A woman who has been sexually assaulted can be subjected to further distress when the healthcare, law enforcement, and legal response to her attack is not coordinated and productive. Whether it is a first responder without adequate training, a rape kit that goes unprocessed for lack of funding, or a phone call between a crisis counselor and a prosecutor that never takes place, sexual assault victims deserve better. We must develop and implement best practices, training, and communication tools across disciplines in order to effectively prosecute and punish perpetrators, as well as help victims heal and rebuild their lives. • There is a growing consensus among practitioners and researchers that domestic violence homicides are predictable and, therefore, often preventable. We can save the lives of untold numbers of potential homicide victims with better training for advocates, law enforcement, and others who interact with victims to recognize the warning signs and react meaningfully. The fight to protect women from violence is one that never ends. It is not a year-to-year issue, which is why we think it is critical that Congress reauthorize the Violence Against Women Act. We know a great deal more about domestic violence, dating violence, sexual assault and stalking than we did 17 years ago.

Reauthorizing VAWA will allow us to build on those lessons and continue to make progress and save lives. VAWA was last reauthorized in 2006 and time is of the essence for reauthorization of this important law. We urge Congress to take on this critical mission and reauthorize VAWA. Thank you. The Next Step in Fighting Disease in the Developing World One of the world’s largest foreign aid organizations just announced it will be forced to make substantial program cuts next year. For hundreds of thousands of people, the consequences could be lethal. The Global Fund to Fight AIDS, TB, and Malaria announced in late November that it had failed to raise the minimum $13 billion needed to support current operations. This is terrible news--fully 70 percent of antiretroviral HIV/AIDS drugs available in poor countries are provided by the Fund. Now it’s up to the rest of the international community to pick up the slack. That’s no small task given the uncertain economic climate. It’s all the more important we are focusing our energies and dollars on programs that will work, sharing resources, and maximizing the synergies across disease-specific infrastructures. Fortunately, a large-scale model of an effective program already exists--and it was started right here in the United States. The President’s Emergency Plan for AIDS Relief (PEPFAR) was created by the George W. Bush administration and extended by President Obama. PEPFAR has proven highly successful in addressing the global AIDS epidemic by expanding the use and availability of top-flight antiretroviral drugs. After the global HIV/AIDS rate of new infections exploded in the 1980s and 1990s, experts were predicting the disease would kill off entire generations of people in poorer countries. PEPFAR was a cornerstone in the international effort to check the spread of the epidemic. Program officials, making a concerted effort not to trample local medical operations, worked in conjunction with state and municipal authorities to build up medical infrastructure and address the healthcare challenges specific to local communities. PEPFAR also worked closely with the Global Fund to jointly fund targeted antiretroviral distribution campaigns in areas worst hit by this disease. In large part because of PEPFAR, the total number of people living with AIDS has essentially held steady over the past decade--rather than escalating out of control as credible estimates predicted. Today, 33 million people have the disease. Meanwhile, the rate of new HIV infections has dropped by nearly 20 percent and an estimated 7 million people with HIV infections are currently alive because they now have access to antiretroviral drugs. The positive effects of PEPFAR aren’t confined to healthcare. Unfortunately AIDS often debilitates people in their most productive years. When people get healthy, they’re more productive at their jobs and less likely to leave the workforce. Ef-

fectively combating HIV/AIDS has enabled millions of workers to support their families and fuel economic growth. By stabilizing the labor force, PEPFAR has made developing economies significantly more attractive to trade partners and foreign investors. PEPFAR has worked, there is no question about that. The international community should support programs that build on PEPFAR’s successes and emulate its model. The new Pink Ribbon Red Ribbon initiative does precisely that. It purposefully operates within the PEPFAR structure to more effectively address the rising rates of two other diseases devastating sub-Saharan Africa and Latin America-cervical and breast cancer. Over 85 percent of total cervical cancer cases occur in developing countries and yet fewer than 5 percent of women in this region will ever have a pelvic exam. Every year, meanwhile, there are some 1.4 million new breast cancer cases worldwide. More than 450,000 women die from the disease annually. Pink Ribbon Red Ribbon is a $75 million joint effort between the George W. Bush Institute, Susan G. Komen for the Cure, the United Nations, and several major pharmaceutical companies. It focuses on the same goals as PEPFAR: contribute vital medical equipment to enable local primary care doctors to improve diagnosis and treatment; expand the availability of screening and treatment services; and create grassroots education programs to inform people of the nature and causes of these diseases. This program specifically focuses on improving integration between screening and treatment of HIV with cervical and breast cancer. Cervical cancer and HIV are tightly linked--HIV weakens patients’ immune system and makes the body more susceptible to infections that can contribute to cervical cancer, which is 4 to 5 times more common in women living with HIV than in those who are HIVnegative. Cancer of the women’s reproductive organs can be highly stigmatized in many cultures. The headline goal of Pink Ribbon Red Ribbon is to reduce total cervical cancer deaths among women it treats by 25 percent. Like PEPFAR, Pink Ribbon Red Ribbon’s successes in improving women’s health outcomes will have a ripple effect throughout the communities it serves. Most excitingly, much can be done to combat preventable women’s cancers in the developing world where two-thirds of cancer deaths occur. Leveraging existing health delivery platforms--like PEPFAR--maximizes cost efficiency of these expanded programs and speaks both to the pronounced humanitarian disparities and the costliness to economic development of countries that shoulder the heaviest burden. The budget shortfall suffered by the Global Fund is a tough blow against the campaign to improve health in developing countries. But by supporting innovative programs like Pink Ribbon Red Ribbon that exploit synergies among existing programs and specifically build on the successes of proven aid campaigns, the international community can ensure that efforts to address global diseases continue undiminished. Facilitan la Residencia a los Inmigrantes La Administración de Barack Obama se dispone a cambiar la ley para facilitar el proceso de regularización de los inmigrantes ilegales. Hasta ahora, cualquier inmigrante casado con un estadounidense o con hijos nacidos en EEUU debía regresar a su país de origen para solicitar la residencia legal (green card) en una oficina consular. La tramitación no solo se prolongaba meses o años, sino que las leyes de inmigración prohibían a estas personas regresar a EE.UU. durante un plazo que podía oscilar entre los tres y los 10 años. Con la nueva ley, estos individuos sin papeles podrán tramitar la residencia sin salir de EE.UU. Esta vez, Obama no necesitará la aprobación de las dos cámaras del Congreso, aunque le resultará difícil eludir las críticas de los republicanos, encastillados en posiciones durísimas en materia de inmigración. La medida beneficiará a decenas de miles de familias mixtas. Barack Obama’s Administration gets ready to change the law to facilitate the legalization process of illegal immigrants Up to now, any immigrant married to an American citizen or with children born in the US, had to go back to his/ her country of origin to request legal residency (green card) in a consular office. The proceedings not only took months or years, but the immigration laws also banned these people from returning to the US for a period of time between three and 10 years. With the new law, these paperless individuals can file for residency without leaving the country. This time, Obama will not need the approval of both chambers of Congress, although it would be hard to avoid the criticism from the Republicans, determined to maintain their harsh stance in immigration issues. This measure will benefit tens of thousands of mixed families. Until now, they could only obtain exemption from immigration laws when their absence implied “severe difficulties” for their families in USA. Under current procedures, thousands of persons who qualify for legal status must leave the U.S. to obtain their permanent resident status, but as soon as they leave, they are immediately barred from re-entering for 3 or 10 years if they have been unlawfully present in the U.S. for more than 180 days. Many are eligible for a family unity waiver, but under current rules (not law), the waiver can only be applied for from overseas. Because that process can often take many months and even years, it is believed that many otherwise eligible applicants do not apply for legal permanent resident status, remaining unauthorized in the U.S. rather than risk lengthy separation from their families. Angela M. Kelley, Vice President for Immigration Policy and Advocacy at the Center for American Progress, said the following regarding the Administration’s announcement: “American citizens deserve the efficiency and effectiveness of their government and the DHS has taken a smart step decreasing the amount of time American citizens are separated from their spouses and children. This announcement marks another step on the efforts the DHS is making to restore the rationality of an immigration broken system and improves the situation for the American families and its contributors. The Government is acting to the letter of the law and is not opening alternative ways to the undocumented to obtain legal status. The changes foreseen in the rules will not alter whatsoever the legal definition of extreme difficulty of these requests. And it doesn’t go as far as it could (or as we would hope) being that the new process does not include spouses or children of legal permanent residents. We applaud this Administration’s continuous effort to make the system more human. The United States and the citizens of the families that have feared getting lost in the labyrinth of foreign consulates can be confident, now that the allocations will be approved in the United States. But the sad truth is that until Congress takes responsibility in the improvement of the legal structure in which the immigration system is based, millions of American families will continue to suffer.” Ali Noorani, Executive Director of the National Immigration Forum, said “All Americans believe families are fundamental to our nation’s wellbeing and should be together. The Obama Administration demonstrated that it understands the value of family unity by proposing a fix to an excessively harsh, bureaucratic barrier that separates U.S. citizens from their loved ones. Many U.S. families currently face the heart-wrenching decision of choosing between long-term separation from their spouses or children or staying together in the United States but remaining in the shadows. The rulemaking process announced will provide limited but practical relief for U.S. families who are unfairly forced to travel abroad for visa processing—including dangerous places like “Murder Capital” Ciudad Juarez—and unnecessarily risk up to ten years of family separation to finalize their visa adjudication. This is a tremendous victory for U.S. families who suffer at the hands of a harsh immigration bureaucracy. Cómo Prevenir el Fraude Telefónico José Ortiz, Jefe de investigaciones de la Oficina de Ayuda al Consumidor del Fiscal General de Delaware, explicó que solo el año pasado hubo 300 querellas de casos de fraude por teléfono en el estado. > Gabriel Pilonieta-Blanco Consultado sobre el caso de la familia Martínez, explicó que va a ser muy difícil seguirle la pista ahora a ese dinero, dijo José Ortiz, Jefe de investigaciones de la Oficina del Fiscal General de Delaware (Chief Investigator Office of the Attorney General Consumer Protection Unit), ya que los pagos están domiciliados en Lima, Perú, pero en todo caso en este o cualquier otro intento de fraude es necesario seguir un procedimiento, el cual se inicia presentando la denuncia ante la policía o en una oficina de la fiscalía. Ortiz cuenta con una experiencia de 20 años en la policía y 4 como investigador de fraudes y explica que aunque estas llamadas pueden ser iniciadas por tecnología desde los Estados Unidos, por lo general vienen de otro país, y cuando esto sucede hay que reportar el caso a la agencia federal ya que lo jurisdicción es local. De hecho de las 300 querellas del año pasado no se tuvo éxito en ninguna, asegura Ortiz. Lo más importante, asegura el investigador, es que NO manden ningún dinero y reporten el intento de fraude de inmediato. ”Si usted va a enviar dinero asegúrese que tiene nombre y dirección del destinatario, es más, no envíe dinero si no es un familiar o un conocido suyo”, dice Ortiz, “ya que muchas veces las personas mayores reciben llamadas ‘urgentes’ donde les dicen que un sobrino, hijo o nieto está en la cárcel y necesita dinero para salir; esto es típico de una estafa”, dice Ortiz. La presión es tanta que la persona se confunde y no tiene tiempo de razonar como es debido y hace lo que no debe. El teléfono de ayuda al consumidor para reportar cualquier queja o fraude es el 302- 577 8600, y si habla español Aidé lo atenderá en su idioma. El primer paso es llenar un formulario que está disponible en español con la denuncia y autorizar a la oficina del fiscal para iniciar una investigación. La oficina cuenta con 5 investigadores que son quienes inician el proceso, y de no poder adelantar, pasa a manos de Ortiz, quien tiene a su cargo a 4 detectives certificados por el estado. Ellos se encargan de establecer contactos con otros agencias federales o estatales de acuerdo a como sea necesario. Siempre se puede recurrir a su Centro Comunitario más cercano ya que ellos tienen personas que conocen bien los procedimientos y pueden ayudar. Ortiz enfatiza, “si lo llaman, cuelgue el teléfono; usted sabe muy bien a quién le debe, así que no atienda ese tipo de llamadas, porque por lo general las empresas serias no usan ese tipo de técnicas. Cualquier cobranza lleva un proceso que toma tiempo desde el punto de vista legal”. Otro consejo que Ortiz da es que si le llaman por cobro de una deuda, ubique y llame a la compañía directamente, no al teléfono que le dejaron para llamar. Las personas se confunden mucho con las amenazas y por eso son víctimas fáciles de estos fraudes. Sobre el tema migratorio Ortiz explicó que para nada se pide esa información al denunciante, “la víctima nunca va a estar en peligro de acciones en su contra, ni en ningún peligro de ser deportados, la victima merece protección, eso lo garantiza la ley”. Pressure is such that the person gets confused and has no time to reason appropriately and does what he/she must not do. The first step is to complete a form available in Spanish with the claim and to authorize the attorney general’s office to initiate an investigation. This office has 5 investigators who start the process, and if they cannot advance in the case, it is given to Ortiz, who is in charge of 4 state certified detectives. They establish contact with other federal or state agencies as needed. You can always go to your closest Community Center because they have personnel that know these procedures very well and can help you. Ortiz stresses, “If you’re called, hang up; you know very well who do you owe money to, so don’t answer these types of calls, because generally speaking serious companies don’t use these techniques. Any collection involves a process that takes time legally speaking.” Another advice Ortiz gives is that if you receive a collection call, locate and call the company directly, not the phone number you were given. People get confused with the threats and that’s why they are easy prey of these frauds. Regarding the immigration issue, Ortiz explained that immigration information is not required to file the claim, “the victim will never be in danger of any actions against him/her, or in danger of being deported, the victim deserves protection, and that’s guaranteed by law.”

Después de 12 años con James Baker al frente de la alcaldía de Wilmington, este año podría ser la campaña más importante, ya que el Alcalde actual no puede buscar la re-elección. La ciudad ha sido catalogada como la tercera en crímenes violentos a nivel nacional por el FBI, un déficit de 5 millones que augura recortes en el presupuesto, pérdidas de empleo y aumento de impuestos. El Concejal Kelley, electo para el Consejo de la ciudad de Wilmington en 1992, es el Presidente a cargo del Consejo de la Ciudad, y ha representado al Distrito 6por 20 años. Creó el Grupo de Trabajo del Distrito 6 y los Grupos de Crimen del Área Oeste, quienes han trabajado diligentemente para eliminar numerosos problemas y para producir cambios positivos a los vecindarios de la ciudad. On Monday, January 9th, Kevin Kelly announced his intention to run for mayor of the city of Wilmington. After 12 years with James Baker running Wilmington’s mayor office, this year’s campaign could be the most important one, because the present mayor cannot seek re-election. The city has been listed as the third one in violent crimes at a national level by the FBI, a deficit of $5 million that foretells budget reductions, jobs losses and increases in taxes. First elected to Wilmington City Council in 1992, Councilman Kelley is the President Pro Tem of City Council, and has represented the 6th District for 20 years. He created the 6th District Working Group and West Side Crime groups which have worked diligently to eliminate numerous problems and to bring about positive changes to city neighborhoods. He has been employed by the State of Delaware for over 30 years and currently is the Budget Manager for the Department of Health and Social Services. Focusing in his slogan that neighborhoods are our foundation and our future, the now Councilman for the 6th District asked for the citizens’ support to be the next mayor of the most important city of the state. A wise man once said that “A journey of a thousand miles begins with one step.” The journey which will begin here today is no exception. I am here today to announce my candidacy f or Mayor of the city of Wilmington. I am running for Mayor because as a city we can be better and we deserve to be better. Este año el Centro Comunitario La Esperanza celebró el séptimo evento del tradicional día de los Tres Reyes Magos. El evento fue celebrado el viernes 6 de enero, en la Iglesia Presbiteriana de Georgetown. Más de 300 personas residentes de diversos lugares del estado estuvieron presentes en la actividad. Durante el evento se relató la historia y el verdadero significado de los Tres Reyes. En adición, se hizo entrega de un merecido y humilde galardón al Sr. Luis Rodríguez, propietario de El Mercado y Joe’s Market. El Sr. Luis Rodríguez acompañado de su familia, fue reconocido en agradecimiento por su continua contribución y colaboración a la comunidad hispana y a nuestra agencia. Luego del reconocimiento, cientos de regalos fueron entregados a niños de diferentes culturas y edades. Por medio de este evento, se pudo observar la expresión y muestra de gratitud de los padres al ver los rostros felices de sus hijos mientras éstos recibían sus regalos por parte de los Tres Reyes. Mediante este evento, el Centro Comunitario La Esperanza se asegura un año más de que la tradición hispana y el auténtico significado del día de los Reyes continúe y permanezca en los corazones de los miembros de la comunidad. Arrestos en Puerto Rico y EEUU por fraude de documentos Medio centenar de personas fueron acusadas de un complot para vender los datos de identidad de cientos de puertorriqueños a inmigrantes que residen sin permiso en Estados Unidos, informaron autoridades el miércoles. Sería el mayor caso de fraude detectado en la historia por el servicio federal de Inmigración y Control de Aduanas (ICE, por sus siglas en inglés). Cientos de actas de nacimiento, claves de Seguridad Social y licencias de automovilistas se vendieron hasta por 2.500 dólares, como parte de las operaciones de un mercado negro con sede en Puerto Rico, que operaba al menos desde abril del 2009, dijo el director del ICE, John Morton. “La gran mayoría correspondía a documentos legítimos obtenidos por medios fraudulentos o falsos, dijo Morton. La presunta organización delictiva estaba formada por proveedores y negociadores, quienes hacían llamadas telefónicas en las que solicitaban en código “faldas” para mujeres y “pantalones” para hombres, con “tallas” específicas, en referencia a las edades e identificaciones buscadas, según el ICE. Los documentos eran enviados mediante correo “expreso” o certificado desde Puerto Rico hasta los cómplices que operaban al menos en 15 estados, incluidos Ohio, Texas, Florida y Carolina del Norte, dijeron los funcionarios. El subsecretario de Justicia, Lanny Breuer dijo que los proveedores ofrecían cambiar los documentos si los clientes no estaban satisfechos. Añadió que desconocía cuánto dinero ganó la organización. Explicó que la investigación está en curso. Alrededor del 80% de los documentos involucrados fue vendido por puertorriqueños cuyos nombres aparecían en las identificaciones, dijeron las autoridades. P.R. Document Fraud Case Arrests in Puerto Rico, U.S. In Document Fraud Case

Fifty people have been accused of conspiring to sell the identities of hundreds of Puerto Ricans to undocumented immigrants on the U.S. mainland in the largest single fraud case ever for U.S. Immigration and Customs Enforcement, authorities said Wednesday. Hundreds of birth certificates, Social Security numbers and driver’s licenses were sold for up to $2,500 a set as part of a black market ring based in Puerto Rico that operated from since at least April 2009, according to ICE Director John Morton. “The vast majority were legitimate documents obtained by fraudulent or false means,” he said. The alleged ring consisted of suppliers, runners and brokers, who made coded phone calls asking for “skirts” for female customers and “pants” for male customers in specific “sizes”, which referred to ages and identities sought, according to ICE. The documents would be sent through priority or express mail from Puerto Rico to brokers that operated in at least 15 states including Ohio, Texas, Florida and North Carolina, officials said. Assistant Attorney General Lanny Breuer said suppliers even allegedly offered to exchange documents if customers were not satisfied; adding that he did not know how much money was made overall. He said the investigation is still ongoing. About 80 percent of the documents involved were sold by Puerto Ricans whose names were on them, officials said. Those documents often were then used to apply for a driver’s license or a U.S. passport or to commit financial fraud. Puerto Ricans are often an attractive target because they are U.S. citizens with Hispanic surnames. Morton said another 20 arrest warrants were issued on Wednesday in separate but similar cases, with 61 of 70 suspects either arrested or whose surrender was arranged. The investigation began with a tip from police in Illinois, which led to a nearly two-year undercover operation called “Island Express.” “We have gone after everyone involved in the chain: the leaders, the suppliers, the brokers, the runners,” Morton said. In 2010, The Associated Press reported that thousands of Puerto Ricans had become victims of identity fraud in part because the government, schools and other institutions did not secure copies of their birth certificates, which are routinely requested by sports leagues, churches and other groups. In July 2010, Puerto Rico began annulling all old birth certificates and began issuing new ones with security features to cut down on theft and fraud cases. Morton and Breuer declined to comment on whether the measure has worked. It is unclear how many new birth certificates have been issued. State Secretary Kenneth McClintock did not respond to requests for comment. The 50 suspects were indicted by a federal grand jury on Dec. 29 on one charge each of conspiracy to commit identification fraud. If convicted, they face up to 15 years in prison.

Pupusas Revueltas Ingredientes: 1 libra de pechuga de pollo molida 1 cucharada de aceite vegetal ½ cebolla pequeña, picada finamente 1 diente de ajo, picado muy finamente 1 pimiento verde mediano, sin semillas y picado muy finamente 1 tomate pequeño, picado finamente ½ cucharadita de sal 5 tazas de harina de maíz instantánea (masa harina) 6 tazas de agua ½ libra de queso Mozzarella bajo en grasa, rallado Preparación: 1. En un sartén en el que la comida no se pega (antiadherente), sofría el pollo en el aceite a fuego lento hasta que el pollo se vuelva de color blanco. Revuelva el pollo constantemente para que se cocine parejo. 2. Agregue la cebolla, pimiento verde, tomate y sal y mezcle bien. Mantenga sobre el fuego hasta que el pollo esté cocido (temperatura interna de 74°C). Retire el sartén de la estufa. Ponga la mezcla en un tazón y métalo en el refrigerador para que se enfríe. 3. Mientras el pollo se enfría, coloque la harina de maíz en un recipiente grande. Poco a poco agregue suficiente agua hasta obtener una masa firme pero no pegajosa, como para hacer tortillas. 4. Cuando ya está frío el pollo, añada el queso rallado y mezcle bien. 5. Divida la masa en 24 porciones. Con sus manos, forme bolitas con la masa. Con el dedo gordo haga un hoyito en cada bolita. 6. Ponga una cucharada de la mezcla de pollo en el hoyito al centro de cada bolita. Junte bien la masa sobre el hoyito para cerrar la bolita. Con las palmas de las manos, aplaste suavemente la bolita de masa hasta que quede en forma de una tortita redonda. 7. En un comal (o en un sartén de hierro) grueso, bien caliente, cocine las pupusas, por ambos lados, hasta que se doren. 8. Sírvalas calientes con encurtido salvadoreño.

Pupusas Revueltas Ingredients 1 pound ground chicken breast 1 tablespoon vegetable oil ½ small onion, finely diced 1 clove garlic, minced 1 medium green pepper, seeded and minced 1 small tomato, finely chopped ½ teaspoon salt 5 cups instant corn flour (masa harina) 6 cups water ½ pound low-fat mozzarella cheese, grated Preparation 1.In a nonstick skillet over low heat, sauté chicken in oil until chicken turns white. Constantly stir the chicken to make sure it is evenly cooked. 2. Add onion, garlic, green pepper, tomato, and salt, and mix well. Cook until chicken mixture is cooked through (internal temperature, 165 °F). Remove the skillet from the stove. Put the mixture in a bowl and cool in the refrigerator. 3. While the chicken mixture is cooling, place the corn flour in a large mixing bowl and gradually stir in enough water to make a stiff tortilla-like dough. 4. When the chicken mixture has cooled, mix in the cheese. 5. Divide the dough into 24 portions. With your hands, roll the dough into balls. Press a hole in each ball with your thumb. 6. Put about a tablespoon of the chicken mixture into the hole in each ball. Fold the dough over to completely enclose it. Press the ball out with your palms to form a disk. 7. In a very hot iron skillet, cook the pupusas on each side until golden brown. 8. Serve hot with Encurtido Salvadoreño.

January is National Radon Action Month January is National Radon Action Month and a perfect time to test your home for radon. The Delaware’s Division of Public encourages Delawareans to test their homes for radon. The test is generally the easiest and most effective in cooler weather months when houses tend to be closed up for warmth. Radon is an invisible, odorless, tasteless and radioactive gas that occurs naturally in rocks and soils throughout the world and seeps into homes through foundation cracks, and can reach harmful levels if trapped indoors. This gas may be found in older homes and buildings and in newer ones as well. In fact, since newer homes are more airtight than older ones they often allow higher concentrations of radon to accumulate. According to both the U.S. Environmental Protection Agency and the American Lung Association radon is the number one cause of lung cancer among non-smokers and an important national public health issue. Radon is responsible for about 21,000 lung cancer deaths every year. Nearly 2,900 of these deaths occur among people who have never smoked. In Delaware, nearly 12 percent of homes show elevated radon levels. Levels above 4 pCi/L (picocuries per liter) are considered to be elevated. Homes with basements and those located in areas where the bedrock is close to the surface are more likely to have elevated radon. Therefore, elevated radon is more likely in the northern portion of the state and least likely in the southern coastal areas. However, any home can have elevated radon and testing is the only way to know for sure. EPA recommends homes be fixed if the radon level is 4 pCi/L (picocuries per liter) or more. Because there is no known safe level of exposure to radon, EPA also recommends fixing homes for radon levels between 2 pCi/L and 4 pCi/L. The average radon concentration in the indoor air of America’s homes is about 1.3 pCi/L. It is this level that EPA based its estimate of 20,000 radon-related lung cancers a year upon. Test kits are available at most hardware stores. In addition to wireless access, downloadable eBooks are now available as a beta test through the Delaware Library Catalog portal at www.lib.de.us. Thirteen hundred eBook titles are available, ready for library patrons to download to computers and eBook readers like Kindle, Nook, Sony Reader, and Kobo eReader. “Delaware libraries are successfully supporting the creation of a culture of innovation,” said Governor Markell. “As we explore new ways to read books and gain knowledge, we have the opportunity to provide all Delawareans with the ability to become innovators themselves by giving them access to more information and in many different ways.” These advances were made possible through the development in the last two years of a statewide library technology infrastructure that has, among other things, resulted in the development of the Delaware Library Catalog which makes it possible for library users to borrow traditional books, books on CDs, and DVDs from any library in the state and have an item delivered directly to their local public library. “Making eBooks available for loan demonstrates our commitment to supporting library collections in all formats as they evolve,” said Secretary of State Jeffrey Bullock. Sales of eBook readers have been tripling each year since the introduction of Amazon’s Kindle in 2006 and could reach 25 million units this year. “As eBook readers grow in popularity, their users will recognize the value of borrowing books online for just the price of a library card —free,” said State Librarian Annie Norman. “When we share our resources through libraries, we all have access to more.” The eBook download program is now in its Beta, or testing, phase, and more titles will be available during 2012. “Library personnel are exploring the use of this new technology just as the users of eBook readers are. Most eBook readers require that you first download Adobe Digital Editions software. Kindle users need an Amazon account to complete the download process and there are also apps available for mobile devices. Links to the software and apps may be found on the website. Users search the catalog to find the book they want and see if it is available in the format they are using (“Kindle” for Kindle users and “EPUB” for others). The title is then placed in a cart, much like an online purchase, and is checked out after the user enters his/her library card number. After checkout, the book is downloaded to a computer for transfer to an eBook reader via a USB connection. Some devices allow for wireless download. The standard loan period is 14 days, but users can change the loan period to 7 or 21 days. A book may be returned early, or it can be checked out again if no other user has requested it. At the end of the loan period, the book’s title will remain on the user’s eBook reader, but access will be denied. We assist in navigating the complex health care, insurance, and service systems and help families to become advocates for their children. Delaware art museum presents Howard Pyle: American master rediscovered. Howard Pyle (1853 – 1911) was one of America’s most popular illustrators and storytellers during a period of explosive growth in the publishing industry. A celebrity in his lifetime, Pyle’s widely circulated images of pirates, knights, and historical figures were featured in publications such as Harper’s Monthly and were admired by artists and authors like Vincent Van Gogh and Mark Twain. Yet, despite his widespread popularity, Pyle’s reputation has survived only among illustration scholars and enthusiasts. Until now his work has been virtually omitted from the larger story of art. In celebration of the centenary of Pyle’s death, the Delaware Art Museum is thrilled to present Howard Pyle: American Master Rediscovered, a major retrospective exhibition featuring 79 paintings and drawings created by Pyle between 1876 and 1910, on view November 12, 2011 – March 4, 2012. This exhibition presents a fresh perspective on Pyle’s familiar images, exploring his interaction with the art and culture of his time and effectively repositioning him within the broader spectrum of 19th-century art. This retrospective exhibition also marks the 100th anniversary of the Delaware Art Museum, which was founded in 1912 to preserve and exhibit Pyle’s work following his untimely death in November 1911. The Museum’s Centennial Celebration begins in November 2011 with the opening of Howard Pyle: American Master Rediscovered and ends in June 2013 with the exhibition Contemporary Illustrators Honor Howard Pyle.
