Lithuanian forest resource inventory system (FIS) I.
National forest inventory (NFI) by sampling method Regular (every 5 years) tree level inventory of forest land, using permanent and temporary plots. II. Forest stand inventory (SFI) and mapping Regular (every 10-15 years) forest stand level inventory of each forest stand by ocular or sampling (point, plot) methods. Future: control of all changes in the stand using forest management information. IIA. Tree level inventory of entire mature stands (MSI) per enterprise by sampling method III. Forest stand inventory before cuttings (IBC, final and intermediate) Tree level inventory of stands, appointed for cuttings, by sampling (point, plot) methods or enumeration of all trees.

1976 – continuous forest inventory by sampling of large forest tract (~5,000 ha, 188 permanent plots, variable plot size 50 – 800 m2).
1996 – pilot forest inventory by sampling of forest district (~3,000 ha, permanent and temporary plots, fixed plot size 400 m2).
1998 – continuous sampling NFI of entire Lithuanian forests (>2 mill ha, permanent and temporary plots, concentric plots 25, 100, 500 m2).

Interrelations in Forest inventory system (FIS) of Lithuania 1. Most of the models used in FIS are based on and tested using NFI data. 2. Tree level inventories, based on sampling methods, usually use the same standards as use stand level inventories.
3. NFI data serves for general forest management planning, evaluation of forestry efficiency at different ownership levels as well as for SFI quality estimation.

Future prospects The implementation of main principles of continuity in stand level inventory: • establishment of geodetic network georeferenced forest line objects; • control of all changes in stands between inventories, using information from forest management; • further development of data, received by different inventories, integration methods • pilot studies of remote sensing technologies integration in stand level inventory. The further development of NFI as main source for GHG inventory database: • development of national land use inventory on NFI permanent plot network; • development of forest and yield models, modelling consequences of GHG emission/absorption changes on forest growth. 19 Country report: Lithuanian NFI.
