Region of Waterloo

Welcome to the Region of Waterloo’s Water Supply Study for Fountain Street and Maple Grove Area Class EA Public Information Centre #1 This is an opportunity for you to provide comments and input.

October 7, 2009

Problem Statement The Provincial Places to Grow Act and the Region of Waterloo Growth Management Strategy, will require additional water capacity in the Region’s Integrated Urban Water Supply System (1). The Region has identified a potential high yield aquifer in the general area of Maple Grove Road and Fountain Street. This project will study in detail the potential for optimizing water supply sources in this area. Note: 1. The Waterloo Regional Integrated Water System (IUS) is a unified system that provides water to the Cities of Cambridge, Kitchener and Waterloo , and Towns of Elmira and St. Jacobs using as water sources the Grand River and groundwater wells located throughout the Region.

Limits of Study Area Area Features • Mostly farmland with recent industrial/commercial developments • Wetlands • Surface Water Courses •Grand River •Speed River •Freeport Creek Site Location Study area is bound by Middle Block Road to the North, the Grand River to the West, Hwy 8 & Hwy 401 to the South and Beaverdale Road to the East.

Background •

The Study area currently includes a production well, P16, located on Fountain Street.

As part of the IUS Study, a test well, FSTW1-06 was installed 1km west of P16, behind the Region’s Maple Grove Operations Centre. The test well produced promising yield.

A Schedule ‘C’ Class EA undertaking will determine the best location for a new production well in the area and determine the maximum sustained pumping rate.

• Municipalities are required to follow the planning process as outlined in the Municipal Engineers Association’s (MEA) Municipal Class Environmental Assessment (EA) Document (as amended in 2007). • The process gives the public an opportunity to provide input to ensure that municipal projects consider not only economic and technical factors, but also social and environmental factors. The end result is a publicly supported and environmentally responsible project.

Existing Municipal Well – P16 • •

• •

P16, a 508mm dia. production well was constructed in 1986 Water quality noted elevated levels of iron and manganese, typical for wells in this area A 7-day pumping test was conducted at P16 in 2007 P16’s yield is 17 L/s

Existing FSTW1-06 Site • FSTW1-06, a 150mm dia. test well was constructed in 2006 • A 72 hour pumping test was conducted at FSTW1-06 in 2007 • Test pumping produced a yield much higher than anticipated. • Water quality testing revealed elevated iron and manganese concentrations, which are typical for wells in this area

30-Day Pumping Test and Monitoring Program Proposed Work Plan: New Well Installation • Install a new 305mm dia. test well, FSTPW1-09 in close proximity to existing test well FSTW1-06 • Construct two new monitoring wells in the area Pump Test & Monitoring Program • Communication to the public through direct mail-outs to potentially affected residents and through the Region of Waterloo website • Conduct door-to-door survey to collect well water level information and establish monitoring points

30-Day Pumping Test and Monitoring Program Proposed Work Plan cont’d •

Conduct water level monitoring at least two weeks prior to the commencement of the 30-day pumping test

Undertake a 30-day pumping test to determine if longterm water taking is sustainable at P16, and at the FSTPW1-09 site

Conduct water level and water quality monitoring in the study area within wetland areas, creeks, monitoring wells and private wells during the pump test.

Use the testing and monitoring program to study the potential effects that municipal water taking may have on private wells and environmentally significant features in the area. Region of Waterloo – Water Supply Study for Fountain Street and Maple Grove Area Class Environmental Assessment

30-Day Pumping Test and Monitoring Program Potential Resident Concerns • Water from the pumping test should be directed to storm sewer to eliminate potential for the recharge into the local aquifer. • Water will be directed to storm sewer with sufficient capacity and then discharge to the Grand River via overland flow. • Residents and business owners will be assured of uninterrupted water supply during the test. • A licensed well technician will be available 24/7 to investigate potential impacts from pumping throughout the test and to supplement water supplies for any impacted wells (if required). • Quiet generators will be used at the FSTPW1-09 well location. • Residents in the area are encouraged to enable the monitoring team to have their private wells monitored during the pumping test so that any water level changes caused by pumping can be documented.
