WINTER MAINTENANCE SUPERVISOR CERTIFICATE WORKSHOP Thursday 9/25 & Friday 9/26 APWA Colorado Chapter is excited to continue offering the Winter Maintenance Supervisor CertiÀcate Workshop that was launched by the National APWA and this conference in 2011. The certiÀcate program is a one-and-a-half day workshop comprised of multiple sessions and designed for supervisors with winter maintenance responsibilities, operators that aspire to be supervisors, and operators wanting a greater understanding of the intricacies of winter maintenance. The workshop consists of multiple sessions, all with a focus on sustainability and lessening the impact of winter maintenance practices on the environment. Attendees will be tested to assess the participants’ retention of the materials and provide their agencies some peace of mind that they have a grasp on solid winter maintenance practices.

Pre-registration is required for the CertiÀcate Workshop. Handbooks will be provided and certiÀcates will be awarded to successful participants at the Awards Banquet Luncheon on Friday. Participants must attend all sessions and obtain an 80% or better on each section of the test to be awarded a certiÀcate. The following topics will be covered and tested: POLICY & PLANNING Session will focus on the development of a written winter maintenance plan. Topics include: what should be included in a plan, who needs to be involved, and where it needs to be distributed. ICE CONTROL Session will focus on winter maintenance practices when dealing with ice. Topics include: pre-treating and pre-wetting processes, the use of anti-icers and deicers, and how to decide what to use and when.

MATERIALS There are a wide variety of materials used for snow and ice control. FLEET & EQUIPMENT Session will be reviewing the different types of equipment available for winter maintenance. SNOW CONTROL Session will focus on winter maintenance practices for handling snow. Topics include: plowing procedures, removal and disposal, and safety considerations. WEATHER Session will discuss how winter maintenance professionals can beneÀt from weather information. To maintain safe and mobile highways during the winter season, maintenance agencies apply substantial amounts of magnesium chloride (MgCl2) or sodium chloride (NaCl) for snow and ice control. The corrosive effect of chloride on embedded steel reinforcement is well-known. Prior to this study, however, it was unclear whether deicers based on chloride salts signiÀcantly deteriorate concrete. This talk starts with a brief overview of current knowledge on this controversial subject, followed by the select engineering properties of concrete cores taken from 14 bridge decks in Oregon and Utah. These include chloride penetration, splitting tensile strength, water absorptivity and more. Factors that potentially lead to the premature deterioration of concrete will also be covered.

Urban road design brings together many different disciplines to promote multi-modal use of urban corridors. Drainage design, lane conÀguration, landscaping, medians and more affect the aesthetics, safety and use of a street. Fixed Anti-icing Spray Technology (FAST) systems, introduced in the 1990s, were relatively simple in design, but operational enough to prove they could prevent accidents if used properly. Numerous FAST systems in use across the country have proven to be an extremely effective way to reduce crash rates and corrosion to structures while increasing levels of service by providing pro-active responses to icing events. MOUNTAIN SNOW REMOVAL

The Idaho Transportation Department Winter Performance Measures (WPM) utilizes RWIS sites to evaluate the effectiveness of their applications. They have two performance measures they evaluate: ice reduction and ice prevention. The RWIS sites support non-invasive sensors that allow them to measure the grip coefÀcient (traction) and identify improvements in grip after applications. This information is tracked for effectiveness of treatment. Operators and supervisors can then review this data to adjust their practices and product selection to be more efÀcient. Learn how RWIS sites have helped Idaho Transportation Department become extremely effective at improving safety and mobility without increasing operational budgets.

WAY UP NORTH - THE ALASKAN WAY Presented By: Mike Coffey, Alaska Department of Transportation

Alaska’s transportation system lies within one of the most extreme and challenging environments on the planet. This presentation will highlight two key components of winter operations – ADOTPF’s Statewide Avalanche Program and their Smart snowplow and snowblowers. The Department utilizes a state-of-the-art High Accuracy Differential Global Positioning System on several of its snowplows and snowblowers in the Thompson Pass area. This system provides a head-up-display in the equipment that provides a virtual view of the highway. This allows the Thompson Pass personnel to clear snow in total whiteout conditions with zero visibility.

Maintaining a world-class ski resort community when the key factor is mobility through snow is not an easy feat. Whether your community depends on snow or just needs to manage it, there is something to be gained from the experience of a program that revolves around the effective management of snow. Come learn from Breckenridge’s program experiences in this session that’s guaranteed to be informative and entertaining.

A comprehensive Snow & Ice Plan is greatly beneÀcial to any agency (local, state, special district, institution, rural, suburban, urban - small to large). This presentation will guide attendees through the process of developing a new plan or revising an existing one with the hands-on experience of a maintenance superintendent.

UNDERSTANDING THE SCIENCE OF DEICING AND ANTI-ICING Presented By: Josh Trujillo, EnviroTech Services, Inc.

What do you know about deicing and anti-icing products? Do you know how to leverage them to make your operation a lean and mean machine? Deicing technology has come a long way, and understanding the science behind the technology can make you and your program more effective and efÀcient. In this session, we learn about the science behind some of these new products and how we can take a common sense approach to using them in the Àeld. This is an open dialog presentation that encourages audience participation! Come with questions to ask the experts and let your curiosity take you for a cruise!

NATIONAL SNOW ROADEO The National Snow Roadeo is a very popular competition that tests the skills and knowledge of equipment operators from around the country. The competition now offers Àve events: z z z z z

Each event includes a written test on the rules of the road, a diagnostic vehicle inspection, and a timed obstacle course. Prizes and trophies for all events will be awarded at the Roadeo Awards Luncheon held Friday afternoon. The National Snow Roadeo will continue to include Wednesday-only one-day registrations.
