Provisional assessment: ◦ The level of satisfaction of the CLOSEYE partners with the developments carried out by the contractors is high:  Some solutions show high performance and readiness  Some solutions seem promising but still immature

◦ Validation of surveillance technologies in real operational scenarios has proved to be the only way to guarantee a realistic assessment on the operational relevance of such technologies; ◦ The outcomes of the project shall provide valuable data for other EU authorities, policy makers and industry on:  Which technologies are ready for their operational stage;  What research lines should be tackled in the future in order to improve the maturity of technologies which are potentially good for improving EU’s maritime border surveillance capabilities.

CLOESYE Phase 3 

Provisional assessment (2): 

The tasks required to conduct realistic pre-operational validation activities resemble very much to those associated to the acquisition of a fully operational system;  The introduction of new technologies in daily operations is extremely complex and demands strong efforts from operators;  The efforts incurred by Users and Contractors for the integration of the new technologies has been much higher than expected;  Security constraints are critical for the integration of preoperational systems and technologies, and represents one of the major obstacles for the conduction of pre-operational validation activities;



Both Users and Industry have seen as very positive the close cooperation that took place during the POV contract, and it shall reverberate on a higher visibility of the demand and of the offer in the EU security market. CLOSEYE POV May 2016

Conclusions 



The CLOSEYE experience has been seen as positive by all participants (users, partners, industry). Strong points: ◦ Harmonization of vision, criteria, procedures and terminology for a common challenge;

◦ Harmonization of common methods and tools; ◦ Improved cooperation mechanisms among users from different Member States, and also between the supply side and the demand side: Building a more solid market. “A strong effort has been made in consolidating a common understanding of the problem, which makes potential solutions valid also for other Users and applications (Common Application of Surveillance Tools)” CLOSEYE POV May 2016

Conclusions 

Margin for improvement: ◦ At programme level:  Improve the research strategy in maritime surveillance;  Improve the tools available for the users to participate in the innovation cycle. ◦ At Cooperation level:  A stronger support from EC bodies and Agencies is required at different stages of the project (needs assessment, tendering process, operations, assessment…)  More awareness on the project model and its particularities is required among Public Authorities, End Users, Industry and Commission;

CLOSEYE Project LOT1 SOL 2 - Integration at CNISM Level

Rationale for the Lot1 - Solution 2 • High level of innovation either in terms of technologies (passive radar) and new concepts for aerial patrolling (price/performance) • Technologies have been selected to cope with the specific Central Med surveillance requirements addressing surveillance cost reduction, green compatibility, mobility and projection for installation on coastal areas • No limit to apply such solution in other European context. DVBT signal is everywhere as well as small airport
