ABOUT LEATHER CLUSTER PRATAP NAGAR & JODHPUR CITY INTRODUCTION If one goes by the broad sense, a cluster is a loose, geographically bounded collection of similar and/or related firms. These firms that together create competitive advantages for other member firms and the local economy. Policy makers, researchers, authors and experts from diverse areas have evinced interest in small and medium enterprises (SMEs). Rosenfield defined clusters as “geographically bounded concentration of similar, related or complementary businesses, with active channels for business transactions, communications and dialogue that share specialized infrastructure, labour markets and services, and that are faced with common opportunities and threats”. The United Nations Industrial Development Organization (UNIDO) defines cluster as: “A sectoral and geographical concentration of enterprises faced with common opportunities and threats which: a) gives rise to external economies (e.g., specialized suppliers of raw materials, components and machinery; sector specific skills, etc;) b) favours the emergence of specialized infrastructures and services; and c) enables cooperation among public and private local institutions to promote local production, innovation and collective learning” One of the predominant elements of clusters is the presence of micro enterprises. SMEs engaged in manufacturing related products get together and give rise to various kinds of economic and non-economic linkages.

CLUSTER AT A GLANCE This is the biggest hidden potential cluster of leather juti still unexplored. This area had a good number of traditional juti artisans but the products are not matching to the need of contemporary market so the traditional craftsmanship is at the verge of extinction. Jodhpur juti are world fames for softness and light weight Rajasthan has a large live stock population (around 477 lakh) which makes it 160-180 lakhs hides and skins. The state has about 20,000 unorganized units engaged in the tanning, most of the tanning undertaken with in the state is through the traditional vegetable tanning process wet blue or chrome tanning facilities are available at Manpura Macheri (Jaipur). A large number of artisans are scattered in the entire Jodhpur district has been involved in juti making and leather embroidery work from vegetable tanned leather prepared in the village. The artisans involved in the process of juti making belongs to the poor sections of scheduled caste and quiet of the below poverty line. This is the only sector in which we can provide employment to large number of youths at their doorsteps within minimum capital investment. Literacy level is fifty percent among the artisans. The younger generation is more educated.

OBJECTIVE OF A CLUSTER The cluster development programme is a comprehensive strategy aimed at holistic development of the cluster through planned interventions to achieve the main objective of raising the income level and thereby living standards of the artisans through various interventions. The main objectives are as follows :

Development of Artisan clusters in an inclusive and holistic manner in a sustainable and self reliant manner facilitate collectivization of the Artisan and service providers Inculcate common infrastructure usage & services in a viable format Create an environment of empowered and participative decision among cluster actor /weavers Encourage convergence of schematic assistance and support services from various schemes and programs of government.

VISION STATEMENT FOR THE CLUSTER

“Jodhpur Leather cluster will establish brand image and offer high unique value added products. The turn over of cluster will increase by 20% through strong market base in domestic and international market by 2010”.

AREA PROFILE Geography Jodhpur, one of the largest district of Rajasthan state is centrally situated in Western region of the State, having geographical area of 22850 sq. Kms. It has population of 28.81 lacs as per 2001 census. The district stretches between 2600’ and 27037’ at north Latitude and between 72 55’ and 73 52’ at East Longitude. This district is situated at the height between 250-300 meters above sea level. Jodhpur is bound by Nagaur in East, Jaisalmer in west, Bikaner in North and Barmer as well as Pali in the South. The length of the district from North to South and from East to West is 197 Km.& 208 Km. respectively.

Jodhpur Weather Jodhpur Climate is of an extreme type, with the variations in temperature range being very high. Weather in Jodhpur, Rajasthan is dry and hot, a typical desert weather. The average annual rainfall is approximately 32 cm. In summer, the maximum temperature is around 42 deg and the minimum temperature is around 37 deg C. In winters, the maximum temperature is around 27.5 deg C and the minimum temperature is around 15.5 deg C. Jodhpur is bright and sunny throughout the year. The best season to visit the city is between October and March, when the climatic conditions in Jodhpur, India are the best. Historical Background Leatherwork is a traditional activity in the urban and rural areas of Jodhpur and leather artisans are available in every village. In some of the village only one or two families are involved in the work whereas in others clusters of artisan are found. However, with the passage of time many of the leather artisans have shifted to other activities as a result of social changes and their perceived position in the social hierarchy. The art of making traditional 7

“Jutties” is slowly fading out as a result of large number of the community being reluctant to undertake the work. However, the leather workers who have stopped the activity are seen to be finding it difficult to get alternative remunerative employment. There is lot of scope in Jodhpur to diversification, providing new designs, market research and such other interventions, which will facilitate the artisans as well as in neighboring states for good quality “Jutties” and “Mozris” which serve as a fashion accessory for youth. Present status of the cluster Jodhpur has always been very famous for leather “Juttis” or “Mozris” and the nomenclature of “Mozri” with beautiful embroidery work as “Jodhpur Jutties” tells it all. The leather-based units are mostly individual households units from “Meghwal” caste employing both male and female members doing stitching and embroidery work respectively. They are engaged in making traditional shoes called jutties made of tough leather and are of ordinary design are sold in the villages or in near by markets. The level of skill required to make the jutties is quite ordinary. In Jodhpur large numbers of Leather clusters exist, but no systematic approach has been adopted for the development of various Leather cluster particularly with reference to technology up-gradation or broadening the marketing base of the product. Entire system of Jodhpur Leather Cluster are gripped under intermediaries activities that is the reason why actual profit are not going to genuine party Traders also give loan to the artisans on higher rate of interest and exploit them. There is not any direct linkage between artisans and retailers & wholesalers. Present set –up is being defined in figure no.

JODHPUR JUTI AN OVER VIEW

This is one of the biggest leather juti artisans cluster, they are the custodian of traditional knowledge, traditional technology and heritage of India about which we all talk with pride. Jodhpur is at distance of 340 Km, from jaipur and is well connected by rail, road and air. Pratap Nagar Jodhpur are the main cluster of leather juti. The products are not matching to the need of contemporary market. So the traditional craftsmanship is at the verge of extinction. Jodhpur of Climate is very hot in summer and cold in winter. Monsoon season is of very short duration.

CONCEPTUAL BACKGROUND Rajasthan is the base for a wide range of handicrafts in the country. The handicraft support over five millon rural families in the state, which is about nine percent of the rural polulation. The demand today is more tradition neutral and international oriented rather then for traditionally unique handicrafts. This shift has make the rural artisan more depended on intermediaries /exporters in terms of design and product orientation in view of this changed scenario, production basis are increasingly shifting from the rural informal to the urban formal sector where the benefits are dramatically moving away from the artisans to the new factory establishment. The or risk and in the absence of access to either resources or markets is satisfied with predetermined wage contracts which are often abysmally low/some times exploitative. The work order are also seasonal. All this has result in the artisan often having to abandon skilled work for unskilled labour makets. Artisans are more being displaced for want of organized. Production, stagnation in product design their general in ability to keep pace with the dynamic changes in technology, market preferences and tends. In order to cater the same, we also have to go for product diversification and design development viewing to the high and niche demands for utilitarian and decorative artifacts. Juti is done by female artisans in every house hold of these cluster and still it is very popular and fascinating all over the country. 10

MAJOR ACTIVITY Leather embroidery by women and juti marking is the only major activity in Jodhpur. Juti is their parental work some of the ladies are also engaged in doing embroidery work on bed sheet and dress material. The hand 11

embroidery work is very fine embroidery and every women and girl in every house is engaged with the juti. In Pratap Nagar Jodhpur some educated younger generation has left job and got some government service as a teacher, cluster some have, opened their shops in city towns. Some families known as Jatiya are engaged in processing of leather called vegetable tanning. So this is a purely leather Juti cluster.

Jodhpur city TURNING POINT All the artisan in cluster is making traditional Juti for local maket with one design of that the with no different of left and right foot, percent of production consumed in local market and balance 20 percent in urban area. Due to continuous drought rural buyers mainly farmers are loosing buying capacity under the circumstances if these artisans are trained on latest design foot wear these artisans will definitely fetch higher prices for their product. They should be trained on new design and patterns, which is available in the market. If market support is provided initially they will capture the urban market in year or two. If right direction is provided they may penetrate in international market. 12

INFRASTRUCTURE FACILITY AVAILABLE There are institutional infrastructure available at Jodhpur for vocational training. There are degree colleges in private & Government sector at Jodhpur. Polo technique and ITI Institute also present there many branches of banks are present there, but there is no specific leather institution is established. Banks are active and there taking participation in small enterprises. RAW MATERIAL SUPPLY CHAIN In Balarwa Pipad Mathania about 250 Jaitya & Ragger families. But only 150 families are engaged in traditional washing of leather called vegetable tanning. Other left the job. Artisans goes to jatiya houses and select their raw material and make the payments some times cash and credit as per their understanding where as the artisans of Pratap Nagar procure raw material from Jatiya houses of Balarwa Pipad Mathania .

CONTRIBUTION OF THE CLUSTER IN THE ECONOMY Leather Juti making and leather embroidery is the only major activities of these clusters about 1500 percent of mochi families are directly involved in the leather activities. This is the only industry in this cluster production of juti is about 2000 pairs per day and average cost of one pair juti is about Rs. 100. So the total income of the cluster is Rs. 200000 per day. Assuming 25 working day there is ration of Rs. 50 lakhs (approx) per month. Leather activities has the major contribution in the economy of Pratap Nagar and Jodhpur city Cluster, the cluster will be effected if the production will be reduced. 14

ASSOCIATIONS IN THE CLUSTER The leather artisans are not united under the umbrella of an association and lobbying is absent. The artisans do not coordinate their efforts nor repose any faith or confidence in their fellow artisans. The mochi and Ragger samaj remains only social platform.

MAJOR PROBLEMS OF THE CLUSTER 1. Lack of working capital and financial resources Financial constraints have induced dependence due to scarcity of financial resources on the part of artisans. 2. The leather artisans

are not united under the umbrella of an

association and lobbying is absent. The artisans do not coordinate their efforts nor repose any faith or confidence in their fellow artisans. 3. Most of the artisans are not well educated so they lack of short sightedness. 4. Lack of product innovations, new design inputs. 5. Most of the artisans are just in a position to write their names in Hindi and do not have any formal education. 6. Poor marketing skills. 7. Lack of quality assurance system. 8. Lack of clear understanding the market prospects in domestic and export market. 9. Lack of R & D for upgrading production process.

STRATEGY FOR THE DEVELOPMENT OF THE CLUSTER Initiating a program to bring all the leather artisans under a common umbrella is the need hour. All the units are on an equal footing and problems are similar. Initially small focus groups can be identified with their common problems. Once the confidence building measure is successful, the different groups can be brought under the common umbrella.

RECOMMENDATIONS 1. Training programe on new design, patterns and marketing etc. for the young and enthusiastic artsans amy be organized. Market linkages are the most important for development the industry. 2. Exposure to direct marketing is must. The government agencies that are already involved in the process of providing support should be involved in arranging visits to the various handicraft fairs. This should help provide support to all the artisan as they have not being exposed to such fairs. 3. Assuming good prospects, there is a need to setup artisan assistance center (AAC) to revive the old art and build up its market value and common brand image. 4. Encourage the setting up of SHG’s comprising of 15-20 artisans in each group. These SHG’s may involve themselves in marketing and raw material procurement and take the benefit of economy of scale. Later on these SHG’s may be formed into marketing cooperative comprising of some enlightened and dynamic leaders who are willing to take the lead cooperate with other members. 5. A design bank may be developed. Popular, traditional, and modern design that is appreciated by the consumer may be available for the use of artisans. New designs may also be developed by national Institute of design, National Institute of Fashion Technology etc. 6. The association of artisans and other players in the cluster may be formed. This association should involve itself with motivating us members and act as guidance bureau of the artisans. In order to achieve all this, it is important that a formal structure that will have a development outlook while adopting a commercial approach should be setup. The existing community leader and persons 19

in whom the cluster member have confidence must be set up. A society my be set up and may employ professional who will make available the necessary guidance and inputs for the development of the cluster. A liaison of organization such as SIDBI, NABARD, RIICO, RUDA COMMISSIONER (industries) and SC & ST corporation may be formed which will undertake to support the cluster set up on a contractual basis for a period of three years. EXPORT POTENTIAL OF INDUSTRY If the traditional practices are blended with new design and look, the export market is an attractive proposition recently Shri R.S. Shekhawat exhibited vegable tanned leather products (Juties/Hats) at Dubai international trade which was well receipt. The office of the development commissioner for handicrafts implements plan schemes covering various areas like training, design development technology up gradation, market promotion, exhibiton and publicity, export etc. the people has a craze of hand made products where as the leather juties are purely hand make products so this has a potential for exports. INFORMATION NETWORK As we know the information technology has played a vital role in every facet of our life. At same time the importance of IT can not be denied in craft sector also and it has a role to play in this sector. Internet which is a back bone of information technology can be used to connect artisans, their products and heritage to distant users globally. Artisans can get product and art. The Pratap Nagar is connected with telephone line and with internet facility but the artisans are not well educated that is why are not able to take advantage of this network. 20

PROPOSED STRATEGY FOR THE CLUSTER 1. Trust building activities To eliminate conflict among stake holders, it will include visit to firms, lectures, workshops, social gathering etc. 2. capacity building The cluster stake holders must be enabled to implement activities with a minimum of external support or without it, includes formation

of

network,

associations

or

institutions assisting, training of network development agents, exposure visits etc. 3. Regular activities. Participations in trade fairs, quality and skills upgrading, training consultancy, sourcing international expertise etc. 4. strategic initiatives These are long run activities such as brand building, creation of laboratories, establishment of product testing design and R&D center, technology development policy changes etc. 5. Monitoring and review. To conduct cluster level workshops, assessment by knowledgeable experts and evolution programmes.

KEY ELEMENTS OF THE STRATEGY In the aforesaid background and analysis of the situations, and taking into accounts the strengths, weaknesses and threats in an endeavor is made in the following pages to suggest an action plan and implement the same for the artisans through the process of training.

In preparing the action plan the following key elements have been taken in to accounts. 1. to setup artisans assistance center (AAC) will work as guidance bureau to the extent possible. AAC will have to organize contact meetings. 2. The AAC shall also have to work as the agency for carrying out individual counseling of artisans and preparing batches for training and forming self helf groups. (SHG.) 3. the AAC shall have to make its own arrangement for providing (1) entrepreneurial training (2) design development / products development training with the help of NID/NIFT. 4. The AAC for the fulfillment of its objectives shall have to invite from time to time experts from NLDP,KVIC,NIDNIFT, NSIC, and other organization which are helpful in development the cluster. 5. The AAC will also provide escort services to artisans for techno economics feasibility reports, District industries center and financial institution and banks. 6. The AAC shall equip itself with various schemes of state of state government and government of Indian of India, all financial institution like RFC, SC & ST Corporation of state, SIDBI, NABARD, NSIC so that it is able to provide as far as possible “one window advisory service” to the artisans. 7. The AAC for all purpose will work under the guidance and control of director cluster with its headquarter at Jaipur.

,management inputs production planning, finance, accounting matter, decisions making, problems solving etc. The program would be of five and half hours duration each with half our break in between. The timing would be adjusted to suit the convenience of the participants if necessary other wise the intention is to have program from 10 am to 3 pm on all working days. INFRASTRUCTURE One permanent training cum production center is proposed to be established at Jodhpur for common work shed, improved tools kits & skiving, splitting & buffing machine lost plashing m/s strop catting m/c. The training cum production (TCP) center will be of permanent nature and the TCP will be having latest technology tools & equipment’s as per the need of artisans. The of TCP will be Rs. 13.8 lacs. 25
