ACCOUNTABILITIES Key area of responsibility Support the provision of Learning and Development Programmes and Initiatives Ensure that all courses, programmes and eLearning solutions achieve the intended learning outcomes, through effective design and delivery

Expected outcomes •

Supports the implementation of organisational learning and development strategies and frameworks, as endorsed by Human Resources and TDHB Senior Management.



Designs, facilitates and delivers delegated L&D programmes as appropriate/within personal professional scope.



Actively promote L&D organisation-wide through numerous avenues of communication.

Grow TDHB’s Learning Capability Drive and Support the implementation of innovative and cost-effective learning opportunities within TDHB

Maintains robust processes for evaluating learning outcomes and facilitates continuous quality improvement based on evaluation outcomes.



Ensures L&D data, information and analysis is available to management and staff.



Chairs and leads the TDHB Workplace Wellness programme and the associated processes and workplan.



Coordinates the Career and Salary Progression process and training on this process for employees under the PSA MECA.



Coordinates and implements the Taranaki DHB Long Services Recognition Programme on a quarterly basis.



System administrator for the Taleo Onboarding system.



Assists the Learning and Development Advisor with any other programmes and functions of the Learning and Development team (e.g. Centralised training processes, policy development, coaching and mentoring framework, talent management processes, leadership development programmes, non-regulated NZQA qualifications, etc.)



Works in partnership with TDHB subject matter experts and eLearning facilitators to develop and deliver effective and engaging solutions.



Ensures that course facilitators have the tools and resources to become self-sufficient in the development and delivery of eLearning solutions.



Maintains an effective course review process to ensure that existing eLearning courses continue to provide effective and accurate materials and achieve the intended outcomes.



Ensures that there is an effective process in place for capturing learning data and course completion records within TDHB systems (e.g. Stargarden, trendcare, etc).



Maintains networks with eLearning leads across the Midlands DHBs and HSL to assist with the on-going development of best-practice eLearning solutions both locally and regionally.



Utilise eLearning technology (e.g. Moodle, Storyline) and instructional design principles to deliver effective and engaging solutions.



Coach eLearning facilitators on their role as facilitators and how to effectively utilise the functionalities within Moodle.



Provides systems administration and user support for the Taranaki site of Ko Awatea LEARN.



Support the HR Team with the implementation and delivery of HR Projects.

Health Equity

The TDHB strives to eliminate health inequalities and achieve health equity for the Taranaki population. In practical terms this means all staff are required to implement relevant health equity policies, procedures, approaches and guidelines issued from time to time including: • the Pae Ora Framework which requires: o Demonstrating the principles of Partnership, Participation and Protection under the Treaty of Waitangi; o improving understanding of the determinants of ethnic inequalities in health, in particular the “Drivers of ethnic inequalities in health” and the “Pathways to Inequalities” both of which are referenced in the TDHB Pae Ora Framework, Appendix 1; o Ensuring Health Equity assessment is embedded into your practise where services, policies or programmes are expected to improve outcomes for Māori; o Effectively implementing health equity approaches outlined for Health Professionals in “Equity of Health Care for Maori: A Framework” published by the Ministry of Health to support He Korowai Oranga Refresh 2014, national Maori Health Strategy; o Ensuring appropriate health literacy responses are used for effective engagement with Māori; • You must ensure accurate ethnicity data is collected or held for patients and clients you interact with by following the TDHB Ethnicity Data Collection Policy and procedures; You must attend the Cultural Competency training provided by and for staff of the TDHB including Treaty of Waitangi workshop, General/Clinical Refreshers, Engaging Effectively with Maori and any other training identified as essential for staff.

Must have relevant qualifications in either HR, Training and Development, Education or Organisational Psychology.

SKILLS AND EXPERIENCE •

Previous experience in a learning and development or HR projects role.



Proven planning and organisational skills, translating strategy into operational actions and managing stakeholders.



Ability to build strong relationships and work collaboratively with others, to exercise influence and to use diplomacy to achieve results.



Able to competently operate Moodle, Articulate Storyline and Mahara ePortfolio system.



Group facilitation and presentation skills



Designing and implementing group and individual development interventions



Able to design and analyse learning needs surveys



Evaluation of learning and identification of return on investment of training costs
