 Creado por el decreto del 11 de mayo de 1990, el Sistema Nacional de Protección Civil tiene como objetivo básico proteger a las personas y a la sociedad ante la eventualidad de un desastre provocado por agentes naturales o humanos, a través de acciones que eliminen la pérdida de vidas humanas, la destrucción de bienes materiales y el daño a la naturaleza, así como la interrupción de las funciones esenciales de la sociedad.  Created by decree on May 11, 1990, the National Civil Protection System (SINAPROC) has the basic objective of protecting the people and the society from any disaster either natural or man made through actions that eliminate the loss of human lives, the destruction of material goods, damage towards nature and the interruption of essential functions of society.

 Regula la emisión y cierre de las Declaratorias de Emergencia, así como la administración, control y ejercicio del Fondo Revolvente que tiene a su cargo la Secretaría de Gobernación para adquirir suministros de auxilio para responder a situaciones urgentes y protejer la vida y la salud de la población afectada ante situaciones de emergencia o de desastres naturales. Una Declaracion de Emergencia es el acto mediante el cual la Secretaría de Gobernación reconoce que uno o varios municipios, o delegaciones políticas de una Entidad Federativa, se encuentran ante la inminente presencia de una situación anormal generada por un fenómeno perturbador de origen natural, que puede causar un daño a la sociedad y propiciar un riesgo excesivo para la seguridad e integridad de la población.  It regulates the emission and closure of the Emergency Declarations, in addition to the administration, control and the exercise of endowment funds, which are managed by the Secretary of the Interior with the purpose of acquiring emergency supplies. The objective of these declarations is to respond in an immediate manner to the needs of those whose lives have been affected due to emergency situations or natural disasters. An Emergency Declaration is the means by which the Government acknowledges that one or more municipalities or political delegations are faced with the imminent presence of an abnormal situation generated by a natural phenomenon or an event caused by men, which can cause some damage to society and bring about an excessive risk to the safety and integrity of the public.

 This law of public order and social interest has the objective of regulating the actions pertaining to civil protection that will take place in the state of Tamaulipas. All the population that resides within the state of Tamaulipas is required to observe this law.

 Centro Nacional de Prevención de Desastres (CENAPRED) National Disaster Prevention Center  La responsabilidad principal del Centro Nacional de Prevención de Desastres (CENAPRED) consiste en apoyar al Sistema Nacional de Protección Civil (SINAPROC) en los requerimientos técnicos que su operación demanda.

 CENAPRED realiza actividades de investigación, capacitación, instrumentación y difusión acerca de fenómenos naturales y antropogénicos que pueden originar situaciones de desastre, así como acciones para reducir y mitigar los efectos negativos de tales fenómenos, para coadyuvar a una mejor preparación de la población para enfrentarlos.  The main responsibility of the National Disaster Prevention Center consists of supporting the National Civil Protection System with the technical requirements that their operation demands.  The National Disaster Prevention Center performs research activities, training, instrumentation, and implementation of plans that focus on natural and manmade phenomena, which can create disastrous situations. They also take actions to reduce and mitigate the negative effects from such phenomena and contribute to a build a better ability among the population to confront such situations.

dangers that natural, technological, and environmental disasters pose for modern society. It also declares the commitment of public authorities to reduce the dangers that affect the social and economic livelihood and infrastructure of the population and natural resources. Citizen participation is also encouraged in every level of the implementation process in order to create communities capable of withstanding disasters through more supportive actions, and finally it also promotes the reduction of economic and social losses caused by various disasters.
