Land Use Planning • A scientific, aesthetic and orderly disposition of land

resources, facilities and services with a view to securing the physical, economic and social efficiency, health and well-being of communities. • An integrated land use planning which inter-alia

includes agriculture, industry, commerce, forests, mining, housing infrastructure and urban area settlements etc. to settle claims/counter-claims of these sectors.

Constitutional Provision • As per Constitution, Entry No. 18, List II – STATE LIST, Schedule

7, “Land and its management” is the State subject. • Article 243G - “Powers, authority and responsibilities of

Panchayat” pertains to planning in rural areas and it entrust the responsibility of preparation of plans for economic development and social justice to the Panchayats. • Article 243ZD(1) – Committee for district Planning – It

provides that “There shall be constituted in every State at the district level a District Planning Committee to consolidate the plans prepared by the Panchayats and the Municipalities in the district and to prepare a draft development plan for the district as a whole”.

Recommendations of Committees regarding Land Use Planning • National Commission on Agriculture (1976) emphasized on

scientific land use planning for achieving food security, self reliance and enhanced livelihood security. • National Policy for Farmers (2007) has recommended revival of

existing land use boards and their linkage to district-level landuse Committees, so that they can provide quality and proactive advice to farmers on land use. • Committee on “State Agrarian Relations and the Unfinished

Task in Land Reforms” (2009) has also emphasized the need of land use planning in the country.

Framework of the Policy • A broad policy framework/guidelines to be formulated

at the National level incorporating concerns of various stakeholders. • States should formulate their own policies based on the

above framework/guidelines and incorporating their State specific concerns. • States to frame land use policies by consulting all

stakeholders and ensuring appropriate legal backing.

• The detailed policies should be framed at the

district level. • Land use plans to be prepared with definite

time periods at the State/District level. Plans to be reviewed at the end of specified time period and revised plans to be put into place.

Indicative Guidelines • Institutional setups for land use planning including State land

use boards to be strengthened.

• Mapping of all the natural resources on a GIS platform

(digitized cadastral maps).

• Concerned Departments to ensure changes in the aforesaid

database regularly.

• Enable wider usage of Geo-spatial applications through

simultaneous software support system.

• Minimize diversion of good agricultural land for non-

agricultural purposes.

Indicative Guidelines…..contd. • Based on soil fertility, water resources and climate

changes, land use and cropping pattern should be specified for each agro-climatic zone. • Special ameliorative

measures to be prescribed for drought prone/desert areas.

• Demarcation

of zones for various developmental purposes, e.g., agriculture, industry, commerce, forest, housing infrastructure, urban area settlement, mining, heritage and water bodies etc.

Indicative Guidelines….contd. • Rights of tribal and vulnerable sections on common

property resources to be protected. • Integration of land use planning with the rural

employment programs for efficient land use. • In both the underground and open cast mining,

strategy to be developed for reclamation and rehabilitation and development of post mining land use in collaboration with the local population.

Land Reforms Based on their specific land use plans, the State/UT should amend/frame new land reform instruments in the area of land tenure, land rights, land title and land lease deeds etc.

Capacity Building • Awareness, education, field visit, training and

demonstration programmes for the community for effective formulation and implementation of land use plans. • Information Communication and Technology

(ICT) aided decision support system to be made available to the community for land use management strategies and activities.

land use planning. • Horizontal coordination between concerned line

Department and subject matter specialists. • Capacity

Building of officials, elected representatives and farming communities.

• Strengthening of network of training institutions.
