Number and quality of Labour Inspector and Civil Cervant Investigators not appropiate Implementation in Decentralized Era still not optimal Inadequate of the institution capacity and organization structure in Province and District offices Limited budget for Inspection and Investigation Insufficient of facilities for inspection such as office equipment, inspection tools and vehicle. Inadequate system for reporting and information for labour inspection.
