This workshop was the first event of a new workshop series. The importance of the Chinese market as well as the challenges for German companies producing in or exporting to China were was topic of discussion during this workshop. Mr. Stefan Moebs, head of the economic section of the German Consulate General in Shanghai, pointed out recent developments in the machine construction industry and stressed the growing competition from Chinese companies, especially in the mid-end sector. Mr. Peter Legner, who worked for the Duerr Group in China for nearly twenty years, shared his experiences with the participants. In the past a major success factor for machine building companies has been offering products which suit the local conditions. As a future strategy products should be developed in China to be exported to other emerging markets. As in other industries, the recruitment and retention of qualified staff is seen as a major challenge at the moment.

Through many years of dealing with the adjustment of production processes, he has gained a deep understanding of modern "lean management", and has successfully implemented this concept in his company. The key to success lies in constantly analysing every step of the production process. Therefore the managers have to go to the shop floor level regularly to be able to detect inefficiencies and possible improvements. At the same time the staff shop floor has to be motivated to bring in their own ideas for adjusting processes as well.

“Before I came to China, an American friend said to me: If you are two weeks in China, you think you can write a book; if you are two months in China, you think you can write an article; if you are two years in China, you don’t write anymore.” Dr. Michael Schaefer, Ambassador of the Federal Republic of Germany in China, opened his speech at the German Chamber Meeting in April with this anecdote to illustrate the complexity of China. After six years, Mr. Schaefer is going to leave China, which is why he used the gathering at Le Royal Méridien as an opportunity to bid farewell to the German community in Shanghai. Subsequent to a dinner buffet, the ambassador spoke about the challenges and expectations awaiting the new Chinese Government. He stressed that Xi Jinping and Li Keqiang have come into office at a time when China is standing at a “historical crossroad”. After a period of continuous economic growth, leading to an increased standard of living for many people, China might now run the risk of becoming “the victim of its own success”, Mr. Schaefer warned. As the growth process has been “unbalanced, uncoordinated and unsustainable”, a large share of the population can still not benefit from the economic upswing. Moreover, a huge share China’s economic success has been achieved at the expense of the environment. One major challenge is China’s fast urbanisation. “The new urban residents need work, affordable living space, access to power and water, access to the healthcare system and to education”, the ambassador said, pointing out that an increasing wealth gap may cause social unrest. Another crucial challenge is the fight against corruption. Mr. Schaefer pointed out the importance of social media as a means for the population to express their discontent with undesirable developments. In his opinion sustainability has to be granted without jeopardizing economic growth. The ambassador appreciated the concept of an “ecological civilization” put forward by the Chinese government. He stated that German companies are a good example and business partner for China in the field of green tech, but underlined the importance of fair competition and an “equal playing field” for investments. “Every single one of these challenges would be an enormous task for each of our European governments,” Mr. Schaefer said, but he expressed his confidence that the Chinese government is firm in its dedication to tackling these challenges. He stressed the importance of an education system promoting creativity to solve the mentioned problems and to meet the rising demand for skilled labour. Furthermore, he highlighted the importance of a vivid civil society. He uttered the hope that the Sino-German partnership can have a model character and stressed that European countries need to cooperate with the emerging economies to cope with global challenges such as climate change. After the speech, the guests discussed issues such as rule of law and the evolvement of a civil society with the ambassador in a Q&A session.

Gentlemen's Agreement Extended Preventing Employee Poaching Among Companies in Taicang The Taciang Roundtable, also called TRT, was initially established in cooperation with the German Chamber of Commerce in the year 2006. The TRT is a professional association of German and European-invested small and medium-seized enterprises located in Taicang. The main objective of this association is the exchange of information between the member companies on both operational and strategic issues. As a high-level business platform, the TRT focuses on challenges like human resource management, local law & legislation or supply chain issues. The TRT is a full-fledged registered entity with a business license, and operates as a nonprofit institution that maintains close ties to the local authorities. It holds a joint monthly meeting with the German Chamber at alternating venues in Taicang. As of the end of March 2013 the German Chamber of Commerce in Shanghai, in cooperation with the Taicang Roundtable, extended the 2013 Gentlemen’s Agreement. This agreement directly addresses all German and Austrian companies in Taicang, but also calls for companies originating from other countries to join the agreement. Since employee poaching among companies in Taicang has become a serious issue, the previous draft was revised and presented at the monthly Taicang Roundtable meeting at NOK Freudenberg on April 1st. As of today 60 companies in Taicang have signed the agreement. Although the document is not legally binding, it encourages a certain degree of discipline among the participating parties. Due to its transparent structure, participating companies should be less likely to actively recruit professionals from other participants. As soon as a new party joins the agreement, all existing members are informed immediately. In the case that one of the members violates the agreement, all of the other members receive notification. Finally, if a party violates the agreement twice, the offending party will be consequently banned from participation in the Gentlemen’s Agreement for one year. The Gentlemen’s Agreement presents a joint effort of the German Chamber and the Taicang Roundtable to address the major issue of “the struggle for talents” in the provinces.

Behind the Scenes of Vocational Training in China by Tobias Bolle The lack of qualified labour is becoming a more and more pressing problem for companies in the booming industrial centres of China. Therefore, vocational training is a crucial issue to provide a sufficient base of skilled workers. As a partner for German enterprises in China, the German Chamber of Commerce's vocational training department supports companies in their vocational training activities as a certification and quality ensurer, and has gathered the highlights of its recent projects. First AEVO customised for China

to vocational education, and the focus on the development of vocational education has been transferred from quantity to quality in recent years. Therefore, the government has decided to identify the most advanced 100 out of 1,200 national vocational institutions. The central finance department supports the operating costs, and the local government helps to secure the general financing, aiming to effectively improve the schools’ teaching quality and train more qualified personnel.

Wuxi and Jinan – AHK Partner Institutes receive award

Jinan Vocational College was selected to be one of 100 backbone institutions, which means that from 2012 to 2015, the college will receive financial and service support from the central and local governments. During this three-year span, the college is supposed to achieve the development requirements of the Chinese Ministry of Education in the following four areas: cooperation between the college and companies, specialty development, development of the teaching staff and social service capacity building. The support is supposed to push the college to train more excellent students with better cultural and professional qualifications and to provide a stronger intellectual support to the economic and social development of Jinan City and Shandong Province. Additionally, the Sino-German Technical Training Center will receive special attention. In this way, the centre is to become a model for advanced German dual vocational training in Shandong Province.

The second part of the trainer aptitude programme “AdA nach AEVO” (Ausbildereignung nach Ausbildereignungsverordnung) took place from 20th to 24th March in Shanghai. AdA nach AEVO is the first professional development programme which has been created in China and officially recognized by German authorities, and is customised to Chinese market needs. Training staff from vocational training schools as well as staff from German companies have participated successfully in the programme. After passing the second part and the AEVO test successfully, the participants were rewarded with the AHK certificate. With the expertise gained from the course, the participants working in an enterprise can become occupational trainers in their companies.

of the three-party council and its normal operation, the training center is supposed to strengthen the creation and optimisation of the internal training base. The German dual vocational education system shall attract more German companies to join in the project. By focusing on the three professions industrial mechanic, tool maker and mechatronics, the training centre shall expand its number of enrolled apprentices to 300.

Regular Meeting of Educational Committee China The Educational Committee Shanghai (Berufsbildungsausschuss) and its members met on 20th March at the premises of the German Chamber of Commerce to discuss future strategies for vocational training in China such as the implementation of a new mechatronics exam. Ms. Wiethoff (Federal Ministry of Education and Research) and Mr. Stefan Langer (DIHKBildungs-GmbH) joined the meeting as guests from Germany. Ms. Prof. Yang, Director of the Shanghai Technical Institute joined the meeting as guest from China. The Educational Committee Shanghai was established in January 2011 under the guidance of the German Chamber of Commerce Shanghai to support and create vocational training strategies for the sustainable set-up of standardised vocational training in China. The committee consists of Chinese and German company representatives who have long-time experience in vocational training in China. In 2013, new committees will be founded in Beijing, with a focus on the automobile industry, and Chongqing . Board meeting — Jinan Vocational Training Project On 22nd March, the Vocational Training Board met at the premises of ANDREAS STIHL Power Tools (Qingdao) Co., Ltd. The Vocational Training Board gets together every six weeks to discuss current tasks related to vocational training and support for local colleges in Jinan/Shangdong Province. Currently, the Jinan vocational training project educates around 110 apprentices in the field of Industrial mechanics. The occupational training takes three years. In summer 2013, the semi exam of the German Chamber of Commerce will be conducted for the first time in this project. German small and medium-sized enterprises such as Festo, SKF, Stihl, ZF, Voss, Continental and Hydrometer participate in the programme and give the apprentices the possibility to implement the dual vocational training system in their company. College representatives from Jinan Vocational College and the seven companies which participate in the dual vocational training in Jinan also met with representatives of the German Chamber of Commerce at the board meeting. 20th June: Workshop Business & Society: The Role of Media in promoting Sustainability and Social Responsibility in China On Thursday June 20th the German Chamber will organise a workshop to showcase an example of social entrepreneurship and creativity in Chinese society. The speaker will be Ms. Sun Haiyan, the founder and editor in chief of the first magazine in China that focuses entirely on sustainability and environmental protection: Eco-nomy Magazine – The Tao of Sustainable Business. The Chinese-English periodical reports on environmentally friendly innovations and solutions for a more sustainable development. 25 th June: Workshop Marketing & Sales: Food Safety: Challenges of Sourcing and Marketing Safe Food in China In China the topic of food safety is very high on the agenda, as shocking news on unsafe food emerges on a regular basis. To address this, the German Chamber has organized a series of events on this topic. The first workshop will address the question how to supply and market safe food in China. Mr. Uwe Hoelzer, Managing Director of Metro China, will explain the strategy of his company to reach this goal. In 2007 the company founded its own consulting company, Star Farm, which educates its suppliers in farming techniques that are in line with Metro's food quality standards. In his presentation Mr. Hoelzer will provide insight into how Star Farm works and what its benefits are. Furthermore he will point out how a successful marketing strategy for safe food in China can be developed.

New Hotel Manager at Grand Hyatt Guangzhou Mr. Patrick Pahlke, who has now more than ten years of work experience in Greater China, has been appointed as hotel manager at Grand Hyatt Guangzhou, where he has been looking after the hotel operations, starting on 1st March 2013. Mr. Pahlke, a graduate of Ecole Hoteliere de Lausanne started his career with Hyatt at Grand Hyatt Hong Kong in October 2002 as a sales executive. Prior to this he held numerous positions in food and beverage, culinary, rooms and public relations with Forte Hotels, Le Meridien, Mandarin Oriental and the Daniel Boulud Restaurant group in Cologne, Germany, Hong Kong and New York City. He was promoted to sales manager in 2004 and associate director of sales in 2005. After five years of working at Grand Hyatt Hong Kong, Mr. Pahlke transferred

Shunde Kautex New Plant Opening On 12th March, Kautex Maschinenbau opened its new plant in China. For the manufacturer of blow molding machinery based in Bonn, Germany, this is an important step that will give room for further growth. The previous production facility was already bursting at the seams. The new plant, also in Shunde, meets the current requirements in terms of production capacity and quality standards. It was constructed only a few minutes' drive away from the old site. Bright, pleasant and functional, it offers plenty of space for production, development, service and sales operations as well as visiting customers. “In many respects, our old site no longer met our requirements. Also, its outward appearance did not project the quality of our products,” says Mr. Andreas Krause, Vice President of Shunde Kautex Plastics Technology.

battenfeld-cincinnati Receives Major Order from China battenfeld-cincinnati (Bad Oeynhausen/ Vienna) recently received a major order for a total of 24 extruders from Wuhu Conch Profiles and Science Ltd, a new chemical and building materials enterprise founded by Anhui Conch Group. The powerful extruders, with diameters between 63 and 93mm and outputs ranging from 70 to 380kg/h, have already been in operation since the middle of this year. This most recent major order confirms battenfeld-cincinnati’s decision to be present in China with a production facility of its own, which was built up step by step in the past. The production facility was the decisive motive

The first Lufthansa Boeing 747-8 flight from Frankfurt to Hong Kong landed at Hong Kong International Airport on 13 th April. Hong Kong is now the first East Asian and the fifth destination worldwide to welcome the new Queen of the Skies, the new 21 st century version of Boeing’s 747 Jumbo Jet. The Boeing 747-8 is a completely new aircraft that builds upon the positive features of the legendary Boeing 747 series. The aircraft’s wings have improved aerodynamics and newly developed wingtips. The aircraft also provides improvements in terms of eco-efficiency. In addition, noise emissions have been reduced by 30%. The Boeing 747-8 is the world’s longest aircraft: 76.3m long, 5.6m longer than its predecessor, the Boeing 747-400. The new Lufthansa Jumbo can seat 386 passengers: eight in first class, 80 in business class and 298 in economy class. What is your personal and business background? My major in university was biomedical engineering. After graduation I started working at TÜV SÜD Germany as project engineer for medical devices. Two years later, I moved to China and took on various positions at TÜV SÜD China, and since 2012 I have worked as managing director of south China, where I am now responsible for the whole business operation. How long has your company been active in China? Have there been any major shifts in strategy in that time and why? TÜV SÜD started business in Greater China in 1991. In the beginning we offered services mainly to companies exporting goods. In your experience, what are the problems German investors in China encounter most frequently? Before any investment a sensible and detailed plan is necessary. Experience in the Chinese market, knowledge about government regulations and technical competence are some important factors. Why does TÜV Rheinland need a new test mark? Firstly, TÜV Rheinland offers services for all business sectors: energy, consumer goods, automobiles, trade, construction, food, IT, logistics, tourism, education, etc. According to our own calculations, there were approximately 100 test marks in use in Germany alone before the launch of a new test mark, not to mention all our other test marks used around the world. Secondly, there is the problem with counterfeits. Though our certification department performs regular mark surveillance checks and has established a reporting channel to the authorities, misuse and illegal use of our test marks remain on the rise, which is detrimental to our brand image and brand value. In order to standardise the awarding of test marks and protect the TÜV Rheinland brand, we have now adopted the new test mark in combination with the revised keywords to make sure that our services communicate the same high value all over the world, and the end-users understand this as well. Furthermore, by enhancing the recognisability of our test mark, we strengthen our mark against counterfeiting. What does the new test mark look like? I’ll start with the following three aspects: “App” shape – a modern appearance The new test mark combines a modern, appealing design with high functionality. It bears similarity to the “app” design, and can be perfectly integrated in both printing and digital media. Our new test mark is the only square test mark in the TIC market; the square shape allows us to utilize available space to the maximum. Keywords – clear and legible In Germany, the TÜV Rheinland brand represents

‘safety’- this is something we are proud of. At the same time, our services and test marks should be more precise and continuously improved. By introducing the new test mark, we have also defined new and clear keywords—from several thousand different regional and often complicated keywords to around 100 clearly comprehensible ones for global use. ID & QR code – verification against counterfeiting made easier With these additional elements, the new test mark allows corporate customers and endconsumers to learn about our service in greater depth and more quickly. Anyone who wishes to find out more can scan the QR code or enter the ID number on our website to access further information from our online certificate database (Certipedia). What benefits does the new test mark bring to our clients and end-users? The new test mark, combined with globally aligned keywords, will provide buyers and endconsumers with high transparency and clearer information. For example, an electric bicycle only receives a test mark without keywords if all the requirements from related safety standards have been met both for the bike and for the battery. However, if we only test the heavy-metal content, the information must be made clear from the keywords. Secondly, manufacturers can demonstrate their product quality and safety to potential clients via the TÜV Rheinland Certificate Database. It will be an effective way to gain a buyer’s full trust and provide a great boost to business opportunities. If end-consumers and buyers wish to verify whether a test mark is authentic, they can look up the ID on our website or check via the QR code. In Certipedia, it is easy to call up a wide

range of information about the product, the manufacturer, our service and the test mark, thus offering better protection for our brand as well as our clients’ reputations, while making life a lot harder for product and test mark counterfeiters. In addition, the content of our certification database will allow integration of videos to help our clients positively communicate and advertise with potential clients. Due to the global economic slowdown, most companies are busy with growth and costs. But TÜV Rheinland has launched a new test mark at this moment and is investing many resources in delivering the message both within and outside the organisation. What do you think of this decision? We have indeed invested significant resources and energy in our ‘new test mark launch’ global project. I personally uphold this decision. However, growing our business and maintaining cost controls, have been, and still are, our strategic priorities. When the economy slows down, it is the right time for us to reflect on ourselves and perfect where we need to improve. In a fiercely competitive market, we can’t rest on our laurels if we want to stay competitive. Timely adjustments can help us build momentum and pave the way for our future. The new globally unified test mark not only significantly enhances the recognisability of our brand. The innovative application of ID number and QR code combined can effectively reduce the risk of counterfeiting, thus upholding our brand name. I am convinced that the comprehensive implementation of our new test mark will bring more additional benefits to TÜV Rheinland and our customers, and eventually bring about a new breakthrough in our business development.

Tell us a little about your company and activities in China.

What has been your strategy in terms of localisation: of staff, R&D, production etc?

Hager group is a family-owned company based in Blieskastel, Germany, and does business in more than 80 countries. In China, Hager is a top reference for professionals in low voltage power distribution, and our projects include Beijing’s Benz factory, Shenyang’s BMW factory, Airbus’s factory in Tianjin, Shanghai’s Tomson Riviera, Tian'anmen’s Rostrum and Hong Kong's highest building ICC.

Five years ago, we employed 15 expatriates in China. Today we employ only three, including me. This reflects our strategy to localise staff once the technology transfer has been completed. Localization has enabled us to grow rapidly in the Chinese market.

How long has your company been active in China?

Nowadays, most of our customers are Chinese. They are all the main Chinese developers in commercial or residential projects like Vanke, Poly, Greenland, Soho … we serve 20 of the first 30 main developers in China. There is a good chance that the villa, apartment or the hotel you are staying in uses Hager products.

We came into China in 1994 by selling products imported from Europe. Today, in China we have three factories, employ 1500 staff and have 28 sales offices to provide our customers with safe and reliable products with our expertise in low-voltage solutions. What are the main challenges you encountered operating an international business in a Chinese environment? The main challenge is definitively to recruit and keep the number of qualified staff to meet the speed of our growth. In Guangdong province we rely for a large part on migrant labor from provinces like Hunan, Sichuan or Henan. It is an interesting challenge to understand their motivation to work for Hager and find a way to get them to work for us on a long term basis. This is a fascinating topic in which I’m deeply invested, because the motivation of these workers evolves as the Chinese society transforms itself rapidly. We need to adapt as fast, to meet their generational aspirations and remain an employer of choice for them.

Do you target a mainly Western or Chinese customer base, and why ?

We also serve western companies in China with our low voltage electrical solutions, but this is a small part of the business. Basically, they used Hager in Europe factories, so they use Hager in China. Are your products mainly for export or the domestic market? Do you see this changing over the next 5-10 years? Basically 50% is manufactured for export and 50% for Chinese market needs. Five years ago the Chinese market accounted only for 10%. The Chinese market share is increasing quickly and we can estimate that in five years the ratio will be 80% for the Chinese market. What is your speciality in China ? There are three main points: first, we offer high quality products for high segment of

the market. We do not serve mid or low end market. Second, we focus our expertise on low-voltage only. Third, we are a brand for professionals. How do you see the future of Hager China? Despite the economic downturn in 2009 and 2012 in our field in China, Hager China has tripled its revenue for the last four years. We are indeed optimistic for the future as we are still relatively small compared to the available market for our products. Furthermore, there is a move towards higher quality products as energy saving standards and fire protection requirements are implemented more strictly. Tell us about your business background and your experience living in China. With an engineering background, my first expatriate experience was in Southern Africa working in aircraft engine maintenance for a British Group. I have been in China for over 20 years, and lived in big cities like Beijing and Guangzhou and small ones like Yantai in Shandong and Wuhu in Anhui province. I have now lived in Shanghai for the last seven years. I have worked in the steel industry, the automotive industry and in building material companies. In China's fast growing market, to be successful you have to become an expert in sales, marketing and human resources. The part I enjoy the most in my job is going around our 28 offices in China and meeting our customers. This is the only way to keep close to this market which is changing fast. Since most of our customers are Chinese, speaking the language has helped to be close to their needs. I feel privileged to have lived the China transformation over the last 20 years.

On 23rd April, Volkswagen and Audi’s new plant in Foshan opened its doors to the General Manager Roundtable of the German Chamber. Demand for seats already exceeded capacity in advance, and participants highly appreciated the chance to be part of this special event. During the tour, leading GMs and plant managers from across the Pearl River Delta enjoyed exclusive insight into this state-of-the-art factory, and also got an sense of the great potential that lies in the plant. While in Foshan participants were given the opportunity to have an detailed look at the different production facilities, especially the quality control department, which has a very high standing within the Volkswagen group. During the presentation of plant manager Mr. Andreas Dick, participants were able to dive deeper into the concept of the Modular Transverse Matrix (MQB) platform, which has been used by the Volkswagen group since 2012. This platform concept allows the company to build different types of cars in one and the same body shop, requiring less time, space and material. Up-to-date machinery is then used to connect the different modules in less time, to address increasing demand in the future. In the following discussion, a lively exchange of ideas on platform concepts and flexible production methods in the industry took place. The question of how far this module-based technology could be used in other industry branches was of extreme interest to the participants. The attending GMs appreciated the unique chance to get to know this new plant concept and gained fresh ideas for their own companies’ operation.

Board Meeting at a Glance Meeting of the Board of Directors I Thursday, 11th April, Guangzhou One of the main goals of the April 11th board meeting was to discuss different opportunities to improve relations with the members of the German Chamber and make their membership an even better experience. Diverse actions like welcome calls from the board members for new members, a welcome dinner for new members hosted by a member of the board as well as special gifts for long-term membership were discussed and will be implemented during the year. Since the German Chamber wishes to support more charity activities in the south and southwest of China, this topic was also paid great attention to at the meeting. The organisation "Hopeful Hearts" was chosen for further consideration in the near future. Other topics were the financial situation of the Chamber, and the organisation of the Annual General Meeting, which was held on 16th May in Shenzhen. German Chamber Annual Report 2012 - Out Now 2012 was a successful year for GCC  South & Southwest China. In April, the Chamber published its Annual Report, which summarised the Chamber’s development and activities over the past year. In February the German Federal Chancellor Dr. Angela Merkel visited Guangzhou to participate in an Economic Forum that allowed our members to mingle with others from the whole region. In April a new Board of Directors was elected, and in October we celebrated the German National Day in Guangzhou and Shenzhen with Consul General Mr. Stefan Gallon.
