The Bill became an Act on Monday 18 Jan 2016 Implementation timetable – Workforce regulation – April 2017 – Service regulation and inspection – April 2018 with full implementation by April 2019 Act provides the scaffolding work is now underway to develop the regulations, statutory guidance and codes of practice that will underpin the Act.

Need to free up the market, facilitate innovation and provide greater flexibility. Need to avoid unintended consequences. Aim to make Statement of Purpose (SoP) the vehicle through which the provider describes the service they provide. SoP to include service user descriptors
