4. Description of the activity conducted on site DACHSER warehouse is located in the county of Prahova – in the inside built-up area of the Commune of Aricestii Rahtivani, Thomas Dachser St. (De 213), westward of the municipality of Ploieşti at about 2 km from the western belt.

The activities conducted on site are activities related to the storing and distribution of hazardous materials (plant health products used in agriculture, metal coating products, varnishes and paints used in the automotive industry). The logistical processes carried out in the hazardous materials storehouse represent all the actions undertaken relating to the flow of wares into and out of the storehouse. The storing stages are: - reception and unloading of dangerous substances (wares) out of the vehicles; - proper storing in the storing compartments; - loading and dispatching of wares with vehicles. The loading/unloading operations are performed as follows: 4.1. Reception and dispatching of wares - Before the loading of the wares, the loading surface of the vehicle/container is thoroughly cleaned. - The mechanical/hydraulic equipment on site (stackers, transpallets) is always used. - Only the authorized persons among the storehouse workers shall use the unloading/lifting equipment depending 2 on the skills and vocational training of each of them (ISCIR certificates); - The wares are loaded/unloaded on/from the truck according to the loading list specifications printed upon the arrival of the truck. - During the loading and unloading, packages containing hazardous wares are secured against losses. 4.2. Storing the wares in the storehouse Wares are stored in the DACHSER Storehouse on high stands rows on EUR-pallets. EUR-pallets are handled mechanically using specially designed electrical stackers which allow placing the wares pallets on shelves. The storing is performed based on VCI classes (German Chemical Industry Association) depending on the circulation rate of the stored products. This concept classifies the goods in 23 storage classes and it creates a concept related to the common storage, based on the compatibilities of different classes, so that the risk should be as low as possible. The VCI concept on storage has, both related to the classification and to the compatibility, many elements similar to ADR (related to the transport of dangerous goods). Products stored for a short time are stocked near the main lane; products stored for a long time are placed further in the back. - Area I – wares with a high rate of circulation are stocked; 2

- Area II – wares with a slow rate of circulation are stocked; - Area III – reserve stocks are stored. The wares storage spaces are coded by means of a range card using a computer program. The code helps locating the package: shelf rank, cell position along the circulation lane and the number of the level where the package is placed. The storehouse computerized operation system (Storehouse management system – MIKADO) displays the static data of the stored items with the complete definitions of all items, with specific characteristics of the hazardous products and their class. During the storing time, quantities are compared with the static data of the products and the inadequate goods are returned. 4.3. Facilities Description of construction blocks The following main constructions are located on the storehouse site: a) Main storehouse (storing rooms) The main storehouse is a P type building (P – ground floor), with a built area of 6711.54 square meters, with top view dimensions of 72.00 m x 92.12 m. The room is divided into 6 compartments (halls) indexed as follows: 7, 8, 9, 10, 11, 12, separated by fireproof walls, made of pre-cast reinforced concrete panels. Storing compartments are made up of rows of high metal racks placed so as to facilitate the access to and the mechanical handling of EUR-pallets. The floor is made of concrete; it is air-tight, water-, oil- and chemicals-proof. The marginal inclinations and the floor borders, of each individual compartment (7, 8, 9, 10, 11, 12), make up a “tank”, so that, in case of breakdown or fire, the substances or the water from sprinklers should not flow out of the impacted area, and are drown out through a network of floor traps into an underground concrete tank, specially equipped (outside the construction). A waterproof membrane is fitted in under the floor in order to avoid the infiltration of hazardous substances into the ground (in case of breakdown). The loading/unloading platform for motor trucks is located on the south side of the storehouse, with 13 access gates for wares and one gate with platform for the loading of light-duty vehicles. The parking platform for motor trucks undergoing loading/unloading is covered in concrete and equipped with a drain water sewage system connected to the rain water reservoir. b) Administrative building The administrative building is a P+1 type construction (P+1 – ground floor + 1 floor), with a built area of 320.9 square meters and a spread area of 660.31 square meters, top view dimensions of 13.40 m x 23.00 m, made up of several office rooms, dressing rooms, rest rooms, IT room, dining hall. c) Technical building The technical building is a P type building (P – ground floor), with a built area of 377.50 square meters, top view dimensions of 41.75 m x 7.90 m, made up of several rooms used for: workhouse, engine room, batteries charging room, electricity room, heat room, fire pumps and sprinklers room. In addition to the above detailed constructions, the following can also be found on site: Two concrete underground tanks with a total volume of 2,000 cubic meters, adjacent on the west side of the storehouse building, used to collect polluted water in case of fire; Two steel above-ground reservoirs for firefighting water with a volume of 1,300 cubic meters each, located on the west side of the storehouse building; Two permeable floor retaining tanks with a volume of 107 cubic meters, respectively 230 cubic meters, connected to the rain water collecting sewage network, one located in the north-western extremity and the other on the southern side of the site,

6. General information on the major accidents hazards, including their possible effects on the population and on the environment The dangerous substances found on SC DACHSER ROMANIA SRL site, Place of business STOREHOUSE Aricestii-Rahtivani, are plant protection products, metal coatings products, varnishes and paints for the automotive industry, in their original packs, products to be found in liquid, solid or gaseous state. Depending on the product presentation, packages can be: flasks, canisters, barrels, bags, sacks, cans, sprays or IBCs. Under normal conditions of employment (handling) and storing, the stored hazardous substances are physically and chemically stable. Due to the physical – chemical properties of the above listed substances, to the quantities found on site as well as to the conditions for the carrying out of the loading/unloading, the handling steps, such substances are associated with a risk of fire and explosion; in case of large accidental discharges / emissions, such substances are also associated with risks for the environment. Potential effects are: In case of fire, combustion toxic gas is released, resulting from burning and heat decomposing: carbon oxide and dioxide, nitrous oxides, sulphur dioxide, hydrochloric acid, hydrocyanic acid, hydrofluoric acid, organic chlorides. The smoke resulting from incomplete burning, high in solid particles (smoke black), can also be associated with fires. In case of involvement in a fire, the packages containing flammable substances (solvents), unless they immediately catch fire, shall become pressurized under the temperature, and the breaking of recipients is likely to cause explosions (especially sprays), followed by a discharge of products and fire amplification. - In case of fire, when large quantities of water are used, such water is likely to carry along significant quantities of dangerous chemicals (resulting from the damaged packages), which will go into the storehouse sewage system and next into the polluted water collecting tanks. - In case of liquid products discharges, the solvent therein shall volatilize, thus carrying out a small quantity of active products. Such products can generate unpleasant smells, irritating vapours and, in severe cases, intoxications. - In case of solid products dispersions, extremely fine powders in general, such products can swirl into the air, thus causing allergic reactions, irritations of mucous membranes, tearing and, in severe cases, intoxications.

For an adequate response capacity in the event of accidents, the place of business is provided with a Plan for Prevention and Control of Accidental Pollution (P.P.C.A.P), an Intervention Plan (I.P.), an Internal Emergency Response Plan (I.E.R.P.) and an External Emergency Response Plan (E.E.R.P.) approved by the competent county authorities. According to the Security Report, after analysing risk calculations, respectively individual and social consequences likely to arise in the event of a major accident, the likelihood of an accident and the statutory measures taken to mitigate the consequences thereof, we reached the following conclusion: “The individual and social risk generated by the operation of the Storehouse of SC DACHSER ROMANIA SRL located in Commune Aricestii-Rahtivani falls into the so-called “unconditionally acceptable” category. This means that the storehouse can be certified in terms of the risk-based regulatory criteria, in the EU countries.” 7. Warning and informing of the population in case of a major accident The alerting is gradual depending on the degree of danger of the emergency:

a) Class A emergencies (local emergencies) are emergencies involving limited in-house areas (one facility on site). Such emergency covers the following situations: - a minor accident which can be dealt with using limited resources and equipment and which has no dangerous consequences outside the facility (e.g.: a restrained fire, minor escapes of substances out of the original packages, etc.); - the accident can be solved using specialized in-house resources, without involving the entire site; - the accident has no effects outside the site fences and does not require the participation of the authorities outside the site; - no alert device is activated outside the STOREHOUSE; - no evacuation is required, however access can be restricted in the intervention area; Class A emergencies only require the alerting of the intervention team and the referring of the incident to the head of the STOREHOUSE.

b) Class B emergencies (on site emergencies) are emergencies which affect large areas inside the site, which persist or aggravate the conditions of a local emergency and, as a consequence, they affect/are likely to affect other facilities of the STOREHOUSE as well. Such emergency covers the following situations: - an accident requiring the intervention of forces all over the site; - the solving of the situation can require the intervention of external forces (resources); - the accident is presumed to entail no effects outside the site fences, or possible limited external effects; - partial or general activity shut-down on site could be necessary; - visitors and the personnel not involved in the intervention need to leave the premises they work in and to regroup on the meeting premises (safe premises); 3 Class B emergencies require the calling of the Emergency Situation Department of ISUJ using telephone number 112.

c) Class C emergencies (off-site emergencies) are severe incidents which aggravate and involve or are likely to involve a large part of the site and affect / are likely to affect the population and the environment outside the site and can undergo extremely dangerous developments. Such emergency covers the following situations: - the entire intervention personnel on site takes part in managing the emergency; - the accident will surely affect large areas outside the site; incidentally requires the intervention of external forces (resources); - the activity shall be shut-down on the entire site; - the personnel not participating in the emergency management shall be evacuated, and in case the accident develops beyond control, general evacuation will be required; -local authorities outside the site shall be alerted in order to take protection measures for the population and the environment. Class C emergencies require the calling of the authorities in charge with managing emergency situations, the Territorial Labor Inspectorate (in case there are victims), the neighboring companies and population, the local public authorities.

Frequently, the situation around an emergency incident changes or new information arises, which require a reclassification of the incident. Such change is an up-grading or a down-grading of the incident class. Depending on the nature of the emergency and the consequences thereof, the security manager shall be notified: tel. Ext 112, the Private Service for Emergency Situations: tel. Ext. 113, according to the directions and the notification diagrams in the Internal Emergency Plan of the company. When the event occurs, the personnel of the Private Service for Emergency Situations shall immediately take action. Any notification shall be registered with the Security manager, who, following the receiving of the information, shall immediately order the examining and the documenting of the event location. Depending on the severity of the situation (class B or C emergency), the security manager shall send information concerning such event to the company management, the local authorities, the rapid intervention bodies (firefighters, rescue teams) and to neighbours (should this be the case). Locally, SC DACHSER ROMANIA SRL, Place of business STOREHOUSE Aricestii-Rahtivani, elaborated the Intervention plan, for the listed types of accidents/incidents, which sets the means and the modality to alert and signal as well as the responsibilities of various categories of personnel with a view to minimizing the effects of such incidents. Thus, In the event of an emergency (fire, explosion or toxic gas emissions), detection/signalling systems emit a continuous permanent sound, simultaneously with the lighting of the red warning lamps. These warning systems are placed inside and on the outer walls of the storehouse and alert the personnel on site (own personnel, drivers, employees, visitors) as well as the persons who happen to be on the farmlands near the storehouse or circulating on the European Route 213. When receiving these signals, the persons inside the storehouse (and not participating in the emergency management) shall act according to the instructions received when entering the premises. The persons outside the storehouse shall do the following: - cease any operation; - identify the direction of the smoke cloud or toxic gases and the course of movement thereof; - if on foot: - stay calm; cover the airways (nose and mouth) with a handkerchief, towel or any other moistened cloth; - immediately move away and go to a private residence or to an established shelter, going perpendicularly to the cloud spread course, avoiding as far as possible the cloud movement direction; - communicate the situation to other people encountered while on the move; - if in a car: - do not panic, remain calm and drive carefully; - close up all the car windows, turn off the ventilation and air conditioning system and cover your nose and your mouth with a towel or a wet handkerchief; - turn on the radio and follow authorities’ instructions; - observe traffic rules. - when people arrive home, or in an established shelter, they shall comply with authorities’ orders; Based on the information submitted on the event, Aricestii-Rahtivani Mayor’s Office, through the Local Committee for Emergency Situations, shall activate the disaster alarm signal. The acoustic code activating the „disaster alarm” is a 2-minute modulated signal, which consists of 5 sounds (pulses), 16 seconds each, with a 10-second break in-between. 16 secs. I 10 secs. The acoustic code for alarm termination in case of disasters and emergencies (chemical emergencies) consists of a 2-minute continuous sound, of equal intensity. In case of a major accident, the warning and the informing of the population, as well as the coordination of the immediate activities to isolate the affected area, the evacuation of the population out of the affected and adjacent area, the intervention to limit the accident consequences, all such shall be carried out by the competent territorial authorities (Inspectorate for Emergency Situations, Mayor’s Office, Territory Environmental Protection Agency, etc.).

The implementation of the External Emergency Plan, with the support of all the authorities involved and of “Şerban Cantacuzino” Emergency Situations Inspectorate of Prahova County, shall bring into effect in an orderly and unitary way: the proper informing, alerting and evacuation of the population; protection and intervention actions in the event of a major accident; reducing the impact on human health around the site; reducing the impact on the quality of environmental factors and preserving the integrity of the material goods; implementation of the action procedures of the intervention forces outside the site. Locally, SC DACHSER ROMANIA SRL, Place of business STOREHOUSE Aricestii-Rahtivani, elaborated the Intervention plan, for the listed types of accidents/incidents, which sets the means and the modality to alert and signal as well as the responsibilities of various categories of personnel with a view to minimizing the effects of such incidents. 8. Undertaken actions and behavior of the affected population, in case of a major accident In case there is a risk that the effects of a major accident could be felt off-site as well, authorities shall be notified by the STOREHOUSE Security Manager and the measures to be adopted and the intervention modality shall be agreed with the external emergency services. The chemical accident and the accidental pollution are unpredictable events! Therefore, there is the possibility that upon any derangement of the logistical process by the breakdown or the deterioration of a piece of equipment, of machinery or of a means of transportation, toxic substances could be released into the environment (air, water, soil) impacting both the environment and the population. Such event requires a set of prevention and protection measures and actions. The appropriate information on the content of these prevention and protection measures and actions that the concerned population needs to learn and implement is detailed in the Alarm Plan of “Şerban Cantacuzino” Emergency Situations Inspectorate of Prahova County. Prahova Emergency Situations Inspectorate shall inform the population about the event, shall announce rules of conduct using loudspeakers, shall organize and manage the population evacuation operation. The population in the area needs to know: - in case of fire, the released smoke is accompanied by gases and dissociation products, which are toxic and irritating, and the smoke will generally have a dark, dense colour. - the main symptoms caused by accidental contact in various ways with toxic substances and/or toxic fumes are: - headache, nervousness, impaired consciousness to coma, soot deposits in the nose, mouth and throat, coughing, shortness of breath, hoarse voice, signs of CO poisoning, allergy or asthma symptoms or breathing difficulties, respiratory irritation, drowsiness or dizziness; - first aid to be given to persons who identify these symptoms consists in: - immediately call 112 - until the arrival of the ambulance, remove the person from the contaminated area, carry it to fresh air and keep it in a position comfortable for breathing; immediately remove contaminated clothing. - after inhalation: rest, fresh air, medical care. - after skin contact: immediately wash thoroughly with soap and water, get medical help. - after eye contact: wash thoroughly the affected eyes for 15 minutes with tap water, with eyelids open, then see an ophthalmologist. In the population refuge-isolation locations, safety measures shall be secured by: - providing sealing materials (lute, insulating tape, insulating cloth, PurFix tape, etc.); - supplying special or improvised individual protection means (gas mask, breathing devices, protection suits); - putting together an ordinary first aid kit; - preparing a permanent water and food reserve; - providing a radio receiver on batteries. The population in the area needs to learn: - the information necessary to implement the protection measures; - the rules of conduct in case of accident in the toxic cloud area. Protection measures to be implemented in case of a chemical accident are: - Informing and alerting of the population concerning the chemical hazard; - Securing protection with individual protection means; - Securing protection by providing refuge (isolation) or by temporary evacuation (self-evacuation);

Secure yourselves special or improvised individual protection means (gas mask, breathing devices, protection suits)! Prepare a permanent water and food reserve! Procure a radio receiver on batteries! Disaster Stage: Follow exactly the announcements made by the civil protection through mass-media or through warning signals! Take inside your belongings left outside! Inform your neighbors and your friends about the chemical hazard (preferably on the telephone)! Take refuge in the appointed place and seal all entries and exists in order to avoid toxic agent infiltration! If you take refuge in your own house or apartment, seal all doors and windows and stay in a room with as less doors and windows as possible! Go to a room as up as possible on the side opposite the hazard! Shut down all risky equipment (gas, water, electricity)! Turn off all fans and air conditioning devices! Seal all ventilation holes with plastic foil and adhesive tape! Keep within reach breathing protection devices and use them if necessary! Make sure you have access to the water and food supply and that the water and food supply is not contaminated by the chemical agent! Turn on your radios and TV sets and pay attention to public announcements! Do not leave your place of refuge until you are told to do so! In case you are outside your dwelling place: Remain calm; very frequently, in case of chemical accidents, panic causes victims among civilians. Cover your superior airways with a handkerchief and go to the nearest refuge point! Please observe driving and access restrictions! Avoid going to the wind direction; go perpendicularly to the wind direction! In case you are in your car, in the areas affected by the toxic cloud, do not panic, remain clam, and drive carefully. Close up all the car windows, turn off the ventilation and air conditioning system and cover your nose and your mouth with a towel or a wet handkerchief. Turn on the radio and follow authorities’ instructions. Observe traffic interdictions. Post-Disaster Stage: Do not leave the refuge or dwelling place even if the danger is over; you could confuse the intervention of the specialized forces! Carefully listen to the messages for the population conveyed through mass-media! Check whether your neighbours and friends are in trouble; if so, give them first aid and call an ambulance! Observe the circulation and consumption restrictions! Resume your daily activities, remedying possible damages! Remember the lessons learnt out of such situations and be permanently prepared to cope with other such possible events!

Authorities/institutions/emergency services to be called in case of a major accident and the contacts thereof are included in the annex to the Internal Emergency Plan. 9. Acknowledgement of the fact that the activity holder is bound to undertake adequate actions on site, especially to keep in touch with the emergency services, in order to take action in case of major accidents and to minimize the effects thereof The Security Report and the Internal Emergency Plan acknowledge the fact that the activity holder is bound to undertake the appropriate internal actions in case of major accidents and in order to minimize the effects thereof. In case of serious major accidents spreading outside the company’s premises and requiring the protection of the neighboring population, help shall be asked from all the State institutions in charge with the population assistance and protection, directly or through the emergency integrated dispatching center using the telephone number 112. The county competent public authorities to be immediately notified are: „Şerban Cantacuzino” I.S.U. (Emergency Situations Inspectorate), Prahova County; Prahova Environmental Protection Agency; Prahova County Commissioner’s Office of the National Guard for the Environment; 4 SGA Prahova. The notification shall be supplemented by successive notifications, in keeping with the events’ development. 5 According to the MAPAM Order no. 1084/2003, in case of a major accident, public authorities in charge with emergency situations, environmental protection, health, labor protection and public administration management shall be notified. Territorial public authorities in charge with civil protection, environmental protection, labor protection, public administration and health are: “Şerban Cantacuzino” Emergency Situations Inspectorate of Prahova County; Prahova Environmental Protection Agency; Prahova County Commissioner’s Office of the National Guard for the Environment; Prahova State Health Division; Prahova Territorial Labor Inspectorate; Ariceştii Rahtivani Mayor’s Office (Local Committee for Emergency Situations); Tîrgşoru Vechi Mayor’s Office (Local Committee for Emergency Situations); Ploieşti Mayor’s Office (Local Committee for Emergency Situations); Prahova Prefect’s Office, Prahova County Committee for Emergency Situations. 10. A reference to the external emergency plan drafted to deal with any effects of the accident outside the site. Advice on cooperation and compliance with the instructions and requests of the emergency services during the accident shall also be included. During emergency situations or during events likely to generate emergency situations, the members of the Emergency Cell shall take, in keeping with the law, as applicable, actions and measures: to declare the state of emergency within the place of business; to alert the workers, the population, the institutions and the economic agents in the hazardous area; to assess the occurred emergency situation, the impact thereof on the environment, to determine specific measures and actions to manage the emergency situation and to supervise the enforcement thereof; to notify authorities about the existing event; to implement the measures stipulated in the Plan for Prevention and Control of Accidental Pollution (P.P.C.A.P), the Internal Emergency Plan, the Intervention Plan, depending on the actual situation; to manage and coordinate own intervention forces and means until specialised intervention forces (Prahova Emergency Situations Inspectorate) arrive; to inform the local Committee for Emergency Situations of Commune Aricestii-Rahtivani about the conducted activity; to set urgent measures to secure safety vital functions of the storehouse; to evacuate the employees and the goods in the hazardous area; to coordinate measures to limit and to remove the impact of the emergency situations.
