As with last year, we faced many challenges in planning this year’s conference due to military budget cuts and travel restrictions; however, SAME’s continued measures to ensure attendance by our uniformed services has been successful and we are pleased to see them here. This year’s conference offers a broad range of timely and in‐depth education sessions planned by SAME’s Councils and Committees. The 2014 JETC also is packed with great activities—from networking opportunities at the CityWalk Ice Breaker event to product and service sharing in the Exhibit Hall to the formal Society Ball. We hope you take advantage of all that JETC has to offer. There are many individuals and organizations among us who are exceptional leaders in our industry. Please be sure to join us at the Honors Luncheon to recognize excellence in engineering and contributions to SAME, as well as at the Post Awards Breakfast to recognize the outstanding achievements of SAME Posts. These events celebrate the successes of our members and our Posts, and we hope you will be there. The threat of cyber-attack has never been more real. Considerable time, effort and national treasure has been expended to harden critical defense, national security and global financial IT and communications assets. Yet those assets rely on a very fragile foundation for power: electrical grid infrastructure. A cyber-attack, or significant natural event, could cause a longterm and significant disruption to the electrical supply. What solutions are available? How do we get on with the process of ensuring that critical infrastructure will have required power when needed, where needed, and for as long as needed? Moderator: Capt. PFASs – Emerging Contaminants Room: S220E
Perfluoroalkyl and polyfluoroalkyl substances (PFASs) are used in many industrial and consumer products because of their special chemical properties, for instance, the ability to repel both water and oil. A broad variety of PFASs have been introduced into the environment through industrial use (e.g. via fire fighting foams and paints) as well as in treated customer products such as textiles and coated paper. Data shows that PFASs may be carcinogenic and hazardous to human health and the environment. This workshop will explore the nature of these emerging contaminants, their historical use, remediation challenges, and much more. Low Level Radiological Contamination Room: S220E
Low level radiological contamination is present throughout the world in a variety of places and forms. Due to the potential health hazards, radiological contamination must be addressed and specific sites must be identified, characterized and remediated. This session will review both programmatic and technical challenges associated with the cleanup of radiological contamination at various sites around the world. Service Chiefs Lt. Gen. Thomas P. Bostick, P.E., USA
U.S. Army Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers Lt. Gen. Thomas P. “Tom” Bostick, P.E., USA, became the 53rd U.S. Army Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers in May 2012. Prior to leading USACE, Gen. Bostick served as Deputy Chief of Staff, G-1, Personnel, U.S. Army, where he was responsible for developing and managing manpower and personnel plans, programs and policies. Other assignments include Commanding General, U.S. Army Recruiting Command; Director of Military Programs, USACE, with duty as Commander, Gulf Region Division, Operation Iraqi Freedom, Iraq; and Commander, Engineer Brigade, 1st Armored Division, Operation Joint Forge, Bosnia-Herzegovina. Gen. Bostick is a 1978 graduate of the U.S. Military Academy. He holds master’s degrees in both Civil Engineering and Mechanical Engineering from Stanford University.
Rear Adm. Katherine L. Gregory, P.E., CEC, USN
Chief of Civil Engineers, and Commander, Naval Facilities Engineering Command Rear Adm. Katherine L. “Kate” Gregory, P.E., CEC, USN, was named Commander, Naval Facilities Engineering Command and Chief of Civil Engineers in October 2012. Previously, she served as Commander, NAVFAC Pacific and the Pacific Fleet Civil Engineer. Other facilities assignments include tours in Yokosuka, Japan; Naples, Italy; San Francisco; Adak, Alaska; and Pearl Harbor, Hawaii. Within the Naval Construction Force, Adm. Gregory served with Amphibious Construction Battalion One; NMCB 1; was Commanding Officer of NMCB 133; Commander of the 30th Naval Construction Regiment; and Chief of Staff, First Naval Construction Division. Adm. Gregory is a 1982 graduate of the U.S. Naval Academy and holds graduate degrees from the University of Southern California and The George Washington University.

Director of Civil Engineers, Deputy Chief of Staff, Logistics, Installations and Mission Support, HQ U.S. Air Force Brig. Gen. Timothy S. “Tim” Green, P.E., USAF, became Director of Civil Engineers, Deputy Chief of Staff, Logistics, Installations and Mission Support, HQ U.S. Air Force, in April 2014. He was previously Director of Installations and Mission Support, HQ Air Combat Command, Joint Base Langley-Eustis, Va. Before that, he was Director of Installations and Mission Support, HQ Air Mobility Command, Scott AFB, Ill. Earlier in his career he commanded the 99th Mission Support Group, Nellis AFB, Nev.; and the 31st Civil Engineer Squadron, Aviano AB Italy. Gen. Green graduated from Texas A&M in 1986 with a bachelor’s degree in Civil Engineering and also holds a master’s in Civil Engineering from Texas A&M.
Rear Adm. Randall J.F. Gardner, P.E., USPHS
Chief Engineer Officer, U.S. Public Health Service Rear Adm. Randall J.F. “Randy” Gardner, P.E., USPHS, became the 13th Chief Engineer Officer of the U.S. Public Health Service in November 2013. He leads the Commissioned Corps Engineer Professional Affairs and advises the Office of the Surgeon General and Department of Health and Human Services on recruitment, assignment, deployment, retention and development of Corps engineer professionals. Among his career accomplishments, in FY2009, he served as Indian Health Service American Recovery and Reinvestment Act Coordinator. He also has served in disaster response planning and preparation assignments connected to Hurricanes Hugo, Isabel, Katrina, Rita, Gustav, Hanna and Ike. Adm. Gardner graduated from Howard University in 1987 with a bachelor’s degree in Electrical Engineering and also holds a master’s in Engineering Management.

Rear Adm. Gary A. Engle, P.E., DBIA, F.SAME, USN (Ret.), is National Director, Federal Business Line, URS Corp.’s Infrastructure & Environment Division, and 2013-2014 President of SAME. Before joining URS in 2007, he served 28 years with the U.S. Navy and held a series of successively demanding positions with Naval Facilities Engineering Command (NAVFAC). In his last assignment, 2003–2006, Adm. Engle served as Commander, NAVFAC Pacific, Pearl Harbor, Hawaii. He oversaw a $1.2 billion annual facilities engineering program, with three subordinate commands and was responsible for 14 construction offices across the Pacific area of operations. Prior to that, Adm. Engle served as Chief of Staff, First Naval Construction Division. Other assignments include: Commanding Officer, NAVFAC Southwest; and Vice Commander/Operations Officer, NAVFAC Atlantic. Adm. Engle graduated from Cleveland State University in 1978 with a bachelor’s degree in Civil Engineering and also holds a master’s degree in Civil Engineering from the University of Michigan.
Col. John W. Mogge, Ph.D., RA, CSIP, F.SAME, USAF (Ret.) SAME President-Elect
Col. John W. Mogge, Ph.D., RA, CSIP, F.SAME, USAF (Ret.), is Global Director of Technology, Practice and Design, Environmental Services Business Group, CH2M HILL, and will be the 2014–2015 President of SAME. Col. Mogge joined CH2M HILL in 2001 after a 27-year career with the U.S. Air Force, where he last served as Reserve Command Civil Engineer, Robins AFB, Ga. In this role he oversaw infrastructure and facility programs at 13 Air Force Reserve Command bases with a plant replacement value of more than $4 billion. Previous to that, he served as Commander, 78th Civil Engineer Group, Robins AFB.; before that he was Director of Civil Engineer Programs, HQ U.S. Air Force. Col. Mogge graduated from the University of Florida in 1973 with a bachelor’s degree in Architecture and completed his master’s in Architecture at Florida in 1974. In 2004, he earned a doctorate in Civil and Environmental Engineering from Georgia Tech, with a focus on Sustainable Planning, Design and Construction.
Robert D. Wolff, Ph.D., P.E., F.SAME SAME Executive Director
Robert D. “Bob” Wolff, Ph.D., P.E., F.SAME, became Executive Director of SAME in September 2002. SAME has more than 29,000 members and 1,500 Sustaining Member Companies, public agencies and academic institutions and 105 Posts around the world. Before becoming SAME Executive Director, Dr. Wolff served in numerous engineering and leadership positions in the U.S. Army, U.S. Air Force and the private sector. He was an engineer officer in the Army for nine years after graduating from West Point, serving in Germany; Fort Lewis, Wash.; Vietnam; and Cambodia. He served another 17 years in the Reserves, retiring in 1992 as a Lieutenant Colonel. Dr. Wolff served 20 years as a civilian with the U.S. Army Corps of Engineers before being selected the Senior Civilian Civil Engineer for the Air Force as a member of the Senior Executive Service. He was later promoted to Director of Logistics Plans for the Air Force before retiring from civil service in 1998 and becoming a Vice President with CH2M HILL. Dr. Wolff graduated from the U.S. Military Academy in 1965 and earned a doctorate in Civil Engineering from Stanford University.
