JOB OPPORTUNITIES BACKGROUND The Monitoring and Evaluation Technical Support (METS) program is a five year CDCfunded collaboration between the Makerere University School of Public Health (MakSPH) and the University of California San Francisco (UCSF). The Program works in close collaboration with Ministry of Health and other CDC supported partners. The overall program purpose is to promote evidence-based decision-making for an AIDS free generation by supporting the alignment of the USG supported Monitoring Evaluation and Reporting systems with the national M&E framework resulting into a fully functional one M&E system. In this regard, METS is seeking to recruit competent, self-driven and hardworking individuals to fill the positions listed below. JOB TITLE: COMMUNICATIONS OFFICER Reports to: Program Manager The Communication Officer’s overall responsibility is to work collaboratively with all METS stakeholders, guide internal and external communications (program Website, Twitter, Facebook, YouTube and other relevant media) and to publicize the METS Program milestones and accomplishments. He /she will be responsible for the day-to-day METS communication responsibilities. He/She will also be required to coordinate efforts of the METS team to provide information to populate the Website and social media outlets and work together with the Managers, Coordinators and the Systems Administrator to provide common project relevant talking points for visibility efforts.

The Communications Officer shall conduct the following specific duties; i.

Develop a communications strategy for METS; articulating the external and internal communication objectives of the program

ii.

With the supervision of the Project Manager, manage and coordinate all communications activities

iii.

work with the Web administrator to coordinate the development and regular maintenance of a robust website for the program

iv.

Plan/create multi-media communication material, including visual and other documentation for effective communication within and outside the METS Program.

v.

Development of METS Information materials including brochures, flyers, posters, banners, protocols, booklets, reports etc.

Lead the branding of METS

vii.

Develop the METS visibility plan to external stakeholders including government, stakeholders and potential donors.

Continuously scan the environment for stakeholder engagement and visibility opportunities

Manage on-line communication portals including the websites, intranet and the Social Media Platforms (Facebook, Twitter and LinkedIn) Establish and maintain sustainable media relation for the visibility of METS program activities and innovations Develop talking media points for the Project PI, Program Manager and other staff

Ensure compliance of media activities with the laws and regulations of Uganda.

Develop tools and guidelines that support the tracking of project communications activities and progress

Design appropriate activities for building and strengthening the capacity on METS staff in communication and stakeholder engagement

Reporting The Communications Officer will work under the overall supervision of the Program Manager. The primary duty station is the Makerere University School of Public Health METS Program Office. Qualifications •

Must possess a (bachelor’s or advanced) degree in a Communications related field from a recognised university

Skills and competencies • • •

Must have over 3 years’ experience in managing communication functions of a vibrant reputable organization. Experience in document design using various design and publishing packages. Experience in working with a health related organization for at least 3 years is an added advantage.

Experience in working in a multi- disciplinary team and with multiple stakeholders, including international and government agencies Must be computer literate with excellent skills in Ms Office and Internet use. Excellent communication, interpersonal and presentation skills.

JOB TITLE: HEALTH INFORMATION SYSTEMS (HIS) ANALYST Reports to: Project Coordinator – HMIS Job Description The Health Information Systems (HIS) Analyst will use computers and related systems to design new IT solutions, modify, enhance or adapt existing systems and integrate new features or improvements to improve business efficiency and productivity of the health systems. The HIS Analyst must possess a high level of technical expertise and clear insights into current health existing health information systems and processes of Uganda. Specifically, the HIS Analyst will examine existing health information systems and process models, analyse systems requirements, and undertake product development by designing, building, testing, and supporting implementation of electronic systems/databases to support the M&E function of the national health system including MoH, districts, health facilities and communities. The HIS Analyst shall also implement, configure and test feasible solutions in collaboration with systems developers. He/she shall build capacities of the program staff at different levels by providing technical support in data management, electronic reporting through training, mentoring and coaching. As a METS HMIS staff, the HIS Analyst will work closely with all other METS team members in a coordinated, collaborative and cooperative manner to ensure realization of a functional National M&E system. Duties and Responsibilities: •

Laisse with the Systems Developers (Programmers) to support the development, modification, testing and operationalization of new and existing database systems including but not limited to DHIS2, OpenMRS and the B+ weekly database etc. at METS, national, district, health facility, and IP levels Analyse and develop automated reports based on the data in any of METS supported database systems Facilitate staff development (through training, mentoring and coaching) of district and program personnel in database management, data management and report generation and dissemination to enhance data use for decision making. Support the rollout of national DHIS2 and electronic systems at high volume facilities through training, mentorship and coaching of the sites staff. Support the printing and distribution of national HMIS Tools across the country. Actively participate in IT related support requirements during the lifetime of the program



Assess and document existing data management capacity and needs at national, district and health facility levels. • Participate in advocacy for collection, processing and reporting of quality data • Work with MOH, districts, implementing partners, and CDC to conduct database management capacity building activities for continuous quality improvement including conducting data quality assessments. • Participate in the preparation of work plans, quarterly and annual reports on the activities of the Project. • Undertake such other tasks within the scope of the role as directed by management from time to time. Qualification and experience •



Applicant must have a Bachelor’s degree in Computer Science, Information Science, Information Technology, Software Engineering or any related field from a reputable University. At least 3 years working experience in areas related to the job description is desirable.

Required knowledge, skills and abilities •

Practical skills and ability to design, develop and implement electronic SQL-based relational databases (PostgreSQL, MS SQL, MySQL etc.), including entry screens and web-interfaces • Advanced SQL querying and data management skills, including data manipulation, data cleaning and validation; aggregating and report preparation • Advanced knowledge and skill with popular open source programming languages (either JAVA, Python or PHP and any other) • Advanced skills to maintain and troubleshoot Linux Servers through Shell Scripts and Commands, SSH and FTP clients. • Practical Knowledge in major Content Management Software(CMS) including but not limited to Drupal, Joomla, and any other frameworks and Web design • Ability to securely configure Tomcat Servers, Apache Servers to work as desired. • Competence in use of Microsoft Office (Word, Excel, PowerPoint), and some knowledge in any of the following: Epi-Info, MS Access, Stata, SPSS • Able to work on multiple projects with different stakeholders Added Advantages • •

Reports to: Project Coordinator – District Led Programming (DLP) Job Summary: The HSS-DLP Technical Advisor will be responsible for providing technical support to the districts to enhance planning, coordination and monitoring of the decentralized HIV response within supported districts. He/she will also strengthen capacity for data use among district health teams to promote evidence based decision for the HIV programs. The TA will also be responsible for enhancing evidence based policy development and advocacy for HIV programs among senior government officials at national and district levels by supporting conducting of relevant program evaluations. In undertaking His/her mandate, the HSS-DLP TA will work in close collaboration with other projects at METS: Health Management Information Systems (HMIS) team, Monitoring and Evaluation and Case Based Surveillance. In addition, He/she will constantly liaise with district-based Implementing Partners and the Ministry of Health to ensure a coordinated and systematic approach to program implementation. Duties and Responsibilities             

Providing technical support to the district health teams to enhance planning, coordination and monitoring of the HIV response by developing HIV/AIDS strategic plans and M&E plans. Participate in the development of training materials required to meet the training needs of the program Provide technical assistance to districts to effectively monitor implementation of the HIV/AIDS strategic plans Participate in the development of Performance Monitoring Plans and work plans for the program Train and mentor fellows to strengthen the governance, leadership and management capacity of the district health teams. Participate in the development of evaluation protocols and train and mentor MoH, district and health facility staff in the implementation of program evaluations. Provide mentorship and coaching to DHT members to address gaps in the implementation of the HIV response. Periodically (quarterly, semi-annual and annual) prepare reports on the Program activities. Contribute to resource mobilisation efforts by the project to expand interventions. Advise the program on ways of improving performance using information obtained from the supported districts and health facilities Keep abreast of the updates relating to Health Systems Strengthening and provide relevant technical support to the DLP project. Contribute to the Makerere University School of Public Health M&E Centre of Excellence activities as assigned by the Program Manager. Perform any other duties of the program as may be assigned from time to time by the coordinator in consultation with the Program Manager.

Education: A Master’s degree in one of the following disciplines: Health Sciences; Social Sciences; Statistics or a strongly related discipline is required. Prior Work Experience: The candidate should have at least five years of progressive experience in public health at the local, national, or regional levels that entailed responsibility for public health project activities. The incumbent should also have experience working with U.S. Government agencies, international development organizations on PEPFAR-funded projects. Expertise in supporting health projects related to HIV or health systems strengthening would be an asset. Required Knowledge and skills a) Strong knowledge of health systems strengthening, data quality assurance, analysis reporting and best practices in data dissemination and usage is required. b) High level of competency in facilitating strategic and other planning processes. c) Knowledge of continuous quality improvement processes d) Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with districts, implementing partners. e) Strong computer literacy especially with MS Office and other data analysis packages f) Ability to effectively gather, interpret, and report on data obtained from a variety of sources, including competent use of reliable and valid instruments. g) Ability to facilitate training workshops in a clear and concise manner to audiences with varying degrees of knowledge/experience in the area of Strategic Planning, M&E and Continuous Quality Improvement h) Ability to operate successfully in a team environment and to work independently. i) Excellent interpersonal skills JOB TITLE: MONITORING AND EVALUATION TECHNICAL ADVISOR Reports to: Project Coordinator - Monitoring and Evaluation Job Summary: The M&E TA is responsible for providing technical support for strengthening M&E and CQI systems at district and health facility levels through building M&E and CQI capacity of district and health facility teams, promoting good data management and use practices and facilitating evidence-based decision making. S/he will be involved in training, coaching, mentorship and support supervision in M&E and CQI approaches. The M&E TA will work in close collaboration with the Health Management Information Systems (HMIS) team, the District Led Programing (DLP) team, district-based Implementing Partners and the Ministry of Health to ensure a coordinated and systematic approach to program implementation. Duties and Responsibilities  

Providing technical advice for strengthening Monitoring and Evaluation Systems and Continuous Quality Improvement initiatives for CDC supported Districts through training, mentorship, coaching and support supervision Participate in the development of training materials required to meet the training needs of the program

         

Participate in the development of Performance Monitoring Plan and work plans for the program Conduct service quality assessments, data quality assessments and any other assessments, and train and mentor district and health facility staff to be able to conduct their own assessments. Participate in the development of evaluation protocols and train and mentor MoH, district and health facility staff in the implementation of program evaluations. Provide mentorship and coaching for the identified gaps and /or needs in the supported districts and health facilities Preparation of periodic (quarterly, semi-annual and annual) reports on the Program activities. Preparation, review and analysis of reports of the various programme areas as assigned by the coordinator and/or Program Manager. Advise the program on ways of improving performance using information obtained from the supported districts and health facilities Keep abreast of the updates relating to M&E and CQI of HIV/AIDS programs in Uganda and inform the program accordingly. Contribute to the Makerere University School of Public Health M&E Centre of Excellence activities as assigned by the Program Manager. Perform any other duties of the program as may be assigned from time to time by the coordinator in consultation with the Program Manager.

QUALIFICATIONS REQUIRED Education: A Master’s degree in one of the following disciplines: Health Sciences; Social Sciences; Statistics or a strongly related discipline is required. JOB TITLE: PROGRAM OFFICER- VIRAL LOAD MONITORING Reports to: Project Coordinator CBS Liaise with: MoH, CPHL, and Program Manager. Duty Station: Kampala Job Summary: Program Officer- Viral Load Monitoring will liaise between MOH, Central Public Health Laboratories (CPHL) and METS. He/she will identify areas and ways of collaboration, and support to MOH and in particular CPHL to improve the National surveillance system for Viral Load monitoring. S/he will be responsible for facilitating information exchange by ensuring smooth and timely communication and cooperation between METS and MOH This position will based at METS Offices but the office holder will have frequent travels to the field for more than 30% of the time. The job holder will have to allocate time to be at MoH/CPHL to provide technical support Duties and Responsibilities •

Provide technical advice for strengthening the Viral Load monitoring system



Work with CPHL team to develop, review and update key Viral Load monitoring indicators, Standard Operating procedures (SOPs) and guidelines



Operationalize and the support the VL Dashboard at CPHL and conduct VL monthly queries at District and by implementing partners (IPs) level



Active follow up of HIV who are failing on ART as per VL and ensure linkage for enhanced adherence support and timely switching to superior ART regimen according to national guidelines



Facilitate VL review meetings at district, IP and National level



Participate in HIV Drug Resistance (HIVDR) monitoring activities through tracking of clients failing on 2nd line and linking them to Health facilities providing 3rd line ARV drug regimen



Participate in the relevant Technical Working Group Meetings, especially Viral Load Monitoring, Surveillance, and Strategic Information (SI) at the MOH and CPHL and communicate deliberations from the TWG meetings to the rest of the METS team, and provide technical advice to METS on how to support MOH/CPHL in Viral Load Monitoring



Coordinate and/or participate in the conduct of VL capacity building activities (including training, supervision and Mentorship) as agreed with the METS team and CPHL/MoH.



Update the METS team on new/ revised National and international VL policies, guidelines, initiatives and /or changes that have a direct bearing on the operations and mandate of METS.



Participate in the conduct of assessments, related to case-based surveillance (CBS), of districts and health facilities as need arises.



Provide support supervision, coaching and mentorship to address CBS needs of the districts and MOH to ensure adherence to standards



To participate in the monitoring and evaluation (M&E) of the project and to ensure timely, accurate and complete reporting.



Participate in the preparation of work plans, quarterly and annual reports on the activities of the Project.



Participate, in a harmonized manner, in the Makerere University School of Public Health METS projects activities especially M&E, Health information management system (HMIS) and District led programing (DLP)



Perform any other duties of the project as may be assigned from time to time by the immediate supervisors and/or management.

Must possess a Medical Degree and a Master’s degree in Public Health or other health related field from a recognised university
