Banstead Children's Centre Manager

Job Purpose:

To lead and manage the day to day operation of the Children's Centre to improve outcomes for children 0 - 5 years reducing inequalities in child development and school readiness through an offer of universal integrated early childhood services developed to identify and support families most in need.

Main Responsibilities:

1. Lead and manage the day to day operation of the Children's Centre developing partnerships and embedding working protocols with relevant partners, to deliver a range of integrated early childhood services to meet the identified needs of families in line with the core purpose. 2. To line manage those staff directly employed at the Sure Start Children's Centre including the Information and Advice officer, Outreach Officer, Y-Kids Coordinator, sessional workers and volunteers. 3. Lead, manage and deploy children’s centre staff ensuring effective, safe recruitment, performance management, support, professional supervision and training are in place. 4. In partnerships with key partners, including children's social care, identify and support families most in need to access appropriate activities and services to reduce the need for specialist services in line with early help. 5. Develop and facilitate an effective advisory board with appropriate representatives from local stakeholders and parents to support and challenge the centre and drive improvement. 6. Manage the collection and analysis of national and local data in partnership with the local authority and partners, to evaluate and demonstrate the impact of the children's centre services and inform future planning using e-start and other evaluation tools. 7. Lead the completion and review of the centre performance monitoring process, coordinating contributions from the advisory board, relevant partners and stakeholders and reporting on centre progress to the Head of Children’s Services (HOCS), YMCA Subcommittee, local authority, and Ofsted 8. To identify staff training needs and to plan suitable training programmes to ensure staff development and enhanced quality of provision.

9. Manage financial resources efficiently and effectively prioritising, allocating and monitoring funding to ensure value for money throughout your provision 10. Work alongside other YMCA managers to share good practice. 11. To work alongside the HOCS and Finance manager to draw up an annual budget for the Centre and to manage this budget throughout the year. 12. Ensure YMCA East Surrey’s policies and procedures are followed at all times, including safeguarding, child protection and health and safety. Also to act in the interests of your own safety and the safety of others at all times. 13. Undertake any other duties and responsibilities reasonably requests by the HOCS. Discretion to Act:

While part of the YMCA senior management team and reporting regularly to the HOCS you will have discretion to act within the agreed budget guidelines and to make decisions on a day to day basis on the areas of your responsibility. Longer term decisions and major changes will be made on agreement with HOCS.

Relationships:

The post holder will be part of the Children’s Services Team and will be expected to:  Attend staff training and complete all post training as required.  Attend meetings as appropriate and contribute to staff debriefs.  Ensure continuity of service within the Children’s Services structure  Create and support partnerships with parents, children/young people, and other professionals and outside agencies in the wider community.

Scale and impact:

You will directly manage a part time Information and Advice Officer, Outreach Officer, and Activity Leaders. Existing services that you will be responsible for include all children's Centre activities, and managing the Y-Kids Coordinator. The centre operates Monday to Friday 9am – 2pm.

YMCA East Surrey offer a range of sport and physical activity programmes and the Princes Road site has a gym which houses a range of the latest accessible and adapted fitness equipment accredited by the Inclusive Fitness Initiative and suitable

for use by those with physical disability, mobility problems and learning difficulties. The Princes Road centre has over 1,700 adult members including between 400 and 500 who have support needs. The Centre has a good track record of inclusion work and has built many strong relationships with professionals in the health authorities and other agencies concerned with improving the quality of life of local people through safe and controlled physical exercise. Current programmes and activities at Princes Road include disability sport and specialised classes for adults experiencing physical disability, learning difficulties, sensory impairments, mental health issues, cardiac problems, MS, arthritis and mobility problems. Programmes are also offered to short stay schools and other agencies working with young people who have additional needs. At Hillbrook House YMCA East Surrey offers safe and affordable housing to 44 young people mainly between 16 and 30 years of age who are able to access a range of support services to help them gain in confidence and skills and move on to more independent living. We also have a move on house that caters for seven young people as another step towards independent living. Hillbrook House is also the base for Next Step which is a Rent Deposit Guarantee Scheme. YMCA East Surrey runs a Children's Centre and play scheme programme from the Banstead Children’s Centre. The Sovereign Centre at Woodhatch, Reigate is a specialised facility for children and young people with disability as well as a thriving community resource offering mainstream sports and youth provision for local people. Since 2011 the YMCA East Surrey has managed a range of NEET prevention youth projects in Reigate and Banstead, Tandridge and Mole Valley. YMCA East Surrey Children’s Services runs an after school club which collects from local schools and has approx 50 children per day attending. We have a comprehensive holiday programme including play and sports schemes for up to 100 children per day. We offer recreational activities for under and over 5s as well as birthday parties. Children’s Services also run a number of services for children and young people with complex needs and disabilities based at the purpose built YMCA Sovereign Centre, where holiday, after school, Saturday and Sunday clubs run from, offering fun and exciting activities for all. An essential part of children's development is 'learning through play' so regardless of their needs, background, abilities or interests we offer something for everyone. These opportunities include making new friends, developing new skills, learning a new sport, having a fun packed party with friends, completing homework, crawling and bouncing on a trampoline, or enjoying baby signing classes with their parents! The YMCA aims to help children to grow into a well rounded individual by increasing their confidence and self esteem by enabling them to take part in a well varied programme of activities.

Terms and Conditions

Hours of work – 25 hours per week The working pattern is Monday to Friday 9am to 2pm but this will be flexible for the needs of the role. Annual Leave – 125 hours plus bank holidays. An incremental increase applies with length of service and commences after 2 years completed employment with YMCAES. A maximum of 150 hour’s annual leave is available after 6 years service Salary - £32,000 FTE Benefits - The post holder will be entitled to free use of the YMCA Fitness Centre, and half price childcare for dependents. There is free parking available at the Banstead Children’s Centre and the YMCA operates a Bike to Work Scheme.

A recognised qualification in childcare level 4 or equivalent
