IT’S CONTRACT TIME AGAIN! Our contract with the City expired October 5, 2010. We have to begin negotiating for a new contract. To represent you effectively in these negotiating sessions, we need to be confident our demands really represent your true interests. We must be sure our demands deal with the real issues that you, our members, feel most strongly about. These demands must be worth fighting for!

WORK LOCATION MEETING The only way to attain unity is to create a truly democratic process to formulate our contract demands. Such a process must include all our members…everyone must have the opportunity to participate. Each of us will have the opportunity to participate by attending Local 1180 meetings that will be called by the Shop Stewards in each work location. The purpose will be to discuss demands and return the attached survey. As members, it is our responsibility and our right to make our demands and order them in terms of priority. Above all, we discuss them. We must talk about our demands until we understand their importance. Only when we truly understand their impact on our lives will those demands become ours…demands we are willing to fight for: demands we are willing to sacrifice for.

CITYWIDE STEWARDS MEETINGS Once the work location meetings are held, the shop stewards must take the results of your discussions to the Citywide meeting of Local 1180 shop stewards on Saturday, April 5, 2014 at the local headquarters. At that time they will elect the Bargaining Council. This Council will assemble all the demands formulated at work location meetings into a tentative unified form. Then sub-committees organized according to categories of demands will meet the following week to review, research and refine the demands for which they are responsible. After this intensive week, all sub-committees will report back to the Bargaining Council on April 12, 2014 for final discussions. Out of this meeting will come, hopefully, the unified demands of our entire membership: a package we can be proud of and for which we will be prepared to fight. On April 12th the Bargaining Council will then elect 5 members of the Bargaining Committee which will conduct the actual bargaining negotiations with the City together with the 5 members elected by the Executive Board.

Be sure that discussions are recorded so that the shop steward can bring a summary of your demands to the Citywide shop steward meeting together with the questionnaires you have completed. CITYWIDE AND MISCELLANEOUS ISSUES We have the right to raise issues of hours and working conditions only if they are unique to our members at our unit negotiations. Under the New York City Collective Bargaining Law the union with the most workers negotiates on issues of hours and working conditions for all civilian employees under the career and Salary Plan. Therefore, while we participate in the bargaining process and can raise demands, we cannot negotiate on citywide demands: District Council 37 does. However, if we have issues of concern we can initiate action to make the demands at citywide bargaining and have done so successfully in the past. In order for 1180 to negotiate directly for our members on these issues there has to be changes in the City Charter.
