Purpose and Basis Article 1 – This Directive, prepared on the basis of paragraph 3 of addendum Art. 9 of Law no 2547 on Higher Education, serves the purpose of establishing the scope and conditions of scholarships and discounts applicable for students enrolled in associate degree, undergraduate and graduate programs at Istanbul Bilgi University.2 Definitions Article 2 – (1) Within the framework of this Directive, the following terms refer to the meanings provided next to them: a) University: Istanbul Bilgi University, b)Board of Trustees, Istanbul Bilgi University Board of Trustees, c) Chancellor: The Chancellor of Istanbul Bilgi University, ç) Provost: The Provost of Istanbul Bilgi University, d)Scholarship Committee The Scholarship Committee of Istanbul Bilgi University , e) ÖSYM: Student Selection and Placement Center, f) ÖSYS: Student Selection and Placement Examination.3 Fundamental Principles and Objectives Article 3 – The fundamental principles governing scholarships, support and discounts are rewarding successful students with scholarships and providing support, within financial means, to those students in need, in order to increase the quality of education and to ensure equality of opportunity in education.

Bilgi Directive on Scholarships and Support

In this context, the Scholarship Committee aims to provide education to a higher number of students by obtaining the support of individuals and institutions which share the aim of increasing the public's education and culture levels. Scope 4 Article 4 - This Directive covers the following: a) Istanbul Bilgi University scholarships stipulated in ÖSYM exam manual (ÖSYS Scholarships); 5 b) Achievement Scholarships to be granted to successful sophomore and junior students at Istanbul Bilgi University; c) Sports Scholarships to be granted on the basis of outstanding achievement in sports; ç) Scholarships by Private-Legal Persons; d)Necessity scholarships; e) Graduate Scholarships; and f) Discounts for university's students, graduates, and personnel.6 Scholarship Committee 7 Article 5 - (1) Istanbul Bilgi University Scholarship Committee is composed of the following members: a) An member of the faculty and two instructors appointed by the Chancellor; b) A Vice Provost appointed by the Provost; c) A staff member of Directorate of Financial Affairs appointed the Provost; A staff member of Legal Affairs appointed the Provost; d) A staff member of Directorate of Student Support Center appointed the Provost.8 (2) The chairman of the Scholarship Committee shall be the faculty member appointed by the Chancellor, whereas the secretariat services shall be provided by the director of the Student Support Center.9 (3) The Provost's Office shall be in charge of acceptance of applications, announcements, informing the student body in relation to Scholarship and Support Programs, and execution of student work programs and coordination of similar efforts.

Decisions of the Scholarship Committee shall be taken by absolute majority vote among the attending members of the committee.

Types of Scholarships 10 Article 6 a) ÖSYS Scholarships 11 (a.1) These are non-refundable full or partial scholarships for students placed in the scholarship quota as designated in the ÖSYM exam manual. These scholarships shall last for the whole term of university education including the foreign language prep class year.12 The maximum duration of ÖSS and ÖSYS scholarships granted prior to the 2011-2012 academic year is 2 years for English Language Prep Programs, 4 years for associate degree programs and 7 years for undergraduate programs, provided that the studentship or scholarship has not been terminated. These scholarships cover the summer school as well. The Scholarship Committee shall review, in line with the provisions of in Art. 44 of Law no 2547 on Higher Education, repealed by law no. 6111 dated 13.02.2011, the cases where education has not been completed on time, and scholarships of students who would have been eligible for an additional exam had the repealed Art. 44 been in force, shall be resumed for the relevant courses only.13 The maximum duration of scholarships for students enrolled as a result of placement in 2012-2013 academic year or later, is 2 years for English Language Prep Programs, 3 years for associate degree programs and 6 years for undergraduate programs. These scholarships do not cover the summer schools .14 Leave periods shall not be included in the periods stated herein in cases where leave is granted on grounds approved by the University Board of Directors. b) Achievement Scholarships 16 Achievement Scholarships shall be awarded to students enrolled as sophomores and juniors who have completed, by the end of the academic year, class and course loads stipulated in the curriculum of that year under the Credit System Undergraduate and Associate Degree Programs Education and Examination Regulation, and whose grade point average (GPA) for the last two semesters is at least 3.70/4.00. The achievement scholarships shall be subject to quotas and other conditions determined by the Board of Trustees and shall apply in the form of discounts over the tuition for the next academic year.

resolution, the scholarships already granted as "IB Scholarships" under the repeated sub-paragraph (d) shall remain in force unless such are to be discontinued under the Directive.

Courses taken in summer schools shall not be considered in calculation of GPA required for eligibility for academic achievement scholarships; but shall be considered in the calculation of GPA for the next academic year.17 (b.2) Each year, the Board of Trustees, upon the proposal of the Chancellor, shall set the matters such as scholarship quotas, amounts and rates. Scholarships shall be effective for one academic year and shall not cover the summer school.18 (b.3) Students who have completed an academic semester at another university as part of a Student Exchange Program or the students who have received “T” credit for the courses taken at another university, shall be included in achievement ranking. c) Sports Scholarships 19 Students with no scholarships, elected to the national team or who have performed remarkably in the school team in their respective sports branch, albeit outside the national team, may, upon the proposal of Sports Coordination Unit and at rates determined by the Scholarship Committee, be awarded nonrefundable sports scholarships. The Nominee should first accept the terms and conditions of and sign the “Sports Fellow Agreement”. No scholarship offer shall be made unless the agreement containing the scholarship conditions and responsibilities of the student, is signed. The basis of the scholarship is the fact that the student represents Istanbul Bilgi University on the team of his/her sports branch, whereas the priority shall be accorded to the student's achievement in his/her education. (c.2) The Scholarship Committee shall identify the branches to be awarded scholarships, in consultation with the Sports Coordination Unit. The Sports Coordination Unit shall carry out a performance evaluation on an annual basis and report to the Committee regarding continuation of scholarships. (c.3) The scholarships shall be effective for one academic year and shall not cover the summer school. The scholarships of students whose CGPA or GPA for two consecutive semesters fell below 2.00/4.00, shall be terminated. (c.4) The total volume of scholarships granted to students as sports scholarships, shall not exceed 30 full scholarships. ç) Scholarships by Individuals and Institutions Istanbul Bilgi University shall support individuals and institutions to provide refundable or nonrefundable scholarships to cover tuitions and other expenses of students. d) Necessity Scholarships 20

Students who have completed at least one full year in their enrollment prior to the application, and who can document pecuniary or non-pecuniary problems they suffer, may apply for Necessity Scholarships. (d.2) Students accepted shall sign deeds of commitment and the scholarship shall be granted for one semester or one year. The scholarship shall not cover summer school. (d.3) If a student whose CGPA is at least 2.00/4.00 as of the end of the semester or year wherein the scholarship was granted applies once again for the extension of scholarship, such applications shall be considered by the Scholarship Committee. (d.4) Each year, the Board of Trustees, upon the proposal of the Chancellor, shall set the matters such as scholarship quotas, amounts and rates. e) Graduate Scholarships The levels, quotas, and eligibility requirements for graduate scholarships shall be established by the Board of Trustees on an annual basis, to be implemented by program coordinators. f) The scholarships governed under this article, save for the ÖSYS Scholarships provided under sub-paragraph (a), shall be subject to duly made written applications .21 g)The scholarships governed under this article shall not apply on a retroactive basis.22 Discounts 23 Article 7 a) The children of Istanbul Bilgi University personnel shall be granted the following discounts, should they be legally entitled to enrollment at Istanbul Bilgi University: - 50% of the tuition in case the relevant personnel has been employed at the University on a "full-time" basis for an uninterrupted period of one to three years; - 75% of the tuition in case the relevant personnel has been employed at the University on a "full-time" basis for an uninterrupted period more than three years. The personnel discounts shall apply for a maximum of two years for English Language Prep Program, three years for associate degree programs, five years for undergraduate programs, and two academic years for graduate programs. The personnel discount shall not apply for summer schools. The Board of Trustees shall review the case concerning the maintenance of the discount in case the personnel severs the employment agreement, except for retirement.24

b) The alumni of associate degree, undergraduate and graduate programs of the University, who are members of Istanbul Bilgi University Alumni Association, shall be given a 20 % discount if they enroll in a new program.25 c) A discount of 10 % shall apply for the children of teachers and instructors, should they be entitled to enrollment at Istanbul Bilgi University.26 ç) Siblings of students at Istanbul Bilgi University and alumni members of Istanbul Bilgi University Alumni Association, shall be eligible for a 10% discount, in case they are entitled to enrollment at Istanbul Bilgi University. This discount shall apply for graduate, undergraduate and associate degree programs. Students enrolled at Istanbul Bilgi University, whose siblings are entitled to a higher education at Istanbul Bilgi University, shall benefit from a 10% discount starting from the year of their siblings’ enrollment. The discounts shall apply for a maximum of two years for English Language Prep Program, three years for associate degree programs, five years for undergraduate programs, and two academic years for graduate programs.27 d) Istanbul Bilgi University personnel shall be granted the following discounts, should they be legally entitled to enrollment at graduate programs of Istanbul Bilgi University: - 50% of the tuition in case the personnel has been employed at the University on a "full-time" basis for an uninterrupted period of one to three years; - full exemption from tuition in case the personnel has been employed at the University on a "full-time" basis for an uninterrupted period more than three years. The exemption shall apply for a maximum of two academic years, and shall not apply for summer school. The Board of Trustees shall review the case concerning the maintenance of the exemption in case the personnel severs the employment agreement, except for retirement.28 e) Students from English IB, Abitur, Matura, French IB and baccalaureate programs at high schools, shall enjoy a 20% discount over tuition throughout their associate degree and undergraduate education at Istanbul Bilgi University. The discount shall not apply for summer schools.29 (f) Duly written applications shall be required for the enjoyment of the discounts provided herein.30 (g) The discounts governed under this article shall not apply on a retroactive basis.31

Single Scholarship Principle 32 Article 8 - Except for ÖSS scholars and recipients of Achievement Scholarships, any student who meets the eligibility criteria for more than one scholarship, may enjoy only a single one –the most beneficial for him/her. Support programs and discounts shall not, however be excluded as such, in accordance with a decision by the Scholarship Committee. Execution, Duration and Termination of Scholarships and Support Programs 33 Article 9 (1) Save for the case of ÖSYS Scholarships, the students sentenced for or imposed disciplinary sanctions for robbery, fraud or disgraceful offense, shall be excluded from scholarship and support programs and discounts.34 (2) Save for the case of ÖSYS Scholarships, the students who fail to register and/or drop out without a resolution by authorized University bodies, shall lose entitlement to scholarships.35 (3) ÖSYS scholar students who are entitled to internal transfer but who lose their scholarships due to internal transfer with a CGPA of 3.50/4.00, upon application, shall receive the same rate of scholarship as Necessity Scholarships. The cases of those with a CGPA of 2.40-3.49 shall be reviewed by the Scholarship Committee.36 (4) The Scholarship Committee shall review the cases of those who transfer internally while on Achievement Scholarships. (5) Sports Coordination Unit shall monitor the attendance of students on Sports Scholarships in necessary events (meetings, training sessions, games, visitor games etc.) of their relevant teams. Scholarships of those reported not to have attended without leave, shall be terminated .37 (6) Save for the case of ÖSYS Scholarships, all scholarship and support programs shall apply for a period of 1 (one) academic year, provided that the present Directive or the resolution for scholarship or support does not stipulate a shorter period. The period shall not cover summer schools.38 (7) Students entitled to discounts may enjoy such discounts for a maximum of; 4 academic semesters in case they are enrolled in associate degree programs, 8 academic semesters in case they are enrolled in undergraduate degree programs, and 4 academic semesters in case they are enrolled in masters degree programs.

(8) The Board of Trustees is authorized for all decisions regarding scholarships to be given as a result of agreements with local governments and various institutions.39 (9) When calculating the total scholarship and discount level, first the ÖSYS scholarship then other scholarships and discounts shall be taken into account in the respective order, and apply over the balance figure in each case: (a) Talent Scholarship for undergraduate programs, or Program Scholarship for Graduate Programs, (b) Personnel discounts or exemption, (c) Alumni discount, (ç) Sibling discount, (d)Teacher discount, (e) International diplomas (IB) or high-school discount, (f) Necessity scholarships and other discounts such as institutional discounts, (g)Sports scholarship, (ğ) Achievement scholarship.40 Declaration Article 10 - The students who are entitled to support programs shall declare in writing that they have read and accepted all terms and conditions of this Directive.41 Abrogated Provisions and Transitional Provisions Article 11 - (1) The Directive on Scholarships and Support Programs adopted through Board of Trustees decision dated 09.01.2004 no.193 is abrogated. The scholarships and support programs extended under the said directive shall remain in effect pending expiration, subject to terms of the present Directive. (2) Beneficiaries of achievement scholarships for the academic year 2009-2010 shall be determined as per the terms prior to the amendment introduced through Board of Trustees decision dated 20.07.2009 no.455. (3) Without prejudice to the second paragraph, scholarships, support and discounts extended prior to the amendment through Board of Trustees decision dated 20.07.2009 no.455. and which have yet to expire, shall be subject to the following provisions:

(a) ÖSS Scholarships, Honorary Scholarships, Local Government Scholarships, Private and Legal Person Scholarships and full or partial refundable necessity scholarships, shall remain in effect under the provisions applicable prior to the amendment. (b) The repealed ones shall expire. (c) Others shall be reviewed and finalized by the Board of Trustees as per the amended provisions. Amendments of the Directive Article 12 - This Directive can be amended only through a Board of Trustees resolution. Effect Article 13 - (1) This Directive shall come into force on the date of adopting by the Board of Trustees. (2) Amendments made through the Board of Trustees resolution dated 20.07.2009 no.455 shall, without prejudice to paragraph 2 of Article 11, apply to scholarships, support programs and discounts from the academic year 2009-2010 on.42 Enforcement Article 14 - (1) The Chancellor of the Board of Trustees shall enforce the provisions of this Directive. Remarks: (1) As per the Board of Trustees resolution dated 03.01.2012 no. 738, “Amendments made through this resolution shall come into force on the date of resolution of Board of Trustees. However, the paragraph (e) supplemented into article 7 of the Directive shall be applicable to students registered in or after the academic year 2012-2013. Scholarships granted as "IB Scholarships" prior to the amendments shall continue except when termination is due as per the Directive.” (2) The Board of Trustees resolution dated 27.01.2014 and numbered (1152) stipulates that the “amendments shall apply on students registered already as well, from Academic year 2014-2015 on”.

As the Board of Trustees resolution dated 27.07.2011 no. 678 introduced amendments, the articles were renumbered, whereby "second paragraph of article 12" became the "second paragraph of article 11".
