V0.2 – August 2016 Introduction In the initial stages of an unfolding disaster involving mass displacement of conflict affected populations, access to adequate shelter can be a critical determinant for survival. Shelter is essential to provide security and personal safety, protection from the climate and enhanced resistance to disease and ill health. With a rapid displacement of large numbers of people, it is important to provide shelter solutions as quickly as possible. Rather than waiting for the provision of tents or other such temporary shelter solutions, relief items such as plastic sheeting, rope, basic tools and fixings can provide the basis for a simple shelter or can be used to repair or upgrade damaged shelters. The Basic Emergency Shelter Kit (BESK) is designed to provide the materials and tools to construct a simple shelter for displaced families. By removing one component, the poles/sawn timber, the kit can be more portable and lighter. This is version is presented as a Mobile Emergency Shelter Kit (MESK). Note: This document is based on providing Emergency Shelter Support to effected families. Emergency Shelter Support can be provided for many different context and situations. The use of BESK and MESK is intended to be used for shelter to displaced families to erect temporary shelters to provide privacy and dignity. The BESK and MESK can be used to seal off unfinished and abandoned buildings, erect forms of shading, provide separation in community buildings, and erect toilet and communal kitchen infrastructure. The Kit(s) are designed to be multi-functional and multipurpose based on needs and context. Some examples of uses are shown in the diagrams below.

Considerations Security – Some of the items within these kits may need consideration to safety, security and mitigation to potential violence within displaced families and communities. Always consider the distribution of items and consult with communities and authorities before planning and undertaking distributions. Suggested Packages – The MESK and BESK Kits are generic in details and specifications. As the usage of the Kit(s) will be based on countless situations and context to meet emergency shelter, privacy and dignity needs of families and communities, the contents detailed are suggested only. Technical advice should be sought from the Shelter Cluster when required to adapt / add or change suggested Kit(s). Cash Based or Local Market Responses – Unconditional or conditional cash grants maybe considered as an alternative for emergency shelter needs and indicative costs envelopes are provided. Market surveys should be undertaken before considering cash responses. All items detailed could be replaced with similar items or more suitable emergency shelter items based on specific needs, locations and solutions. Orientation to families and communities for usage of Kit(s) – Families and communities should receive guidance on the safe and appropriate usage / intention for the Kit(s) distributed. UNHCR approved standards OR SIMILAR specifications as below: Tarpaulin Size: the finished size of each sheet is 4 x 5 meters +/1 %. Size dependent on availability and context. Effective area: 20.00 m2. Material: made of woven highdensity black polyethylene (HDPE) fibers, warp x weft, laminated on both sides with low density polyethylene (LDPE) coating, with reinforced rims by heat sealing on all sides, (or 2 sides heat sealing and 2 sides double stitching), and a 5 millimeters diameter PE or PP rope on the edge, inside the hem. 1000 denier minimum. Material weight: minimum 190 gr/m2 +/-20g/m2. Tensile strength: minimum 600 N both directions of warp and weft (BS 2576,50 mm grab test, or equivalent). ESK Technical Guidance UV Resistance: stabilized against ultraviolet rays and excess heat for long outdoor exposure. Maximum 5% loss on original tensile strength under

eyelets or equivalent on four sheet sides of the single sheets at 100 cm +/-5cm centre to centre, providing very strong fixation points. Color: preferably white or blue/grey, sun reflective on both sides. Inner black fibers to ensure opacity.
