Invitation to International Crisis Management 2011 (ICM 2011) at the Swedish National Defence College (SNDC) 1.

Background / Aim and scope

ICM, first launched in 1996, is an international course event conducted by the SNDC in Stockholm. The aim of this senior/middle management course is for the participants to obtain an understanding of the need for interaction and co-operation among all the different actors who take part in managing a contemporary conflict/crisis and what might categorize keys to success. In addition, the course aims to give a United Nations perspective on conflict/crisis management. However, the course will also include valid experience from contributing nations, experts and other essential actors. The purpose of the lectures and syndicate work is to give an experienced picture of multinational operations in a complex context and to allow participants to interact and discuss, in smaller groups. The overall aim is to develop a deeper knowledge about how to overcome challenges provided in an UN-mandated mission, but also to give an understanding of the interdependence of the components involved in the operation, such as: political/military/civilian police components, media, non-governmental organisations, humanitarian and human rights agencies, as well as host nations. Each lecture will normally be followed by a “Q & A period”. ICM 2011 provides an excellent opportunity to meet military and civilian participants representing Governmental Organisations, Non-Governmental Organisations and International Organisations from all over the world and to work together in a stimulating environment. Participants

Last year, approximately 80 students, representing some 20 different nations, attended ICM 2010. This year representatives of international organisations, AU, UN agencies, EU institutions, Ministries, Non-Governmental Organisations, National Armed Forces and Civilian Police will be invited as ICM 2011 participants. Swedish representatives are invited from the Ministries, the National Police Board, the Armed Forces and several Non-Governmental organisations.

Language

The ICM 2011 course will be held in English. No translation will be provided. 5.

This invitation is extended to national missions to the UN. The course is also offered within the framework of the Partnership for Peace Agreement, and is listed in the NATO Euro Atlantic Partnership Work Programme (EAPWP). 6.

Participants are expected to make their own personal reservations. Lunch is available at participants own expense at the SNDC on weekdays. There are also a number of lunch facilities within walking distance of the College.

Costs •

Participants will be charged no fee for the ICM course.



Travel costs, board and lodging is at the participants own expense.



The SNDC has unfortunately no funds for sponsoring participants.



Participants will be required to make their own travel arrangements to/from Sweden, as well as to/from the airport.

8.

Social Programme

An informal Ice-breaker will be hosted by the SNDC in the beginning of the course. An informal dinner will be hosted by the SNDC in the second week. 9.

Application

Application forms should be forwarded to the SNDC no later than 30 March 2011. Please use the application form on our home page www.fhs.se/icm. As the number of participants is limited, the SNDC will make a final approval of nominees and notify points of contact not later than 30 April 2011.

10.

Miscellaneous

The ICM 2011 course will take place (indoors) at the SNDC, Drottning Kristinas väg 37 in Stockholm. Military participants are expected to wear daily dress uniform. Participants are required to arrange necessary documents, e.g. visas, travel insurance, uniform permits, etc. Average temperature in Stockholm is at the time approximately +15˚-20 C, with occasional rain.
