The Role of Standards ►
Need to fulfill some eCall service requirements: ►
►
►
►
►
►
EU-wide Interoperability Modularity and gradual deploy (private cars commercial vehicles public transport dangerous goods ….)
►
Availability, Reliability and Testability
►
Long life-cycle (modular and upgradable solutions)
In a MNO perspective, eCall is basically an additional public safety telco service requiring to establish a reliable channel to deliver data (MSD) and voice originated by a device attached to the mobile network eCall, as any telco service has to be interoperable (e.g. device independent, MNO independent), reliable and testable Standardization is always the key enabler eCall Standards developed and published by 3GPP/ETSI and CEN MNO specific topics analyzed and discussed by GSMA to identify possible work items to be addressed Standardization is a continuous process

Open Issues ►
Process ►
►
►
Fragmented pre-existing deployment need to build on top of legacy infrastructure to save costs of the infrastructure deployment/adaptation
Technical ►
►
Based on the experience with EU-112, the deployment of the eCall service in Italy will likely require a certain degree of reorganization of the safety/emergency management process at national level.
The current standardized solution enable a successful deployment; Some aspects might be improved need to guarantee scalability and future technology compliance through a continuous standard evolution
Costs & Business Models ►
Develop credible mechanisms to support deployment & operational costs
►
Integration with other ITS public utility and/or commercial services

Conclusions ►
►
►
►
►
►
eCall is finally entering pre-operational phase Technology is already available but the end-to-end system will have to be able to support modular evolution and upgrades MNO’s prepared to include the needed network upgrades in their roadmap HeERO Pilot Project a suitable tool for assessing the technical and deployment issues in a realistic environment with the involvement of all needed stakeholders High initial deployment costs in the infrastructure need to guarantee significant level of adoption and service availability from day one Need of suitable models for making initial deployment and daily operation economically sustainable for all involved parties
