INTERNATIONAL CONFERENCE on Climate Change & Disaster Management
Climate Change and Natural Disasters are a threat to the humanity and the planet earth. Clear understanding of these natural phenomena is essential to chalk out mitigation measures and evolve effective global policies. Observation, analysis modeling and forecast are integral to management of such complex interactive processes. Space based systems play a vital role in addressing these issues. Knowledge and Data sharing among the ‘haves’ and ‘have-nots’ pose major international policy implications. The Conference, jointly organized by the International Academy of Astronautics (IAA), the International Institute of Space Law(IISL),Department of Earth Sciences (MoES) Govt of India and the Kerala State Council for Science, Technology and Environment (KSCSTE) proposes to address all technical and policy matters related to Climate Change and Disaster Management. This Conference in Trivandrum seeks to bring together scientists and policy makers from all over the globe and synthesize opinions in preparation of an IAA Heads of Space Agencies Summit on September 14-15, 2015 in Mexico.
SCOPE OF THE CONFERENCE Advances in science and technology have made significant contributions to our understanding of climate change and management of natural disasters. Satellites launched by major space faring nations provide data on vital parameters on an operational basis. Even so, the current capabilities are mostly at the level of post –disaster monitoring and damage assessment. Early warning systems are still at research level and developing countries, where the impact of disasters is high, have very limited space capability. Therefore, data sharing between the haves and have-nots is essential today. Legal implications of any international framework for policy making need to be studied keeping in mind the social aspects of human behavior in diverse cultures. All these, in turn, necessitate strong international cooperation between developed and developing countries. The Conference will address scientific and technical as well as policy, programmatic and legal issues.
Papers are solicited in the following themes:
CLIMATE CHANGE • Climate change variables, current status and projections for future
DISASTER MANAGEMENT
• Mitigation measures and research topics
• Specific issues related to disaster management support
• Data requirements, present and future space Earth Science systems and data distribution networks
• Communication networks through international cooperation
• Climate Change Data Protocols and Data Base creation
• Research efforts and knowledge integration for developing early warning systems/models
• Legal and policy dimensions
• Earth observation based disaster alert methods, satellite based technologies for disaster management
• Role of private sector
• Capacity building and outreach activities
• Climate analysis and modeling
• National/regional/international level networking for disaster mitigation

About IAA
About IISL
The International Academy of Astronautics (IAA) promotes development of astronautics for peaceful purposes, recognizes individuals who have distinguished themselves in any related branch of science or technology and provides a platform for its members to participate in international endeavors for the advancement of aerospace sciences. IAA also addresses the question of sharing, distribution and dissemination of data related to climate change and disaster management.
The International Institute of Space Law (IISL) was founded in 1960. Objectives of the institute include cooperation with appropriate international organizations and national institutes in the field of space law and carrying out of tasks for fostering space law development. IISL looks forward to studying the legal and policy aspects of climate change, disaster management and data sharing.
About MOES
About KSCSTE
The Ministry of Earth Sciences (MoES) aims to create a framework for understanding the complex interactions among the key elements of the Earth System, by encompassing national programmes in Ocean science, meteorology, climate and environment. It is mandated to provide the nation with the best possible services in forecasting namely the monsoons and other weather/ climate parameters. The Ministry also plays a nodal role for Antarctic/Arctic and Southern Ocean research.
Kerala State Council for Science, Technology and Environment (KSCSTE) is an autonomous body constituted by the Government of Kerala in November 2002 to encourage and promote science and technology related activities in the State. KSCSTE is a partner and the local organizer for this conference. It looks forward to providing a platform for addressing scientific issues related to climate change and disaster management, with specific emphasis on India.
VENUE: Kovalam, Trivandrum Kovalam is an internationally renowned tourist spot with three adjacent crescent beaches. It has been a favorite haunt of tourists, since the 1930s. A massive rocky promontory on the beach has created a beautiful bay of calm waters ideal for bathing and surfing. Kovalam is 16 km away from Trivandrum, the capital of Kerala.
