Part A: Roof of the Danube River Basin District Management Plan

Definition of sub-basin and sub-unit Sub-basin (according to Art. 2, 14. WFD) “means the area of land from which all surface run-off flows through a series of streams, rivers and, possibly, lakes to a particular point in a water course (normally a lake or a river confluence).” Sub-unit (defined for the use in the Danube River Basin District) “means an area located on national territory consisting of a) a sub-basin, b) a part of a sub-basin, c) a group of sub-basins, or d) a group of parts of sub-basins”.

Danube River Basin Management Plan The river basin district management plan is divided into two parts: 1) Part A: The international “roof” for the Danube river basin gives an overview of all relevant information of basin-wide importance; it consists of descriptive text and illustrative maps on the DRB overview scale and describes the methodological approach. 2) Part B: The national reports gives all relevant further information on the national and bilaterally coordinated level necessary according to Art. 13 and Annex VII.

Coordination requirements of the WFD Where a river basin district extends beyond the territory of the Community: “the Member States concerned shall endeavour to establish appropriate coordination with the relevant non-Member States, with the aim of achieving the objectives of this Directive throughout the river basin district.” (Art. 3.5) For coordination of the river basin management plan: “The Member States shall endeavour to produce a single river basin management plan, and, where this is not possible, the plan shall at least cover the portion of the international river basin district lying within the territory of the Member State concerned.” (Art. 13.3) Dr. Ursula Schmedtje, ICPDR Secretariat WFD-ISPA Workshop, Prague, May 23-24, 2002

3rd Plenary Session of the ICPDR - November 2000 • “The implementation of the EU Water Framework Directive is considered having the highest priority for the ICPDR. • The ICPDR will provide the platform for the coordination necessary to develop and establish the River Basin Management Plan for the Danube River Basin. • The Contracting Parties ensure to make all efforts to arrive at a coordinated international River Basin Management Plan for the Danube River Basin.”

Relevant resolutions of the 7th STG Meeting (6 to 7 June 2002), Prague • welcomes the preparation of a pilot project for the development of the RBM Plan for the Sava River Basin; • asks the RBM EG to cooperate with the Project with the view to apply and to test the ICPDR strategy for implementing the EU WFD in the DRB and to provide support for project implementation; • recommends to establish, with the assistance of the Project, a coordinating body for the preparation of the Sava RBM Plan.
