Background:

Main objective

• Provide relevant and transferable knowledge from a cross-border innovative procurement process of sustainable, high-tech care homes • Provide relevant and transferable knowledge from the construction phase

• Lyngdal (N) and Falun Municipality (S) will together buy sustainable buildings with welfare technology to meet future demographic and environmental challenges.

Main Activity Phases • Develop a joint public procurement strategy  identify common procurement needs  identify available innovative solutions

• Joint procurement agreement between Falun and Lyngdal  describe a set of specifications for the joint public procurement of innovative solutions  needs and requirement of both communities

InnoBuild • The common needs described in a few words: • With the concepts of sustainability and welfare technology, we believe that the building should be: – environmentally friendly – require little maintenance (LCC) – Prevent strain on staff, and – facilitate improved living-standard for seniors with complex needs, including dementia.

Methods, dialogue and marketing activities (2) • Contact with the market: – An early market sounding conference in Brussels was arranged in November 2012 • Aim: to identify which solutions the market can be expected to provide • Aim: to reach out to the entire European market. • Business Europe was engaged in identifying and contacting potential suppliers. • The methodology was presented.

• Dialogue conference in Stockholm, March 2013 • In the dialogue phase – economic operators will gain insight on current issues and needs – Municipalities will receive an insight into possible solutions in the market and will use this information in their procurement.

Method, dialogue and marketing activities (3) • Dialogue Activities after the initial conference: • Project has carried out a number of other dialogue activities to provide mutual insight into needs and possible solutions for the municipalities and the suppliers. • Use of stakeholders / focus groups – Brainstorming sessions with stakeholder groups such as health care personell, technical staff, senior citizens, relatives

• All information may be used to prepare the tender documents • Dissemination of knowledge: Knowledge and best practice will be spread through EU and Business Europe-channels, through the project’s web-site and through seminars and conferences.

What has experience taught us so far? Possibilities and challenges • Cultural building – Important and rewarding Gain experience

• Cannot have one joint procurement fro A-Z – Mostly a joint procurement process – Legal requirements • If dispute, Litigating parties to meet in own country • Amendment to contract?
