FOREWORD Dear friends and collaborators, India is said to have more than 200,000 NGOs numbering the highest in a country. Besides, there are CSOs, Human Rights Activist groups and RTI Activists ranging from far left to far right ideological orientations. In spite of such a range of ideologies and activities, a true bottom up model of development has not been possible in this country. One legitimate question is that do we need such a vast NGO list when in a democratic nation which claims to give stable government? The volume of NGO presence is a sign of a good or bad, effective or ineffective state. The greater the presence of NGOs the less effective is the governance of a nation. From this point of view, it is clear that the state apparatus in our country is not doing its job. It is in this context that NGOs emerge to fill the gap/vacuum that the state apparatuses have created. But today the dimensions and volumes of issues that affect the socially, economically and culturally marginalized communities call for strong synergies and networking whenever and wherever is possible. There are areas wherein we need to work very closely with government apparatuses to get the grassroots communities their rights and entitlements and there are areas we need to challenge the state machinery when its polities and priorities are anti-people, anti-poor. We need a strong network in such a context. Today’s socio-political, economic and cultural realities call for both type of collaboration, with the government agencies and between NGOs fraternities.

This is the age of collaboration, from grassroots to international bodies and agencies, between the most illiterate rural masses to highest international scholars and intellectual giants on people’s issues and needs. Marginality and social exclusion are two nemeses of almost two thirds of world population. It is even more and worse compared to other countries. This needs for greater and greater collaboration, exchange of ideas and programs, and so on. It is in this context Indian Social Institute (ISI –B), looks at the poor and the marginalized, envisages training program, interactions, internship and exchange programs with national and international learning centers so that such synergy is possible, collaboration can become the strongest methodology to social transformation. So, we invite you all our friends and collaborators to be part of the initiatives that ISI –B is venturing. Feel free to share your feedback on our training and research activities, be part of our initiatives and let us together create a new society of fraternity, social justice and inter-human solidarity. 1. AN OVERVIEW

I

ndian Social Institute, Bangalore, (ISI B) was established in 1963 as the Training Unit of Indian Social Institute, Delhi. Though ISI B was located in Bangalore, right from the beginning it was a national centre but specially focusing on the four southern states. In 1993, ISI-B became an independent institute with special focus on training the social activists and leaders from the marginalized communities. Over the last five decades and more, the Institute has been accompanying the people from the marginalized communities through training, research, documentation, networking and advocacy. ISI B is not an implementing agency but works in and through the CBOs, NGOs, CSOs and other like-minded individuals and organizations to initiate social change in the society to reclaim the lost social rights and dignity of the marginalized. Vision: “A just, humane, democratic, secular and inclusive society” Mission: To accompany the marginalized communities to claim their entitlements for a dignified life, through social research, training programmes, publications, advocacy and critical initiatives, in partnership with like-minded people, organizations and movements. Objectives: ¾¾ To accompany the Community Based Organisations (CBOs) to carry forward their struggles for a better life.

Since evidence based advocacy alone will lead to the expected result, greater stress is laid by the Institute on action research. • Documentation: Understanding the fact that knowledge is power, the Institute collects and disseminates information, data, and other material about the priority groups. • Publication: Outcomes of the research, workshops and seminars are published at an affordable cost for the benefit of people, CBOs, CSOs, NGOs and people’s organisations. • Networking: Understanding its role as a national institute, the Indian Social

Institute Bangalore has been networking and collaborating with individuals, institutions, organisations, government departments, funding agencies for the well being and rights of the common people. • Advocacy: The Institute as part of civil society interventions is engaged in social advocacy, trying to highlight the issues of priority groups. Operational Divisions: As a national resource centre for CBOs, CSOs, NGOs and people’s organisations the Institute has developed a fairly satisfactory infrastructure, human and material resources. At the operational level these resources are divided under the following Units: Research Unit: This unit undertakes socially relevant researches which have policy implications and provide support for networking and advocacy. It also conducts research methodology course specially for social activists who can do a lot fact finding, issue based short term researches for their further exploration of issues and remedies to problems. Human Rights and Training Unit: The Human Rights Unit attempts to network with social activists, human rights activists, human rights defenders and civil society organizations in upholding the rights of all especially the most marginalized and vulnerable. It also conducts trainings on social realities and makes resource materials available for the CBOs, CSOs, NGOs and people’s organizations. Women’s Unit: Gender sensitization and gender equity are central focus of this unit. Along with this, it also concentrates on the capacity enhancement of the Dalit, Tribal and minority women. Labour and Migration Unit: This unit which is being set up in the Institute envisages to accompany the intra and inter-state migrant workers and establish linkages between the place of origin and destination and undertake researches to highlight the issues of the migrant workers and engage in policy interventions. Outreach Programs: Outreach programs in the five southern states are organized to train and capacitate the activists of the CBOs, CSOs, NGOs and people’s organizations. Also this unit networks with the CSOs and NGOs. At present the outreach programs are carried out in Andhra Pradesh, Karnataka,

Kerala, Tamil Nadu and Telengana. Library, Documentation and Journal Section: Through the Library, Documentation and Journal Section the Institute provides service to research scholars, activists, university students, etc. Residence: ISI-B Residence provides 24 hours service to all the people who come to the Institute to attend different programmes organized by the Institute but also offers this facility to others, especially those who belong to CBOs, CSOs, NGOs and peoples organizations. At a given time over 150 participants are accommodated here. Also, over 350 people can have their meals at a given time. Meeting and Conference Facilities: ¾¾ Big auditorium with a capacity of 450 people. ¾¾ medium auditorium with a capacity of 175 people. ¾¾ A hall with a capacity of 75 participants. ¾¾ 3 conference rooms with a capacity of 30 people each.

2. CENTRAL PROGRAMMES

he following programs are proposed from different units of the institute as their annual program for the year 2016 – 17. Some programs are repetitive from the previous year taking into consideration their relevance and demand while many new programs have also been introduced with newer and pertinent issues that affect the socially and economically marginalized communities that ISI B would like to address in this financial year. Here are the various programs of different departments.

2.1 RESEARCH UNIT: 2016-17

esearch Unit does not introduce any new course but has proposed a new research on Land Acquisition Bill, as the two researches that the unit undertook were completed. The other two programs were regular programs from the unit which are very relevant and needed. The research team is now composed of two stalwarts, one with rich experience in the field of teaching, writing and field study and the other with strong and fresh academic qualification from both national and foreign degrees. With this strong duo, the unit is planning to take more researches this year. They are in the process of submitting two or three more researches. There will be changed and new directions to other programs like fact-finding and documentation and also in the research methodology course. Here is the detail of the activities of the Research Unit for the financial year 2016 – 17:

RES-01: Solidarity with Victims of Socio-Political and Cultural Violence: Fact Finding Context It is one of the core responsibilities of the Research Unit (RU) to reach out to the emerging unrest and violence against our priority communities. As we all are aware, our country is pitted against the vast majority of the socially and economically marginalized communities by the dominant minority of casteist and religious fundamentalist groups. As a result, sporadic and targeted violence and tension are let lose to reinstate the dominant social and political discourse and supremacist tendency. On such occasions, RU would like to reach out to the spot and do a fact—finding reporting and documentation of the event which would be taken up for advocacy with likeminded groups and CSOs for action.

RES-02: Land Acquisition Bill: An Assessment with Special Reference to Socially and Economically Marginalized Communities of South India General Objective To critically look into the impact of Land Acquisition Bill upon the socially and economically marginalized communities, both rural and urban, especially upon SCs and STs and to propose ways for policy changes.

Specific Objectives of the study ¾¾ To make the weaker section o South India to the awareness of Land Acquisition Bill. ¾¾ To critically look into the rural marginalized community in comparison with urban marginalized community and their impact upon the government act after the promulgation of Land Acquisition Bill. ¾¾ To critically analyze the impact among the social and economic underclass; ¾¾ To find out the various problems that the weaker section experience by the Bill, and ¾¾ To initiate policy changes and policy implementations through advocacy and lobbying. Methodology The study will be done in two parts: 1. Critical Analysis of the Secondary Data, and 2. Primary Data Collection to generate fresh information pertaining to implementation and its impact upon the socially and economically marginalized communities. Primary Sources ¾¾ Primary data includes preparing questionnaire and interview schedule, case studies and key informants. ¾¾ The primary data will be inter views of different marginalised communities. ¾¾ Samples will be selected at random both rural and urban giving equal/ percentile basis. ¾¾ Equal number of rural and urban areas will be selected from all the southern states. ¾¾ Some prominent individuals will be selected from all the five states. ¾¾ Some nationally known experts and their opinion will also be gathered.

Secondary Sources ¾¾ Government sources - government notifications, Land acquisition bill, and other documents both from the central and state governments. ¾¾ Karnataka, Kerala, Tamil Nadu, Andhra Pradesh and Telangana states statistics, statistics generated by private agencies, research centers, etc. ¾¾ Private sources of information, articles published on the various dimensions of Land Acquisition bill. Time Line The study will be completed in 16 months from April 2016 to July 2017. Since it is a study in all the southern states of India and involves different languages, different nature of the area and mode of operation, etc. it needs more time.

RM-01: Course on Research Methodology for Social Advocacy and Lobbying & SPSS (8 Days) Objectives At the end of the course the participants will be able to: ¾¾ Understand the social realities around them. ¾¾ Identify the areas of research that are need based. ¾¾ Know the technical aspects of the both qualitative and quantitative methods. ¾¾ Study the problems of their locality with research background. Objectives-SPSS At the end of the course the participants will: ¾¾ Be able to prepare and enter data into SPSS. ¾¾ Understand how SPSS uses statistical procedures such as Frequencies, Cross tabulation Pearson Chi Square, Compare Means, Independent Samples T-test, One way Anova and Correlation. ¾¾ Be able to transform and recode data. ¾¾ Know how to use SPPS to work with graphs.

¾¾ Understand how to create and edit pivot tables. ¾¾ Understand how to import data from external sources, e.g. Excel worksheets and Access database tables. 3.2 KARNATAKA OUTREACH: 2016-17 General introduction and Overall objectives ¾¾ Since its inception, Karnataka Outreach in close collaboration with several like-minded grassroots organizations and educational institutions has been working to strengthen democratic, secular and egalitarian ethos in the state. ¾¾ During the year 2016-17, it is going to focus its attention on carrying forward its work of empowerment of the progressive forces that have been striving for justice; social, economic and gender. Our empowerment work will focus on broadening their legal knowledge, and awakening a sense of human dignity, and reinvigorating their fighting spirit. ¾¾ Karnataka Outreach continues its humble efforts to wean away our youths from the clutches of sectarian and divisive forces by exposing their hidden agendas and machinations. Social analysis training is especially designed to orient our students and youth leaders to make them contribute their mite to weaken the forces of intolerance. ¾¾ Communal forces are still active in the state of Karnataka, and they are busy in building communal consciousness. To build communal consciousness they have been misappropriating formal and non-formal educational space. To counter this we have planned three trainings for teaching community to orient our teachers to play a proactive role in the regeneration of our society on the principles of Tolerance, Mutual Respect and Egalitarian values.

¾¾ Apart from strengthening students and teachers we continue to be a visible part of important secular forums and campaigns such as Karnataka Communal Harmony Forum, and People’s Campaign for Right to Water. ¾¾ To put it, in a nut-shell, the overall objectives of our programmes are to inculcate life-enhancing values in our students, and to de-communalize the educational space, and to strengthen the struggles of Scheduled Castes, Scheduled Tribes, Religious Minorities and Dalit-Christians to assert their constitutional and and legal rights so that they can redeem their human dignity and constitutional rights. In order to realize its objectives, Karnataka outreach is proposing a total of seventeen programs on six themes for the year 2016-17. THE SPECIFIC OBJECTIVES: ¾¾ To deepen the knowledge of Dalit and Tribal activists about legislations which have been recently enacted for the benefit of their communities. ¾¾ To reinvigorate the cadre base of Dalit Christian Movement in Karnataka by deepening its knowledge base pertaining to the current developments and challenges. ¾¾ To work with secular-minded teachers to spread the egalitarian values among the student community. ¾¾ To facilitate the acquisition of Life-affirming Social Values and Life-Skills by the students and youth leaders belonging to marginalized communities – especially from rural Karnataka. ¾¾ Keep spreading the ideals of great persons viz. Mahatma Phule, Savitri Bai Phule, Dr. Ambedkar, Narayana Guru, Basavanna, Periyar, Birsa Munda. ¾¾ To make our associates gender-sensitive and to motivate them to lead an eco-friendly and simple life. 6. FACILITIES An Overview Indian Social Institute Bangalore provides facilities of the Institute for meetings, conferences, training programmes, seminars and classrooms. Many CBOs, voluntary organizations, NGOs , CSOs, educational and social institutions utilize these facilities. Facilities are given at a concessional rate for those groups who work with the Dalits, Tribals, minorities, women, street children, domestic workers, construction workers, unorganized sector workers, fish workers etc. For the conferences, the Institute provides facilities such as audiovisual equipments, computers, laptops, LCD projectors, screens and xerox. We make sure that all possible facilities are offered to the groups for their smooth running of the programmes.

Johnson Make with a capacity for 8 persons, that is, 545 kg. 2) Sanctioned Power Load for the entire Institute is 80KV. 3) The Transformer is in a corner of the Institute and is safe from any disturbances. 4) There are two generators: a) For the new building 40KV, b) old buildings 25 KV. 5) Over and above there is backup available for the new building which is 5 KV for essential operations. 6) Water Supply: There is a perennial source of water in a well in the campus. There are also 2 bore wells in the campus. From these sources, water is pumped to a) main tank in one of the old buildings which takes care of the water needs of most part of the Institute, containing over 35,000 liters; b) there is also a tank in the new building which has a capacity of 3,000 liters. This capacity can be increased. We are also applying for Municipal Corporation Water Supply. 7) Security: 24 hour Security Service is available. 8) There is a small garden which attracts visitors.
