Learning Objectives • Analyze the importance of specifications in achieving LEED certification during the bidding and construction phases. • Identify bid phase activities that support achievement of LEED certification. • Document the LEED certification tasks that are specified in the Project Manual which are used during the construction phase of a project. • Identify the role of the commissioning agent during the project’s construction and how the specifications enable their work.
Next Steps After Specifying and Selecting Green Building Materials
Next Steps After Specifying & Selecting Green Building Materials • Your Job Does Not End With Completion of Construction Documents • Prepare for Bidding/Negotiation Phase of Project • Assist Owner in Selection of Contractor or Construction Manager for Project • Prepare for Construction Phase of Project • Participate in Commissioning of Project • Follow Up After Construction is Complete
Bidding Phase Steps to Ensure Compliance
Bidding Phase Steps To Ensure Compliance • Intensify Efforts at Start of Bid Phase • Use the Construction Documents to Identify Where LEED Certification Impacts Material, Product and System Selection
Bidding Phase Steps To Ensure Compliance • Intensify Efforts at Start of Bid Phase • Use the Construction Documents to Identify Where LEED Certification Impacts Material, Product, and System Selection • Educate Bidders About Green Building Materials and Systems • Process Substitution Requests for Green Building Materials and Systems
Bidding Phase Steps To Ensure Compliance • Intensify Efforts at Start of Bid Phase • Use the Construction Documents to Identify Where LEED Certification Impacts Material, Product, and System Selection • Educate Bidders About Green Building Materials and Systems • Process Substitution Requests for Green Building Materials and Systems • Participate in Pre-bid Conference
Bidding Phase Steps To Ensure Compliance • Participate in Pre-bid Conference – Explain LEED Certification Process – Have Owner State Reasons for Pursuing LEED Certification and Importance to Project – Review Substitution Request Process Specific to Green Materials, Products and Systems – Discuss Alternates and Impact on LEED Certification – Keep Minutes of Pre-bid Conference for Future Reference – Questions/Responses Must be in Writing!
Bidding Phase Steps To Ensure Compliance • Participate in Pre-bid Conference • Respond to Requests for Information • Notify Manufacturers of Green Building Materials, Products, and Systems That Project is Bidding
Construction Phase Steps to Close the Loop
Construction Phase Steps To Close the Loop • Discuss LEED Requirements with Successful Bidder & Subcontractors at Pre-Construction Conference • Conduct Kickoff Meeting with Contractors at Job Site to Educate and Explain LEED Process • Conduct Regular Meetings to Monitor Progress of LEED Certification Achievement • Issue Regular Reports to Team on Progress & Stumbling Blocks • Issue Updated Rating System Checklists Throughout Construction Phase
Construction Phase Steps To Close the Loop • Issue Regular Reports to Team on Progress & Stumbling Blocks • Issue Updated Rating System Checklists Throughout Construction Phase • Require Submittal of Proposed Products List • Look Out for Unauthorized Substitutions • Verify That Submittals Document Requirements as They Relate to Certification
Construction Phase Steps To Close the Loop • Use a Submittal Tracking Form Organized by Specification Sections • Make Sure Commissioning Requirements Are Met • Make Sure Closeout Documentation Includes Information Required for Certification Process • Make Sure Owner’s Personnel Receives Required Training in Operation & Maintenance • Complete and Submit Certification Package
Situational Sample – Practical Example
Situational Example • Project is Seeking LEED Certification • Contractor is Required to Provide Submittal Information Concerning Recycled Content
What Spec Required
What Spec Required
Situational Example • Project is Seeking LEED Certification • Contractor is Required to Provide Submittal Information Concerning Recycled Content • Contractor Only Submits Shop Drawings • What Action Would You Take to Get the LEED Submittal?
Polling Question •
Approve Submittal and Request LEED Submittal?
•
Reject Submittal as Being Incomplete and Send Back to Contractor?
•
Hold On To Submittal and Request That Contractor Provide LEED Submittal First?
Understanding the Value of Commissioning
Understanding the Value of Commissioning • Provide Owner With Level of Assurance That Building Will Function as Designed • May Reduce Building Operating Costs by a Larger Margin Than Energy Conservation • Commissioning Adds to First Cost of Building Project • Costs Can Range From 0.5 to 1.5 Percent of Construction Cost
Understanding the Value of Commissioning • Intent: Verify that building energy systems are installed, calibrated and performing in accordance to the Owner’s Project Requirements (OPR), Basis of Design (BOD), and Construction Documents. • What Is Included in Basic Commissioning? – HVAC&R Systems and Controls – Lighting and Daylighting Controls – Domestic Hot Water Systems – Renewable Energy Systems (Wind, Solar, etc.)
Understanding the Value of Commissioning • Designate a CxA to Lead, Review and Oversee Commissioning Process Activities • When? – As Soon as Possible After Start of Project Design – No Later Than Start of Construction (Not Recommended)
• Review OPR and BOD Documents for Clarity and Completeness • Prepare a Commissioning Specification
Understanding the Value of Commissioning • OPR Components - Owner Prepares – Building use and use by space – Goals (energy, environment, etc.) – IEQ – lighting, temperature ranges, acoustics – Equipment and System Expectations – O&M and Training Expectations
Understanding the Value of Commissioning • BOD Components - Design Team Prepares – MEP Narrative – Design Assumptions » Space Use » Diversity » Redundancy » Climatic Data – Standards
Following Up After Construction Is Complete
Following Up After Construction Is Complete • Obtain Outstanding Documentation Required for LEED Certification • Obtain Final Commissioning Report from CAx • Make Sure That Punch List and Outstanding Commissioning Items are Completed and Corrected • Submit LEED Package for Review and Certification by GBCI • Follow Up With Owner & Occupants After Building Opens & is Fully Operational
Following Up After Construction Is Complete • Follow Up With Owner & Occupants One Year After Building Occupancy • Prepare for and Attend LEED Plaque Ceremony at Certified Building!
