Preface Implementing ANZSIC 2006 in manufacturing, wholesale, and selected other services provides additional detail on the use of a new industrial classification for Statistics New Zealand’s industry-based quarterly business surveys. This paper discusses the major changes to the industrial groupings resulting from the use of the Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06), and how these changes affect the surveys. In addition, the process taken to implement the new classification is summarised. Tables showing the contributions of ANZSIC96 industries to the ANZSIC06 industries are included. Statistics NZ welcomes any comments about this paper. It is being released to support the quarterly manufacturing and wholesale trade survey results, which are scheduled for release in April 2011, and to better inform users of the differences between ANZSIC96 and ANZSIC06.

1 Introduction Implementing ANZSIC 2006 in manufacturing, wholesale, and selected other services discusses the integration of the Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06) into Statistics New Zealand’s manufacturing, wholesale, and selected services surveys. Industrial classifications are reviewed periodically to ensure they remain current. ANZSIC06 reflects the changes that have occurred in the structure and composition of industries since ANZSIC was developed in the 1990s. This paper discusses the major changes to the industrial groupings resulting from the use of ANZSIC06, and how these changes affect the surveys. In addition, the process taken to implement the new classification is summarised. Tables showing the contributions of ANZSIC96 industries to the ANZSIC06 industries are included. 2 Introduction to short-term indicator statistics Short-term indicator statistics are published using data collected in several Statistics NZ surveys. These statistics: • • •

provide data to assess the performance of different industries within the national economy are used in estimating quarterly gross domestic product (GDP) help the New Zealand Treasury to make projections about how the economy will perform.

The short-term indicator surveys are being updated to the ANZSIC06 classification. The industries covered by the surveys, the release dates, and length of the backdated time series are shown in the following table. The Business Frame and statistical units Businesses are selected for the surveys from Statistics NZ’s Business Frame. The Business Frame is a comprehensive database of New Zealand businesses and their structure. It is used as a statistical register (frame) for business surveys operated by Statistics NZ. Businesses are structured in a hierarchical model that comprises three units: the enterprise (ENT), the kind of activity unit (KAU), and the geographic unit (GEO).

Economic Survey of Manufacturing The quarterly Economic Survey of Manufacturing (QMS) collects statistics for the ANZSIC06 division C, manufacturing. There are around 21,000 ENTs in the manufacturing industry. Every quarter, between 800 and 900 KAUs are sampled. The postal sample is supplemented by GST data that represents smaller manufacturers. Data is collected for: • • • • •

the value of total sales the value of closing stocks of materials and finished goods, work in progress and trading stocks additions to and disposal of fixed assets gross salaries and wages purchases and operating expenditure.

Wholesale Trade Survey The Wholesale Trade Survey (WTS) is a quarterly survey of businesses engaged in division F, wholesale trade. Between 500 and 600 KAUs are sampled from a population of around 17,000 ENTs. The postal sample is supplemented by GST data representing smaller wholesalers. Data is collected for: •

the value of total sales



the value of closing stocks of raw materials and finished goods.

Selected other services The selected other services information comes from the Other Services Survey, a new survey that covers the activity previously collected in the ANZSIC96-based Retail Trade Survey (RTS). Monthly GEO data for this subdivision is no longer available from the RTS. Instead, a quarterly survey of ‘selected other services’ collects data for the KAUs for these previously ‘retail’ industries. The results are available on Statistics NZ’s online Infoshare database at the national level only. Data is collected for total sales only. The survey includes these ANZSIC06-based industries: • • • •

subdivision 94, repair and maintenance group 951, personal care services group 952, funeral, crematorium, and cemetery services group 953, other personal services.

3 Introduction to ANZSIC 2006 The Australian and New Zealand Standard Industry Classification (ANZSIC) was developed for use in compiling and analysing industry statistics in Australia and New Zealand. Industrial classifications are reviewed periodically to ensure they remain current. The 2006 edition of ANZSIC replaces the 1993 and 1993 New Zealand-use versions developed jointly by the Australian Bureau of Statistics and Statistics NZ. It reflects the changes that have occurred in the structure and composition of industries since ANZSIC was first developed. ANZSIC96 used a mixture of supply- and demand-side concepts in defining industries, leading to criticism that there was an inconsistent and arbitrary treatment of certain industry activities. ANZSIC06 has moved to using supply-side-based industries and groupings, where business units engaged in similar productive activities are grouped together, and therefore exhibit similar production functions. ANZSIC06 also aligns as far as practicable with the International Standard Industrial Classification of All Economic Activities (ISIC) (Revision 4) and the North American Industry Classification System (NAICS) at the subdivision level. ANZSIC06 is a hierarchical classification with four levels: divisions (the broadest level), subdivisions, groups, and classes (the finest level). The divisional level provides a limited number of categories that show a broad picture of the economy – suitable for publishing summary tables in official statistics. The subdivision, group, and class levels provide increasingly detailed dissections of these categories – for compiling more specific and detailed statistics. Classification changes that affect the surveys Division C, manufacturing Activities moving in to manufacturing •

Converters move from division F wholesale trade Units that arrange the manufacture of their products by another unit, paying the sub-contracted unit a commission, are referred to internationally as 'converters'. Under ANZSIC06, converters move from ANZSIC96 division F, wholesale trade into manufacturing. Under ANZSIC96 converters were typically found in the following industry groups: o meat wholesaling o fruit and vegetable wholesaling o wool scouring wholesaling o clothing wholesaling o petroleum product wholesaling o metal and mineral wholesaling Businesses that manufacture and sell bread and bakery products at the same premises move from ANZSIC96 division G, retail trade. Photocopying services moves from ANZSIC96 division L, property and business services.

Activities moving out of manufacturing • • • • • •

A range of machinery equipment repair and maintenance activity moves to division S, other services. Contract packing of processed fruit and vegetables moves to a new class (N7320, packaging services) within division N, administrative and support services. Print and recorded media publishing moves to the new division J, information media and telecommunications. Desk-top publishing moves to division N, administrative and support services. Farrier services moves to division A, agriculture, forestry, and fishing. Some installation activity of items, such as elevators, safes, and air conditioning equipment moves to division E, construction.

Division F, wholesale trade Change in definition for wholesale and retail trade The coding to the wholesale and retail trade divisions has changed for ANZSIC06. Under ANZSIC06, a business that sells to both businesses and the general public is classified to division F, wholesale trade, if it operates from premises such as a warehouse or office with little or no display of goods, has large storage facilities, and is not generally located or designed to attract a high proportion of walk-in customers. Businesses are classified to division G, retail trade, if their customers include the general public and their premises are located to attract a high volume of walk-in customers, they have an extensive display of goods, and/or use mass media advertising designed to attract customers A business that sells to both businesses and the general public will be classified to the retail trade division if it operates from shop-front premises as described above. Businesses that sell goods from warehouse or office premises with little or no display of goods, have large storage facilities, and are generally not located to attract a high proportion of walk-in customers, will continue to be classified to division F, wholesale trade.

Activities moving in to wholesale trade •

Wholesaling of motor cycles, trailers, and caravans moves from ANZSIC96 division G, retail trade (previously included with retailing those products).

New ANZSIC06 class for commission-based wholesaling A new class has been created for businesses engaged in purchasing and/or selling goods or services on behalf of others on a fee or commission basis. Under ANZSIC96 these units were classified to various wholesaling classes, depending on what the units were selling. The new class also includes: • •

Auctioning services (motor vehicles, furniture etc) previously in ANZSIC96 division G, retail trade. Auctioning services (other products) previously in ANZSIC96 division L, property and business services. Real estate auctioning remains in division L.

Activities moving out of wholesale trade •



• •

Converters move to division C, manufacturing (see discussion in division C above). Due to the definition change noted above, a number of businesses previously in wholesaling move to division G, retail trade. These include: o hardware and building suppliers that sell goods to the public o motor vehicle parts dealers that have 'retail' premises. Contract packing of groceries moves to a new class (N7320, packaging services) within division N, administrative and support services. Car radio and air-conditioning installation moves to division S, other services.

Subdivision S94, repair and maintenance Repair and maintenance activities are carried out on a wide range of items of plant, equipment, household appliances, and personal goods. The nature of repair and maintenance activities varies, from engineering operations such as engine reconditioning, to minor servicing operations such as replacing a part in a washing machine. In ANZSIC96, these activities were classified to a number of different divisions. In ANZSIC06, their classification follows the production function. Repair and maintenance activities that generally have a different production function to the units that create the products being repaired or maintained have moved to the new subdivision 94, repair and maintenance. The new ANZSIC06 subdivision covers the following ANZSIC96-based activities: • • • • • • • • • • •

A range of other machinery equipment repair and maintenance moves from division C, manufacturing. Computer repair and maintenance moves from division C, manufacturing, and division L, property and business services. Domestic appliance repair and maintenance moves from division C, manufacturing, and division G, retail trade. Electronic and precision equipment repair and maintenance moves from division C, manufacturing, and division G, retail trade. Gas appliance repairs moves from division E, construction. Car radio and air-conditioning installation moves from division F, wholesale trade. Automotive repair and maintenance moves from division G, retail trade. Clothing, footwear, and personal accessories repair moves from division G, retail trade. Installation of television antennae, cabling, and satellite dishes moves from division G, retail trade. Transport container repair or refurbishing moves from division I, transport and storage. Computer and office machine repair and maintenance moves from division L, property and business services.

Subdivision 95, personal and other services The Other Services Survey includes activities previously covered in ANZSIC96 subdivision 95, personal services, and surveyed in the ANZSIC96-based RTS. The new survey will cover the following ANZSIC06 groups: • • •

951, personal care services 952, funeral, crematorium, and cemetery services 953, other personal services.

ANZSIC06 groups 954 (religious services) and 955 (civic, professional, and other interest group services) are outside the scope of the Other Services Survey.

Activities moving into ANZSIC06 groups 951, 952, and 953 • • • •

Parking services moves from division I, transport and storage. Hair restoration services, welfare fund raising moves from division O, health and community services. Pet boarding services moves from division A, agriculture, forestry, and fishing. Personal health and fitness training moves from division P, cultural and recreational services.

Activities moving out of ANZSIC96 division Q, personal and other services • • • • •

Video hire outlets, personal and household goods hiring moves to division L, rental, hiring and real estate services. Personal and household goods hiring nec moves to division L, rental, hiring, and real estate services. Professional photographic services moves to division M, professional, scientific, and technical services. Gardening services moves to division N, administrative and support services Internet services, telephone game operations moves to division J, information media and telecommunications.

4 Implementing ANZSIC06 in the short-term indicator surveys The process of implementing ANZSIC06 in the surveys began with initial planning in July 2008 and will end with the release of quarterly ANZSIC06-based QMS and WTS estimates for the December 2010 quarter in April 2011. The following section describes the coverage and sample design changes and the methodology used to produce backcast ANZSIC06 time series.

Summary of methodological changes The basic method of selecting a sample of businesses based on industry and size, and then weighting it to represent the population of businesses, has not changed. However, there are some changes to sample selection and data collection for the surveys: • •



A revised sample, based on current type of activity (eg whether a supermarket or sawmill) and size, was selected to represent the current population distribution of businesses within each industry. Where possible, small and medium-sized businesses in the previous survey were rotated out of survey selection and replaced with different businesses. This is part of Statistics NZ's intent to minimise compliance costs for New Zealand businesses. Sales reported in GST returns are now used more for small businesses, rather than collecting data directly through questionnaires.

Dual run and linking From April 2010 to September 2010, data was collected for the ANZSIC96 sample as well as for the new ANZSIC06 sample, providing an overlap to allow the old and new survey estimates to be linked. This ‘dual run’ was used to compare the series and assess the practical differences between the two different samples’ outputs. When a new sample is chosen, even those series that are unaffected by classification changes will tend to produce slightly different estimates. This is simply because two random samples are unlikely to be identical. Despite differences in the level of the series produced by these two random samples, they will tend to give very similar estimates of the series movements. A linking factor was applied to the backcast series to ensure continuity in the output level between the two classifications.

The backcast series Because of definitional differences between ANZSIC96 and ANZSIC06, survey redesigns to produce outputs on an ANZSIC06 basis will create a discontinuity in some outputs. As such, the past ANZSIC96-based outputs cannot be simply joined to the future ANZSIC06-based outputs. To ensure that outputs are useful to users, procedures are applied to the historical data collected on an ANZSIC96 basis to produce suitable surrogate ANZSIC06 time series for past time periods. The proportional method was used for manufacturing, wholesale, and selected services. 15

Proportional method The manufacturing and wholesale surveys were last redesigned in the early 2000s. As well as updating the survey samples and rotating businesses out of the old survey, GST data was introduced for small businesses, rather than collecting data directly through questionnaires. For each ANZSIC06 industry, the proportion of back-cast sales (and other variables) coming from each of the main contributing ANZISC96 industries was calculated. Where these proportions showed a seasonal pattern, a separate proportion was used for each month showing seasonality. Where no seasonality was present, fixed proportions were used for all months. These proportions were applied to the ANZSIC96 series, to form the historic ANZSIC06 series.

Constant price estimates Constant price sales are estimated to remove the impact of price changes. The series are produced by deflating current price sales using an appropriate deflator. The QMS uses producers price indexes (PPIs). The expression base for the constant price estimates was updated to September 2010 quarter prices. The historical ANZSIC06 quarterly constant price sales series were created by deflating current price ANZSIC96 subsets of the ANZSIC06 series, before recombining these deflated subseries to form ANZSIC06 industry totals. The deflators used in these calculations were the PPI output deflators. The estimated historic constant price series was adjusted by a scaling factor to ensure that there is no discontinuity between the levels of the backcast series and the new surveyed series. From the June 2010 quarter onwards, the ANZSIC06 constant price series is calculated by applying a set of explicit price deflators to the surveyed data. A series of implicit price deflators has been calculated for the period from the start of the series to the March 2010 quarter. Explicit price deflators are available from the June 2010 quarter onwards.

Use of manufacturing, wholesale, and services statistics in the national accounts The quarterly short-term indicators are used to estimate the value added in quarterly gross domestic product (GDP). Additionally, the QMS is used to derive some components of gross fixed capital formation. Quarterly GDP based on ANZSIC06 will be released in 2012. Until then, the national accounts unit will continue to use an ANZSIC96-based estimate of manufacturing, wholesale, and services activities. This estimate will be calculated by forward-casting the September 2010 quarter ANZSIC96 results, using the same method applied for backcasting. The forward-cast ANZSIC96-based series to be used for quarterly GDP will be available to users on request.

ANZSIC96 or ANZSIC06: which is the ‘official’ series? All statistics produced by Statistics NZ are official statistics. However, the most reliable estimate is the one where the data collection has been explicitly designed to produce that estimate. The new ANZSIC06 industry statistics for the time periods after their introduction are of a high quality and the new survey design generally incorporates other improvements; for example, a refreshed sample. ANZSIC96designed and released outputs are still official statistics and are the best representation of the economy at the time they were produced. The backcast ANZSIC06 industry series are the best estimates for the time periods before the introduction of the ANZSIC06-based collection, and should also be regarded as official series.

5 Economic Survey of Manufacturing results summary ANZSIC06 QMS industries This section explains the main classification changes and differences due to sample design and backcasting methods. Under ANZSIC96, 15 industries were surveyed. For ANZSIC06, the number was reduced to 13.

Meat and dairy products This industry is primarily made up of ANZSIC96 groups C211–C212 (meat and dairy product manufacturing).

New inclusions: •

Converters who process meat and dairy products (from meat wholesaling)

Other food products This industry is primarily made up of ANZSIC96 groups C213–C217 (other food manufacturing).

New inclusions: • •

Malt and malt extract manufacturing Retailing of baked goods manufactured on the same premises.

Exclusions: •

Ice manufacturing (to beverage and tobacco product manufacturing).

Beverage and tobacco products This industry is primarily made up of ANZSIC96 groups C218–C219 (beverage, malt, and tobacco manufacturing).

New inclusions: •

Ice manufacturing.

Exclusions: •

Malt and malt extract manufacturing (to other food product manufacturing).

Textile and leather products This industry is primarily made up of ANZSIC96 subdivision C22 (textile and apparel manufacturing.

New inclusions: •

Wool scouring converters (from wool wholesaling).

Wood and paper products This industry is primarily made up of ANZSIC96 classes C231–C233 (wood and paper products manufacturing). It was previously published as two QMS industries: wood products, and paper and paper products.

New inclusions: • •

Prefabricated wooden building manufacturing Adhesive label manufacturing.

Printing This industry now excludes publishing, which has moved to ANZSIC06 division J, information media and communications. The level of the new series is lower than the ANZSIC96 series.

New inclusions: •

Photocopying services (from division N, administrative and support services).

Exclusions: • • •

Manufacturing adhesive labels (to wood and wood paper products) Publishing of newspapers, books, and other stationery; recorded media (to division J, information media and communications) Desktop publishing (to division N, administrative and support services).

Petroleum and coal products The ANZSIC96 QMS industry (petroleum and industrial chemicals) included fertiliser manufacturing. The ANZSIC06 QMS industry is confined to petroleum and coal products only.

New inclusions: •

Converters (from petroleum product wholesaling).

Exclusions: •

Fertiliser manufacturing (to chemical, polymer and rubber products manufacturing).

Chemical, polymer, and rubber products This industry is primarily made up of ANZSIC96 groups 253–256 (chemicals and associated products).

New inclusions: •

Fertiliser manufacturing.

Exclusions: •

6 Wholesale Trade Survey ANZSIC06 WTS industries This section explains the main classification changes and differences due to sample design and backcasting methods. Under ANZSIC96, 16 industries were surveyed. For ANZSIC06, the number was reduced to six.

Basic materials This industry is primarily made up of ANZSIC96 subdivision F45 (basic material wholesaling). It was previously published as five WTS industries: unprocessed primary products, petroleum product, metal and mineral, chemical, and builders’ supplies.

New inclusions: •

Industrial soap and detergents wholesaling.

Exclusions: • •

Petroleum refining converters to division C, manufacturing Timber building supplies, and plumbing goods sold at retail premises to division G, retail trade.

Machinery and equipment This industry is primarily made up of ANZSIC96 group F461 (machinery and equipment wholesaling). It was previously published as three WTS industries: farm, construction machinery, and professional, business equipment; electrical and electronic equipment; and machinery and equipment nec.

Commission-based wholesaling This new industry consists of businesses mainly engaged in buying or selling goods and/or services on behalf of one or more principals on a fee or commission basis. This includes businesses that arrange the sale of goods on behalf of a principal, but do not take title to the goods. Under ANZSIC96, these businesses were classified to various WTS industries, depending on what the businesses were selling.

New inclusions: •

Auctioning services, including motor vehicle auctioning, (from division G, retail trade; and division L, rental, hiring, and real estate).

7 Other Services Survey The Other Services Survey is a new survey that covers the activity previously collected in the ANZSIC96-based RTS. Monthly GEO data for this subdivision is no longer available from the RTS. Instead, a quarterly survey of ‘other services’ collects data for the KAUs for these industries. The results are available on Statistics NZ’s online Infoshare database at the national level only. Data is collected for total sales only. The survey includes these ANZSIC06-based industries: • • • •

Subdivision 94, repair and maintenance Group 951, personal care services Group 952, funeral, crematorium, and cemetery services Group 953, other personal services.

Repair and maintenance This is a new ANZSIC06 subdivision. Under ANZSIC96, repair and maintenance activities were classified to the industries where businesses selling the original products were classified. Under ANZSIC06, where there is clearly a different production function for repairing the original product, repair and maintenance activity is classified to this new subdivision. Examples include: • • • •

Automotive repair and maintenance (ANZSIC06 group S941) Domestic appliance repair and maintenance (ANZSIC06 class 942100) Electronic and precision equipment repair and maintenance (ANZSIC06 class 942200) Clothing, footwear, and personal accessories repair (ANZSIC06 class 949100).
