Ladies and Gentlemen, IFC, a member of the World Bank Group, is the largest global development institution focused on the private sector. We combine investments that help companies grow with advice that helps them innovate, raise standards, mitigate risk, and share knowledge across industries and regions. We mobilize additional resources from our many partners, enlarging the pool of available capital and expertise in countries that need it most. Over the past two years, the world has seen the worst financial crisis since the Great Depression. IFC has remained committed to supporting the private sector in developing countries even as capital flows to these countries declined sharply. IFC initiatives have been an important part of the global crisis response, helping meet both the immediate and long-term needs of the private sector. In Africa alone, we committed $1.8 billion in new investments during fiscal 2009 – a record for the region. Overall, during this period, IFC committed $10.5 billion to private investments globally, of which $4.4 billion went to the poorest countries in the developing world. IFC mobilized an additional $4 billion from other public and private sources. IFC will continue its work globally, providing access to IFC Investment and Advisory Services to restore confidence to the banking sector and remove constraints to the growth of small and medium enterprises. Further, IFC's Asset Management Company has established a new platform for mobilizing investment in developing countries. The IFC – EURO FINANCE WEEK Conference, under the theme »Moving from Crisis to Growth: Restructuring Global Markets«, provides an opportunity to share knowledge and assess how different countries, financial institutions, and businesses are responding to the financial crisis and moving forward. I am certain the conference will contribute to a better understanding of lessons learned from the crisis, and the contribution that different players can make to ensure a sustainable global economic recovery. I would like to thank the State of Hessen for hosting this event. Please join me in a day of interesting and dynamic panels, and the sharing of positive solutions.

Ladies and Gentlemen, The State of Hessen and the city of Frankfurt are proud to welcome the IFC – EURO FINANCE WEEK Conference for a second time and see the good networking and the lively discussions of last year continue. We meet in one of the leading financial capitals of the world in the midst of the critical transition from crisis to recovery. The strong responses of policymakers initiated the end of the dangerous decline in global trade and led to the stabilization of the financial markets. Industrial output is now rising in nearly all economies. International trade is starting to recover. Our financial institutions are raising needed capital, financial markets have started to show a willingness to invest and to lend, and above all, confidence has returned and will lead to further improvement. The process of recovery and repair however remains incomplete. The common goal of politics, business and civil society alike is to generate a strong, sustainable and balanced global growth and markets that foster responsibility not recklessness. Following the main headline »Moving from Crisis to Growth: Restructuring Global Markets« this year’s program will offer multiple means to gain insight from and access to eminent experts in their fields. Among the high-level speakers expected are Angela Merkel, Robert B. Zoellick, Lars H. Thunell and Nkosana Moyo. I am confident that the IFC – EURO FINANCE WEEK Conference will make an important contribution to a deeper understanding and to an intensive exchange of ideas and concepts between the participants.
