Accountability and Compliance with regulations  Electronic Product Environmental Assessment Tool (EPEAT) evaluates computer desktops, laptops, and monitors based on 51 environmental criteria. All EPEAT registered products must meet 23 mandatory environmental performance criteria. An additional 28 optional criteria are used to determine whether products earn EPEAT Bronze, Silver, or Gold recognition.  Executive Order 13423, ``Strengthening Federal Environmental, Energy, and Transportation Management.'' Section 2(h) states that the head of each Agency shall ``ensure that the agency, when acquiring an electronic product to meet its requirements, meets at least 95 percent of those requirements with EPEAT- registered electronic product, unless there is no EPEAT standard for such product''.  January 2008- the FAR council agreed to change the FAR to require use of the EPEAT when acquiring personal computer products when they are available. 12
