Hunterdon County WMP Overview     

County BOCF accepted role as WMP agency – May 20, 2008 County Planning Department will be primary resource to complete WMP Municipalities will provide updated local information NJDEP Model Builder Application will be Build-out tool. County will be applying for NJDEP $100,000 Grant

Submitted Municipal WMP’s 

Upon adoption – These WMP’s will be included in the County WMP: City of Lambertville  Alexandria Township  Holland Township  Clinton Township  Delaware Township West Amwell Township WMP (Adopted) 



Municipal Compliance Requirements   

Provide current zoning to Counties Public Water Supply Service Area map Adoption of Ordinances:     



Riparian Zone Ordinance Water Conservation Ordinance Steep Slope Protection Ordinance Habitat Protection Ordinance Septic Management Plan and Ordinance

Adjustments to Zoning if needed

Municipal Role 







Establish Municipal WMP Advisory Committee Review and update GIS maps and Spreadsheets Review Model Builder results with the County Review Capacity Analysis results.

Utility Authority Requirements  





Verify Existing SSA served Review and update existing and permitted wastewater flow and allocation Map showing where wastewater collection system is installed. Development of Engineering solutions to capacity constraints if needed

Municipal WMP Advisory Committee  



Role – To oversee preparation of Municipal WMP chapter Recommended Representatives:  Planning Board  Elected Official  Municipal Engineer  Utility Authority One representative on County Steering Committee

County WMP Steering Committee 



Role – To oversee the development and implementation of the County WMP. County staff representatives from:    

Planning Department GIS Department Health Department Engineering

One representative from each municipality Monthly meetings

Maps for Municipal Review and Update NJDEP SSA Map  Current Zoning Map (Spatial data if possible)  Developed Land as of 2002  Environmental Constraints map  Water Purveyor area map 

County WMP Timeline  







October 2008  County WMP Municipal Informational meeting – October 27 November 2008  Municipalities form Steering Committee  Municipalities return updated Maps/Spreadsheets for SSA and current Zoning by November 26 December 2008 – January 2009  Followup meeting – December 3  Municipalities submit remaining updated Maps/Spreadsheets by December 31  County receives final approval of revised SSA from NJDEP February - March 2009  County presents initial Build-Out results to Municipalities for review  County and Municipalities reach final agreement on build out analysis and projected wastewater generation.  Finalization of policy and/or engineering solutions if needed April 7, 2009 - Completion and submission of County WMP to NJDEP

Highlands 

   

There are 15 HC Municipalities within the Highlands Region. Preservation area – 12 Municipalities Highlands Council will review each municipal WMP chapter for Consistency with Regional Master Plan Goal - Consistency Determination approval by Highlands Council County will work with NJDEP and Highlands Council. Model Builder application to be modified to include specific RMP requirements

Next Steps      

Municipalities to review and revise SSA and zoning maps. Return to County by November 26 Followup meeting – December 3 Breakfast Talk Update County spatial files with revised zoning, developed and constrained land information Obtain approval of revised SSA from NJDEP Run NJDEP Model Builder application with updated information Distribute draft build out analysis for Municipal review
