Ernest Hemingway grew up in Oak Park, Edgar Rice Burroughs wrote his Tarzan books there, and Frank Lloyd Wright built his home and studio there. The latter is a national landmark and a mecca for architects, students, and tourists from all parts of the globe. In addition to the home and studio, Oak Park has the largest collection of Wright-designed homes of any community in the world, including Wright’s famed Unity Temple. Oak Park houses many architecturally significant structures from the Prairie School, stately Victorians, and imposing apartment buildings, including architect George W. Maher’s Pleasant Home, which is also a national landmark and is owned by the Park District.

ASSISTANT VILLAGE MANAGER/HUMAN RESOURCES DIRECTOR The Human Resources Department is responsible for providing a centralized program of human resources administration for the Village. The Human Resources Department oversees the Village’s human resources functions and is responsible for providing internal services to other Village Departments in order to recruit and retain exceptional public employees and ensure that personnel services are in accordance with the annual budget document and Village ordinances. The Human Resources Department is responsible for the following Village functions: • • • • • • • •

Administering recruitment and selection process for Village employees for all Village departments; Managing employee benefit programs; Maintaining position classifications; Maintaining records of all Village employees reflecting tenure, qualifications and service, leaves of absence and related matters; Performing necessary duties in the administration of retirement and insurance plans; Maintaining and monitoring the Village’s equal employment opportunity plan; Coordinating employee performance evaluation programs; Coordinating the delivery of internal employee training programs in areas such as customer service, supervision, diversity and coaching.

The Department responsibilities also include supporting the Village Manager’s Office in collective bargaining and labor relations, internal employee communications, and organizational effectiveness for the Village’s workforce. This department is responsible for staying current on all pertinent State and Federal laws, and serving as staff support for the Board of Fire and Police Commissioners, and the Citizens Police Oversight Committee. The Village employs 368 full-time employees. The Assistant Village Manager/Human Resources Director is appointed by the Village Manager and plans, directs and coordinates the activities of the Human Resources Department and serves as an advisor to the Village Manager and other Village management on all human resource and other Village-wide matters as assigned.

OPPORTUNITIES AND CHALLENGES The Assistant Village Manager/Human Resources Director for the Village of Oak Park can expect to be involved in the following: •

Work with key management staff and the Village Manager to develop recommendations and an implementation plan for the sustainability of current service levels.



Incorporate personnel management systems and activities which support an organizational culture based upon Communication, Customer Service, Diversity, Fiscal Stewardship, Integrity, Learning, Professional Management, Recognition and Teamwork.



Monitor and evaluate outside consultants and vendors used to augment the recruitment and selection efforts of the Village Human Resources Department.



Seek technological innovations appropriate for efficient human resources administration.



Monitor, modify, and administer the self -insured medical insurance program for employees by providing competitive coverage. This must be done within the context of pressure to reduce the cost of government benefits.



As liaison to the Fire and Police Commission, ensure that eligible lists for promotion are kept current according to local and state laws.



Coordinate with the Village Manager and/or Deputy Village Manager the administration of the process for negotiation of labor agreements for ten bargaining units in a timely manner prior to the expiration of contracts.



Seek improvements in employee evaluations and performance reviews to make them a more effective tool for department managers.



Provide timely responses to employees’ concerns expressed through the collective bargaining grievance process, employee relations complaints submitted to the Human Resources Department for investigation and resolution, or the communication procedure for non-union employees.



Train and support all supervisors in the consistent application of the disciplinary process within the context of collective bargaining agreements and Village procedures.

Education and Experience A Bachelor’s Degree in human resource management, industrial psychology, business or public administration or related discipline is required along with extensive progressively responsible experience in human resource management. SPHR certification and/or a Master's Degree is desirable. Have extensive experience in directing activities involving policy development and interpretation, recruitment, retention, motivation, leadership development, organizational culture, benefits administration, records management, health and safety, labor relations and equal employment opportunity compliance. Have the ability to act as a coach and mentor to staff members when appropriate. Have the ability to interpret and enforce applicable Federal, State and local policies, rules, laws and regulations. Have extensive experience in delivering written and oral presentations to officials at all levels of the organization, including elected officials. Have the ability to be an advocate for employees when appropriate and within the context of balancing the needs of the organization with the needs of an individual. Possess a proven track record of delegating to staff and fostering an attitude of teamwork and creativity in problem solving, while ultimately being accountable for the quality and effectiveness of overall departmental performance. Have the ability to strategically establish priorities while understanding when to focus on larger, big picture projects and when smaller efforts need attention. Have superior skills in developing trust and effective partnerships with the Village Manager, Department Directors, Fire and Police Commission, supervisors, employees and other stakeholders.
