Sailing Instructions 1.0 1.1

RULES Racing will be governed by the ‘Rules’ as defined in the Racing Rules of Sailing. In the event of a conflict between the Notice of Race and these SIs, the SIs shall prevail. This changes RRS 63.7.

1.2

Where boats are racing within the boundaries of the Port of Plymouth they are referred to the Dockyard Port of Plymouth Order 1999; a copy of which is displayed on the Regatta Official Notice Board and can be found on the QHM website (https://www.gov.uk/government/groups/qhm-plymouth ) and the Plymouth Local Notices to Mariners. When the Race Committee believes that such regulations have been broken so as to bring the sport into disrepute it will act under RRS 60.2(c) requesting the Protest Committee to act under RRS 69.1(a), Allegation of Gross Misconduct.

1.3

The RYA Arbitration and Exoneration Penalty of the RYA Rules Disputes Procedures will be available using rules X and Z of those Procedures. The Exoneration Penalty in X.1 is changed to a 30% scoring penalty and the scores of other boats will not be changed. This changes RRS Appendix A. Class rules for UKSBA HP30 will apply.

2.0 2.1

NOTICES TO COMPETITORS Notices to Competitors will be displayed on the Official Regatta Notice Board in the Royal Western Yacht Club and on the Regatta Website: http://yacht-regatta.ppsa.org.uk

3.0 3.1

CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0800 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.

4.0 4.1

SIGNALS MADE ASHORE Signals made ashore will be displayed at the RWYC Flagstaff

When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP. This changes the meaning of Flag AP in RRS.

5.0 5.1

SCHEDULE Classes being run on the course are IRC A, IRC B and HP30.

5.2

There are 10 races scheduled for HP30 class. The Regatta Committee reserves the right to run up to 4 races per day maximum.

5.3

On Friday and Saturday 15th – 16th July, no warning signal will be made after 1600 and on Sunday 17th July, no warning signal will be made after 1400.

6.0

Class Flags

6.1

Class Flags shall be flown from the backstay before and while racing. Where a boat does not have a backstay, it shall be flown in a prominent position.

6.2

7.0 7.1

RACING AREA Racing will take place in Plymouth Sound, south of the breakwater as shown in Appendix A. Refer Admiralty Chart 30: Plymouth Sound and Approaches.

8.0

COURSES and MARKS

8.1

The windward/Leeward course diagram is shown in Appendix B

No later than the warning signal the committee boat will display the distance and bearing to the first mark.

9.0 9.1

THE START The start line will be between the staff displaying an orange flag on the committee boat (Yacht Prima) and the outer distance mark, an orange pillar buoy.

9.2

Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other classes.

9.3

Boats not crossing the start line within four minutes of their starting signal will be classified DNS. This changes RRS 35, A4 and A5.

9.4

In the event of individual recalls, the sail numbers of boats adjudged OCS may be transmitted on VHF Ch 77 at least 1 minute after the starting signal. Failure to receive a VHF message shall not constitute grounds for redress. This also changes RRS 63.1.

9.5

In the event of a general recall the First Substitute will be removed after approximately one minute and the class or classes concerned will start after the last class in the programme and in the same order as that in which the general recalls occurred.

10.0 10.1

CHANGING THE NEXT LEG OF THE COURSE (this changes RRS 33) If after the start a course change is required, the committee boat will display Flag C and the new course will be announced detailing the course change on VHF Ch 77. The change will be signalled before the leading boat has begun the leg to be changed, although the new mark may not yet be in position. Failure to receive a VHF message shall not constitute grounds for redress. This also changes RRS 63.1

11.0

SHORTEN COURSE

11.1

A shortened course signalled on the upwind leg will be in accordance with RRS 32.2(a).

11.2

A shortened course signalled on the downwind leg indicates that boats proceed directly to the finish. This changes RRS 32.2.

12.0 12.1

THE FINISH The finish line will be between an orange flag displayed on the committee boat and a dahn buoy displaying a blue flag.

13.0

PENALTY SYSTEM

13.1

Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

14.0 14.1

PROTESTS AND REQUESTS FOR REDRESS Protest forms are available from the Regatta Office in the Royal Western Yacht Club. Protests and requests for redress or reopening shall be delivered to the regatta office within the appropriate protest time limit.

14.2

For each class, the protest time limit is 90 minutes after the last boat of that class has finished the last race of that day or 90 minutes after the time that the race committee signals that racing is abandoned for the day.

14.3

Notices will be posted on the official Regatta notice board no later than 30 minutes after that class protest time limit ends to inform competitors of hearings in which they are parties or named as witnesses. All parties to a hearing must assemble at the appointed time

14.4

Notice of a hearing posted on the Regatta noticeboard will be adequate notice to competitors. This changes RRS 63.2

Notices of protests by the race committee or protest committee will be posted to inform boats under RRS 61.1(b)

On the last scheduled day of racing a request for reopening a hearing shall be delivered within the posted time limit if the requesting party was informed of the decision on the previous day and no later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS 66.

14.7

On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2

14.8

SI 9.4 and 9.5 will not be protestable by boats.

15.0 15.1

SCORING Two races are required to be completed to constitute a series.

15.2

The Low Point System of Appendix A will apply.

15.3

HP30 Class will be scored using Spinlock IRC TCCs.

15.4

When 9 or more races have been completed, a boats series score will be the total of her race scores excluding her worst score.

16.0 16.1

RETIREMENTS A boat that retires from a race shall notify the race committee at the earliest opportunity.

17.0 17.1

HAUL-OUT RESTRICTIONS Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

17.1a

Dispensation from SI 17.1 is applicable to all boats dry sailed during the Regatta due to possible berthing restrictions.

18.0 18.1

RADIO COMMUNICATION All boats shall carry and operate a VHF radio and monitor Race committee broadcasts on Ch 77.

18.2

The Regatta Committee will use the following VHF Channel. Committee Boat Prima

18.3

The failure to receive any Regatta Committee transmissions shall not constitute grounds for redress.

18.4

Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

19.0 19.1

PRIZES Daily prizes will be awarded to all classes. Overall class prizes/trophies will be awarded to each class.

20.0

RISK STATEMENT

20.1

Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.”

20.2

Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

20.2a

They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

20.2c

They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

20.2d

Their boat is in good order, equipped to sail in the event and they are fit to participate;

20.2e

The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities;

20.2f

The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.

21.0

INSURANCE

21.1

Each participating boat is required to hold adequate insurance and in particular to hold insurance against third part claims in the sum of at least £2,000,000.

22.0 22.1

MEDIA WAIVER Competitors give their consent to the sponsors and the Organising Authority, to use their name, comments, photograph and likeness in order to promote the Plymouth Week Regatta.
