OPEN DISCUSSION Carl DeChellis – Housing Authority County of Beaver (HACB) • Section 8 Housing Choice Vouchers applications will be accepted from 9:00am – 12:00pm this coming Saturday 9/13/14 as advertised in the Beaver County Times. The HACB expects to take approximately 300 applications. There is a preference for working families. Applications will be accepted on a first come, first serve basis. For those who have disabilities who are unable to get to the site, contact the Housing Authority at 724-775-1220. • New fair market rents have been published. They are a little lower than last year but not by much. • Carl and Lisa Signore attended a meeting with a developer who wants to build elderly housing in Ambridge. Currently only 2 buildings have a majority of elderly residents (62+). Carl attended a Brighton Township Council Meeting to discuss the proposed development of 1 bedroom, low income housing for individuals with disabilities on the site of the former Allencrest. The response from the council was not positive.

Lisa Smith – Duquesne Light CAP • Dollar Energy Fund will open 10/1/14. CAP can only assist with active service. LIHEAP and Crisis open up November 3rd. Contact Lisa at The Cornerstone for more information. 724.846.6400 Elizabeth Focer-Repman – Columbia Gas • The annual Be Utility Wise Conference will take place on 9/26/14 from 8:00 – 3:00. See attached for registration. The annual conference at Cornerstone at Tonidale covers utility information, budgeting tips, consumer protection, Affordable Care Act, etc. The training is free and includes breakfast & hot lunch. • Columbia Gas still has funding for Dollar Energy Fund, but service must already be shut off. • Herta Madder – Beaver County Behavioral Health • The annual Steel Dragons Martial Arts Charity Break-A-Thon will take place on October 18, 2014. Proceeds benefit either St. Jude’s Research Hospital, Big Brothers/Big Sisters and the World Tang Soo Do Foundation Region 22 Scholarship Fund. Rebecca Salopek - CARES Ministries • Rebecca distributed registration forms for the September 20 Day of Hope for Beaver County. Bus will pick up people who need transportation assistance. See attachment. Gianna Wright – Urban League of Pittsburgh • The Urban League will be sponsoring a free turkey distribution and health fair with activities for children on November 22 in downtown Pittsburgh. The Urban League of Greater Pittsburgh is making arrangements in each county for transportation to pick up and return families. All minors must be accompanied by a responsible adult. There are no income requirements. Gianna must receive all registrations by September 24. Housing and Homeless Coalition of Beaver County Aida Milliner – Heritage Valley Health System Community Services • Ada gave Coalition members information about an event entitled What’s On Your Plate? Scheduled for Saturday, 9/13/14 at Robert Morris University’s Sewall Center, the event is a health and wellness expo coordinated by RMU junior Bobby Catley. Free admission. For more information go to http://www.whatsonyourplateexpo.org Norah Miller – Coalition • Norah asked if anyone received an email inviting participation in a survey sponsored by the Greater Pittsburgh Community Food Bank, evaluating local food resources. Janet Elder from the Food Bank said that this survey helps to keep brochures updated with accurate information as well as identifying barriers to food availability and distribution. Currently, more than 50 % of people eligible for nutrition/food programs are not using them, which is why this county impact study is being done. Lisa Signore – Community Development Program of Beaver County • Lisa attended a meeting at the Pittsburgh HUD Field Office. Steve Johnson, Director of Entitlement Communities, told attendees that when he was directed to reduce the federal budget for his department, he cut every program except the homeless program. Steve recognizes the critical need to keep the program funded at its current level. Beaver County is an Entitlement Community. Carmen Wilkerson - Beaver County Fair Housing • Carmen is working with Lisa Troiani from the Community Development Program on an Analysis of Impediments to Furthering Fair Housing for Beaver County. Carmen is looking for volunteers to complete a Fair Housing survey. See attached. Please widely distribute. For more information, contact Carmen at 724.846.6400. Joanne Koehler – Mental Health Association • The Mental Health Association is sponsoring its First Annual Beaver County Youth Day on October 18th at Irvine Park in Beaver with activities from 10 am to 4 pm. See attachment. Contact Theresa Popp at 724-775-4165 to RSVP. Judy Stonfer – Housing Authority County of Beaver (HACB) • Beginning 11/1/14 HACB security deposits will be raised to $150 from $99. Current HACB residents who paid a $99 security deposit will be billed monthly at a rate of $5 until the additional $51 is raised. Housing and Homeless Coalition of Beaver County from Joanne Koehler, Carl DeChellis explained that HACB leases are only 30 days and residents were given 60 days notice. Jaime Kinkaid – Salvation Army Friendship Homes • Jamie distributed flyers for October trainings sponsored by the Beaver County Human Trafficking Coalition. Although a similar training will take place on several dates, each is geared to different audiences. See attached. • Tickets are available for the October 24th “An Evening of Hope” sponsored by the Vanessa Ford Taylor /The Ford Foundation. Proceeds benefit college scholarships. See attached flyer. • Project Bundle-Up & Christmas Assistance Applications will be taken on September 17th and 19th at the Salvation Army, Beaver Falls. Only household from designated specific zip codes are eligible. See attached flyer. Rebecca Salopek – Housing Authority County of Beaver • Toys for Tots will be accepting applications on the first Monday every week in October, ending on 10/27. Applications can be turned in to the office on Merchant St. in Ambridge. Registration requirements include proof of ID, birth certificate for children, proof of income and proof of custody or that children live in the household of the individual applying for gifts. Victor Colonna – Beaver County Collaborative Action Network (BCCAN) • Victor reminded Coalition Members to keep their agency’s information up to date in the 211 database. • 211 is receiving 200+ calls per month from Beaver County residents primarily related to financial assistance for food, utilities, rental assistance, etc. Norah Miller – Coalition • Rick Riley from Job Training (JTBC) sent attached information regarding revival of the JTBC electronics-recycling program. • The 21st Annual Aliquippa Arts & Music Festival is taking place on Saturday, September 13 in downtown Aliquippa. • The New Castle Talent Show has been postponed. Gianna Wright will update the Coalition when the event is rescheduled. The Urban League is sponsoring a Chili Cook-off in Beaver Falls sometime this fall and a Holiday Bake Off in December. • Michele DeBord from Neighborhood Legal Services is working with Norah on a legal services forum related to landlord/tenant issues. Approximately 25 Coalition Members are interested in attending a half-day training. Topics will include security deposit return, laws & procedures that apply to landlords and renters, protections under leases, etc. If you have specific ideas, please email Norah with suggestions. Aliquippa’s BF Jones Memorial Library’s Annual Wine & Cheese Fundraiser will take place on 10/11/14. See attached. Libraries serve an important role in our Continuum of Care, providing a place for homeless individuals to meet with outreach workers and allowing people without a permanent address access to library resources. Jim Sherwood, Crossroads Shelter Manager, said the Beaver Falls Library has been wonderful working with men from the shelter. The Patterson Christian Missionary Grant applications are due November 1st. If yours is a faith-based organization in Beaver County, you are eligible to apply for funds. www.beavercountyfoundation.com. Veteran Homelessness is down 33% since 2010 based on data from the HUD Point in Time Homeless Surveys. Tom Kaminsky, Supportive Services for Veteran Families (SSVF) Coordinator, said referrals from the men’s shelter have declined. Most referrals are homeless prevention. The SSVF program is going into year 2.

Lisa Marchionda - TRAILS Ministry • A new ¾ House in Ambridge for women in recovery currently has openings. It is within walking distance of 12 Step meetings. Kimberly Moreland – Helping Our Veterans of America • A Disabled Veteran is working to open a homeless shelter on the Main St of Beaver Falls for Homeless Veterans. For more information, contact Kimberly at 901.340.8800. Honorable Judge Kunselman • Judge Kunselman announced a seminar she is planning through the Beaver County Bar Association entitled Community Resources for Lawyers . On October 16, attorneys are invited to learn about county and non-profit resources including aging, teen, veteran, housing, mental health, food, etc. available in the community. If you would like to get information to Judge Kunselman regarding your agency, please contact her at [email protected]. Liz Pelesky – Staunton Clinic • Liz asked for help from Coalition Members for a homeless gentleman who is physically and mentally disabled. After a discussion in which it was evident many local resources had been exhausted, Jeannie Surgalski from the Disability Options Network offered to assist. Since the mission of the Coalition is to utilize all available resources in addressing issues of homelessness, anyone who can help Liz find safe, appropriate housing for her client should contact her directly at [email protected] as soon as possible. AGENDA Salvation Army’s Homeless Assistance Program (HAP) Emergency Motel Assistance •

The Salvation Army vouchers available. The program has been slightly restructured in order to provide more assistance to homeless individuals who are homeless and meet income guidelines. If the household accepts the voucher, which provides up to one week coverage, the Salvation Army will have case managers go to the motels and attempt to guide the household through the process of acquiring permanent housing. See attached. Jim Sherwood, Manager of Crossroad’s Homeless Men’s Shelter, will field phone calls through the Homeless Hotline for vouchers in the evening and on weekends when Salvation Army office is closed. Anyone can make the referral. If someone who is physically in the county but originally from out of the county, they can still apply for motel assistance. Availability of hotel & motel rooms is very limited. Rates are going up. The James Motel and Ba’runis remain the most affordable options but often they are full. Currently a homeless family with 5 children is staying at a more expensive motel. Victor Colonna suggested talking with the motel managers to see if they would consider having a room on retainer for a year so that the less expensive option would be available for homeless households. The CoC would have to find a way to fund the retainer program. Jaime reminded the group that another barrier is lack of photo id. Many hotels won’t allow a person to stay without valid photo ID, even if another entity is paying. Jim Sherwood said the Homeless Hotline 724.480.6667 has only had one Motel calls so far. The Hotline is getting a significant number of other homeless calls.

Norah distributed the current inventory. See attached. Darcy Casey announced she anticipates 3 openings at Crescent Commons in the next couple months. To be eligible for the supportive housing program, the head of household must have a disability and must be CHRONICALLY homeless. The household does not need income to qualify but will need to secure an income to maintain housing at the end of the eligibility time frame.

Crossroads Shelter: Jim Sherwood said the shelter is housing between 17 – 20 homeless men on most nights. In winter he sees lower numbers when it gets exceptionally cold. People are less likely to be thrown out of where they are “staying” when it’s cold or during the holiday season. The Shelter needs nonperishable, easily microwavable food such as soup bowls, instant oatmeal, grits, granola bars and breakfast/protein bars. Brandy Sabol from Juvenile Services volunteered the use of her clients’ community service hours to collect food items for shelter. Judge Kunselman suggested contacting local high schools. Weekend football games provide a great opportunity to collect donations. The Community College of Beaver County’s social work program might do a food drive. Mary Ann MeDevitt from the Women’s Center asked Jim if he could use perishable food since the women’s shelter occasionally gets an overflow of prepared foods. Crossroads has limited refrigerator space but would gladly accept, if possible. Carmen offered to pick up the food and deliver. Rotary Clubs meet regularly and are often looking for speakers and have funding to donate to causes. Carl will forward Rotary contact information to Jim. To arrange drop-off of donations, contact Jim at 724.480.6667.

On October 12, Holly Austin Smith, human trafficking survivor, and author of the recent book, “Walking Prey,” will share her personal story and wisdom to both inspire hope and educate us about the realities of human trafficking. Parents, youth/children, concerned community members and youth directors will gain knowledge and awareness to help protect the vulnerable from human trafficking. This forum will help to prepare parents and those engaged with young people to discuss the issue with their children.

Holly Austin Smith is a survivor of child sex trafficking and an advocate against all forms of commercial sexual exploitation and human trafficking. She works with survivors of abuse, antihuman trafficking organizations, and pro-empowerment programs across the globe. Holly provides testimony and input to law enforcement officials, health and social service providers, community organizations, and journalists.
