Contents I. Horizon 2020: what is new from SSH perspective II. Integrating SSH across Horizon 2020

Policy Research and Innovation

Horizon 2020 novelties 

Challenge-based approach allowing applicants considerable freedom to come up with innovative solutions: Whole cycle from research to innovation => innovation actions, scaling up

Broader topics (beyond thematic programmes), less prescriptive and with emphasis on expected impact

Simplified cost models: mostly Research and innovation (100%) and Innovation actions (70%)

Cross-cutting issues mainstreamed: social sciences, gender, international cooperation

Reinforced collegial governance through Horizon Groups (inputs from many Policy DGs) Policy Research and Innovation

Three priorities

Excellent science

Industrial leadership

Policy Research and Innovation

Societal challenges

Horizon 2020 pillars

Pillar 1: Excellent science

Pillar 2: Industrial leadership

Pillar 3: Societal challenges

SSH is included in all three Pillars of Horizon 2020: with embedding method and with special focus in Challenge 6 “Europe in a changing world” “Flagging SSH” Policy Research and Innovation

II. Integrating SSH across Horizon 2020 “Embedding, Integrating SSH”

Policy Research and Innovation

SSH in Horizon 2020 Social sciences and humanities (SSH) research will be fully integrated into each of the general objectives of Horizon 2020. Horizon 2020 draft regulation

Policy Research and Innovation

Integrating SSH: two approaches •

General Integration: All Societal Challenges, LEITs and activities under Excellent Science are generally open to SSH contributions in all their lines of activity and thus favour 'integrating SSH' as genuine interdisciplinarity ('integrating in the research problem').

Dedicated Integration: In some Societal Challenges and parts of LEITs a specific SSH line of activity called 'the socio-economic dimension of…' is delineated, i.e. requires SSH research. Policy Research and Innovation

SSH in Excellent Science (I) • The European Research Council (ERC) is already a major funding source for investigator-driven frontier research. About 17 % of the ERC-budget will be allocated to SSH. • Marie Sklodowska-Curie Actions (MCA) give opportunities for greater mobility and network building. The SSH share is 11-12%. • Several major research infrastructures in the SSH are supported by FP7/H2020: CESSDA, DARIAH, CLARIN, ESS, SHARE.

Policy Research and Innovation

SSH in Industrial Leadership (II) • Strengthening the cultural and social aspects of innovation (in LEITs: nano, ICT, biotech, manufacturing, materials, space) • SSH as a source of creativity in development of services and products • Societal aspects of new and emerging technologies (e.g. societal acceptance; citizens' participation in decision-shaping; ethical aspects; new technologies and changing lifestyles) • Business and management models Policy Research and Innovation

III Societal Challenges, of which 1. Health, demographic change and wellbeing

2. Food security, sustainable agriculture, marine and maritime and inland water research and the bio-economy

5. Climate action, resource efficiency and raw materials

6. Europe in a changing world: Inclusive, innovative & reflective societies 7. Secure societies Policy Research and Innovation

Integrating SSH: main challenges  In technology-driven topics there is a tendency to refer to SSH aspects in only a marginal way ( SSH as add-on not as integral or driving part);  The aim to make the call texts more general and less prescriptive might be in conflict with the need to draft texts with the necessary level of detail and reference to relevant SSH research;  Cultural and practical barriers/academic incentive system: mono-disciplinarity of training, curricula, journals, faculty structures, academic careers Policy Research and Innovation

Integrating SSH: practical steps  Topics with SSH-relevance will be "flagged" in Work Programmes  The expert advisory groups of each Societal Challenge include SSH scientists  The evaluation panels of the Societal Challenges need to include experts with SSH competences  Call text and evaluation criteria need to be adjusted to SSH: for example in the scope section and in the description of the specific challenge/problem

 A regular review of the implementation of interdisciplinarity in each Societal Challenge should also be organised during the lifetime of Horizon 2020 Policy Research and Innovation

Example 1 of SSH-relevant topics ('flagged') Societal Challenge 1 'Health, demographic change and wellbeing' Call PHC 22–2015 'Promoting mental wellbeing: in the ageing population' •

Proposals will include multi-disciplinary research to improve the understanding, prevention, early diagnosis, and treatment of mental conditions and disorders of older people.

Research may include a dimension of research into physical, psychological and social determinants of healthy ageing.

Proposals may address the role of external or internal determinants of mental health, including e.g. sensory deficits, chronic disease, substance use, socio-economic stressors (loneliness, poverty), or physical stressors. Policy Research and Innovation

Example 2 of SSH-relevant topics ('flagged')

• •

Societal Challenge 3 'Secure clean and efficient energy' Call EE 11–2014 'Socioeconomic research on energy efficiency' Foresight socio-economic activities informing the debate on the development and monitoring of energy efficiency strategies, taking a forward looking approach to the horizon 2030 and beyond. Projects may also look at the evolution of social, economic, cultural and educational barriers. Proposals should take gender issues into account whenever they are relevant and build on existing macroeconomics models as well as on the results of socio-economic sciences and humanities.

Policy Research and Innovation

Example 3 of SSH-relevant topics ('flagged') Societal Challenge 7 'Secure societies – Protecting freedom and security of Europe and its citizens' Call FCT 14–2015 'Understanding the underlying social, psychological and economic aspects of the genesis, methods and motivation of organized crime (including cyber related offenses)' •

Research should investigate the role of social, psychological and economic factors in progression of individuals who had unremarkable lives into organised crime and terrorist networks.

Research may examine the role of friendships, kinships, milieus and peer groups of (social) networks and social media. It may also examine the characteristics of individuals that leave them susceptible to these influences and/or social conditions conducive to organised crime.

The analysis may also take into account state of the art of theory and research on inclusion and social cohesion and apply economic measures. Policy Research and Innovation

III. Horizon 2020 approach to Societal Challenge 6 “Europe in a changing world – inclusive, innovative and reflective societies”

Policy Research and Innovation

The objective of Societal Challenge 6 "To foster a greater understanding of Europe, provide solutions and support inclusive, innovative and reflective European societies in a context of unprecedented transformations and growing global interdependencies" Draft Horizon 2020 Regulation "The specific objective of the societal challenge 'Europe in a changing world: Inclusive, innovative and reflective societies' will support social sciences and humanities research by focusing on inclusive, innovative and reflective societies." Draft Horizon 2020 Specific Programme Policy Research and Innovation

Structure of Societal Challenge 6

Developing the Work programmes 6: working methods 

The Commission drafts proposals in consultations with stakeholders from the scientific community and civil society (Advisory groups; seminars; workshops; dialogues with stakeholders) Consultations with the other DGs (ISC) in the Commission, the European Parlament and the Council

Programme Committee consultations (Member states)

Horizon 2020 groups – Challenge 6: 

12 Units from 5 Directorates and 2 DGs involved in the drafting of the WP Policy insights coming from more than 10 DGs Policy Research and Innovation

Funding schemes in Horizon 2020 - - full spectrum of funding schemes and types of action are in use (Collaborative Research, Innovation Actions, ERANets, Coordination and Support Actions, SME instrument) - - some instruments like ERANets and Coordination and Support Actions gives opportunities for the research community to provide inputs for the content of future Work Programmes
