Light Up Madeira This annual event will be held on Saturday, December 7 at 6:00 p.m. at the Millennium Fountain Plaza located at Miami and Dawson. At sunset, the lighting of the tree marks the beginning of the holiday season. The evening’s ceremony will include a variety of holiday music.

Holiday Home Decorating Contest The Madeira Woman’s Club will be sponsoring its annual Holiday Home Decorating Contest during the week of December 8. Participants should have their lights on every night during the week of December 8th. All residents of Madeira will be eligible and will be judged in the following categories: True Holiday Spirit, Holiday Fantasy and Beauty, and Elegance of the Season. Winners will be honored at the City Council meeting on January 27, 2014.

From the Desk of the City Manager…. Dear Friends and Neighbors: We have another member of our City Team retiring on November 1st. Lt. Gary Jamison has served the community very well for over 26 years with the Madeira Police Department. He has been a member of the command staff for the last 13 years. I believe I can speak for all of our residents that we all appreciate the work Gary has done for the community. His dedication to Madeira and his professionalism will be missed! To fill the vacant position, we have hired Officer, Shawn Powers as a new police officer to the department. Officer, Powers most recently worked for the Amberley Village Police Department. He begins his duties on November 1 st. We will also be giving a promotional examination to any officer within the department who qualifies under civil service regulations to promote one of our officers to the lieutenant vacancy created with the retirement of Lt. Jamison. We hope to have the position filled after the first of the year. Budget Update. We continue to see some improvement in our city finances over this year. Revenue has improved with almost $470,000 in Estate Tax Revenue for 2013; our original budget estimate was $50,000 for this year. As we have reported, this will be the last year to receive any revenue from this source. The good news is that we are also seeing some slight growth from property tax revenue with the construction of a number of new homes. Earnings tax revenue is also running slightly higher than estimated at the beginning of the year. With expenses staying at their estimated levels, we should finish the year with an increase in the General Fund Balance by approximately $200,000 taking our end of the year balance to $2+ million. City Council is presently working with me on the final preparations for the 2014 Budget. We expect there to be an estimated deficit of nearly $400,000 in the General Fund for 2014. However, with the increase in the General Fund balance at the end of this year, it appears City Council does not have to take any immediate action to cut services or increase revenue. With the recent approval of the Joint Economic Development Zone with Sycamore Twp., we will start to see an increase in Earnings Taxes in 2014 from the shared tax revenue from businesses located around the Kenwood Towne Centre and Sycamore Plaza. We are estimating this additional revenue to be $200,000+ per year. The City Council will be holding their annual “budget workshop” on November 25 th at 7:30 PM to finalize next year’s spending plan. Even with the $400,000 deficit for 2014, we will still have approximately $1.7 million in the General Fund. Obviously, we cannot support a similar sized deficit in the years beyond 2014. City Council will be discussing our options and carefully evaluating the financial future later next year. Dawson Road Improvements. After a long wait, our patience has been rewarded! We have received approval for funding the reconstruction of Dawson Road from Kenwood Road to McDonald Commons. The Ohio Public Works Commission has approved funding in the amount of $550,000 toward this $1+ million project. The scope of the work has not changed from previous applications; it includes a sidewalk on the south side of the street (connecting existing sidewalks), curbs, storm water improvements and new pavement. As well, the Greater Cincinnati Water Works is planning to replace the existing waterline as part of this project. We will also be evaluating the potential of including parts of Dawson Road east of McDonald Commons for curbs and drainage work if funds will allow. We also expect to receive $100,000 from the County Municipal Road Fund. Engineering design will begin shortly; we will plan another public meeting with the adjacent residents to update you on the scope of work and the schedule. We plan to bid the project in early 2014 with construction to begin in the spring. We would expect the construction to take 3-6 months. Kharkiv, Ukraine. Over the past 10 years, I have had the pleasure of hosting several delegations of local government officials from the Kharkiv Region of the Ukraine. The Ukraine is one of the former Soviet States (U.S.S.R) that is now an independent country since the break-up of the U.S.S.R. These small cities are struggling to move away from the Soviet/Communist form of government and are looking to U.S. local governments to help them in moving forward. The Greater Cincinnati Area and the Kharkiv Region are “Sister Cities” which is why Madeira and other small local governments are involved in this effort. In October, I was invited to be part of the Cincinnati area delegation that visited the Kharkiv Region. It was an incredibly rewarding experience to participate in this 7 day event. We gave presentations to several small communities on basic services and public finance. I also had the privilege of giving a presentation on local government at the Kharkiv University Institute of Public Administration. Much of the areas outside the central city are very economically depressed with little opportunity to provide basic safety services and infrastructure. It certainly made me appreciate all that we enjoy in our community as well as in our country. New Businesses. We are very pleased to announce several new businesses into the City. As everyone knows, Madeira is a very attractive location to do business. We welcome all of these new enterprises and hope that our residents will patronage them in the future!

Mayor’s Moments We are beginning the winter holiday season and all the activities this time of the year brings to Madeira. I hope you are able to participate in these events that have been planned for the community. My comments for this Newsletter center around progress in the Central Business District and adjoining areas. As reported earlier, a new pizza restaurant is coming downtown in the spot previously occupied by Amarin. A Tavola has signed a lease for the building and will be opening a sister restaurant to the original one on Vine Street in Over the Rhine. They have painted the outside of the building, done some landscaping, and are proceeding with interior renovations. Council also has solicited proposals for leasing the Railroad Station and has narrowed the list to three restaurant candidates. By the time you receive this Newsletter, a tenant will have been picked and a new restaurant will soon be located there. The Centennial Plaza will be an integral part of that operation and we can look forward to outdoor dining in good weather. The combination of these two restaurants and the newly finished Centennial Plaza will bring new excitement and vitality to the downtown. That will mean more traffic on foot, on the streets and by bicycle. To enhance that experience there are developments in the works which address several safety concerns. One is a previously reported red/yellow traffic system at the crosswalk at Dawson and Miami. Some components have already been ordered and the rest will be coming as we bring the project together. Also the city has been awarded significant funding for the paving of Dawson Road with a new sidewalk on one side. This will fix the worst pavement in the city and will provide another safe walking route into the downtown. This is part of our sidewalk plan; along with Kenwood Road and Shawnee Run. We will also be providing sidewalks along Thomas Drive in the spring. That is part of the State's program, aptly entitled “Safe Routes to School.” What else is going on? There are several properties along Camargo Road that are being changed. The former Kutol property has been sold and modestly re-zoned for an indoor tennis club and associated recreational activities. The site to the west, U.S. Terminals, is potentially changing hands, and part of the Schneider Instruments building has been demolished. While developments are uncertain at this time for those properties, it is certain their appearances will improve. Finally, I draw your attention to a section of this Newsletter entitled “Meet Your City Staff” which features some background information about people who work for the city. It is a similar effort to the section in previous editions about your city council members. We continue in this edition with Assistant to the City Manager, Annalee Duganier. This will be my last Newsletter as Mayor. My term ends in November after eight years on Council, the last two as Mayor. I have enjoyed my time serving the city and our community. This is a terrific place in which to live and raise a family, and I have enjoyed the tolerance and respect you have shown to me and our local government. I am sure you will extend that courtesy to the next City Council and Mayor as well as to our commission volunteers and city staff. As always, it is my privilege and pleasure to serve as your 35 th Mayor. Meet Your City Staff

ASSISTANT TO THE CITY MANAGER - ANNALEE DUGANIER Annalee Duganier holds undergraduate and graduate degrees in Urban and Community Planning from the University of Cincinnati DAAP and certification as a city planner. Previous to Madeira, she worked in community development for Cincinnati neighborhoods, was a Senior Planner for Clermont and Hamilton Counties, and Covington, Kentucky, and the Greenspace Planner for OhioKentucky-Indiana Council of Governments. When public budgets began to shrink for planning, Ms. Duganier decided to broaden her experience to the area of administration and took the Madeira position in 2007. She has enjoyed living in Madeira with its “hometown” feel, where people are very involved with their community and the schools, and was accepted to the Parks and Recreation Board before being hired. In Madeira she has most enjoyed handling zoning and development for the city. This includes coordinating information for Planning Commission meetings, from major zone changes to variances, and assisting property owners with their building projects, and she gets much positive feedback from residents and developers for that. She also wrote the grant for the Safe Routes to School sidewalks and helped to start the Madeira Farmers Market. On a personal note, she and her husband, who is a retired high school social studies teacher, have a daughter in Tampa, Florida, another daughter in Portland Oregon, a son and grandchildren in Los Angeles, and another son and grandchildren in Portland Oregon. They are the main reason she plans to retire early next year and travel with her husband. After traveling, she plans to pursue other interests such as community involvement, gardening and writing and possibly further work in grant writing and management, zoning, and community development.

Taking a Stand Against the Bullying Epidemic Damien Hannah is on a personal mission. Hannah teaches kids and adults to punch, kick and kihap at the Kenwood location of PRO Martial Arts (PMA). But the cornerstone of PMA’s mission, says Hannah, is its character education – and bullying prevention is a key topic. “Our program focuses 80 percent on education and 20 percent on martial arts,” said Hannah. “Kids’ selfesteem and speaking up are a big part of standing up to bullying.”
