The Hokkaido Biotechnology Industrial Cluster Forum was established in July 2002, aimed at encouraging partnerships among the biotechnology industries of Hokkaido and expanding the market for local products, based on the Industry Cluster Project by the Hokkaido Bureau of Economy, Trade and Industry. Our organization was initially supported by 55 Hokkaido companies and a group of partnership businesses consisting of 20 partners outside Hokkaido . We are promoting more extensive networks now, comprised of 123 participating companies and 68 partners outside of Hokkaido as of January 2013. By organizing a steering committee to operate the project smoothly, and posting cluster managers for comprehensive management of the project, the forum has been making efforts for enhancement of networks and expansion of business. These efforts contribute to the growing expansion of cooperation networks with new business partners and are starting to steadily show successful results. The Hokkaido region is designated as a bio-industry cluster promoting area in the Biotechnology Strategy Guidelines. It is also ranked second in the number of bioventure businesses by prefecture based on the survey results by the JBA, which means that companies are concentrating in this region. This forum will be dedicated to forming a more solid bio-industry cluster in collaboration with local organizations toward further development of bio-industry in Hokkaido. We would like to ask all parties concerned to provide further support and cooperation.

To foster and develop bio-industry in Hokkaido, the forum promotes the formation of a bio-company network in Hokkaido and cooperates with a group of businesses outside the prefecture that are potential business partners for local bio-businesses. The group is called the partners outside Hokkaido and includes trading firms, venture companies, financial institutions, and manufacturers. The forum is striving to expand the market for bioproducts of Hokkaido by actively promoting national biobusiness interchanges (business matching). In addition, the forum aims to seek further results by linking with multilayered networks, including networks of universities and research institutes, independent activities by businesses etc., and regional/sectoral organizations. These activities have already produced some results, such as advanced accumulation of businesses and improved name recognition in Hokkaido s bio-industry, which shows sustainable growth by increasing sales and number of employees.

The Hokkaido Bureau of Economy, Trade and Industry launched the Hokkaido Super Cluster Promotion Project in April 2001, aimed at promoting the formation of an information industry cluster and bio-industry cluster in Hokkaido, and has been making active efforts for realization. In response to these efforts, the Hokkaido Biotechnology Industrial Cluster Forum was established in July 2002, and full-scale activities for formation and development of clusters started. For fiscal 2011, the bureau will formulate the Hokkaido BioInnovation Strategy as a ten-year strategy for growth, focusing on the key phrase health and new foods, the endowments of biotechnology. The bureau will encourage innovations in food, agriculture and health, and it will help to add value to related industries by using Hokkaido's advantages of biotechnology for food resources and seeds in the medical care and pharmaceutical sector.

Main Activities Excavation of Bio-seeds , from the information of Companies, Universities, etc. We investigate products and key technologies of member companies and publicize the collected information to promote business cooperation and academia-industry joint research. We also collect research information from local universities to identify effective seeds for the promotion of Hokkaido,s bio-industry, and promote the transfer of technology, including research achievements of universities or other institutes.
