Preparedness Update Helping to prepare the Texas emergency management community September 2016 The Preparedness Update alerts Texas’ emergency management community to planning, training and exercise opportunities while providing updates on Texas Division of Emergency Management (TDEM) preparedness initiatives and activities. National Preparedness Month Underscores Year-Round Commitment Although September is National Preparedness Month, TDEM’s Preparedness Section is a year-round, statewide resource for preparedness support and expertise. Last month’s issue of the Preparedness Update provided contact information, by region, for Preparedness Section staff that support preparedness planning, training and exercise.

In addition, two Preparedness units devote their full attention to vital aspects of safeguarding our large, technologically and economically diverse state. TDEM’s Technological Hazards Unit, led by Josh Bryant, coordinates state efforts to enhance communities’ technological and radiological hazard preparedness and response capabilities. This includes managing the Hazardous Materials Emergency Preparedness (HMEP) grant, as well as TDEM’s role in the Waste Isolation Pilot Plant (WIPP) program, and TDEM’s role in the state’s Agreement-in-Principle (AIP) with the U.S. Department of Energy. Our Hazardous Materials Unit, led by Theron Proctor, focuses on hazardous materials response. This unit uses HMEP grant funding to offer no-cost hazmat emergency response training to Texas first responders. State of Texas Preparedness Exercise Program Updates Homeland Security Exercise and Evaluation Program (HSEEP) classes are being scheduled in each of the TDEM Regions. Information can be found on the Preparing Texas website at www.preparingtexas.org. Annual Training and Exercise Planning Workshops (TEPW) are being scheduled in each of the regions with TDEM State Coordinators. Preparedness Section and Exercise Unit staff also participated in the FEMA Region 6 TEPW on August 4 in Denton to help formulate a tentative Training and Exercise Plan for the future. State-Level Exercises for 2016 The exercise unit finished a series of After-Action Report (AAR) meetings to discuss the 2016 Rio Grande Valley Hurricane Evacuation Exercise. A review meeting took place in Brownsville on July 12, and participants discussed best practices and areas for improvement. Similar meetings were held with the City of Dallas and TDEM’s State Operations Center (SOC). The information gathered will be compiled into the official afteraction report and improvement plan. Local and Regional Planning Spotlight Over the past year Palo Pinto County was involved in two federally declared disasters, which tested existing plans and response resources. In the light of recent lessons learned, the county’s office of emergency management reached out to TDEM planners to help update their annexes to better support preparedness and response for their entire community. As always, TDEM’s Local and Regional Plans Unit planners stand ready to assist your jurisdiction at any time. Local and Regional Plans Review In July, the most recent month for which we have a complete monthly total, we reviewed 346 plan documents.

State of Texas Emergency Management Plan and Annex Updates Energy (L) Feedback from the Energy Annex (L) planning team is being incorporated into the current draft. The next planning meeting is scheduled for September 14. For more information, contact Michael Shoe. Search and Rescue (R) The Search and Rescue Annex (R) has incorporated stakeholder feedback into the draft and an updated draft has been distributed. The third meeting was held on August 23 for the entire planning group. For more information, contact Christa López.

Biological Hazards The Biological Hazards Annex remains in final stakeholder review. After this review, the annex will be reviewed internally and then be published on the TDEM website. For more information, contact Will Patton.

Other News and Events A Warm Welcome This month we welcome Luke Cogburn as the new AIP Planner in Austin. Previously Luke worked for TDEM as a technical operations officer. He is a U.S. Army Major (ret.) with 29 years’ of service and worked with TDEM as a representative of the Texas Army National Guard. He has also served as a police officer with the City of Austin. A Fond Farewell Last month we bid farewell to Christa Lopez, a planner in the State and Federal Plans Unit. Christa was promoted to Section Administrator for the Human Services Section in TDEM’s Response Services. She is temporarily the Search and Rescue Annex (R) point of contact. We also bid farewell to Sarah Kreisner, the Publications Management Unit planner and the person most responsible for assembling each month’s Preparedness Update. She and Christa will be missed, and we wish them both the best of luck in their new endeavors.
