HIP POWER Account Visa® debit card •Starting October 2015, Anthem Blue Cross and Blue Shield (Anthem) members enrolled in HIP will receive a new POWER Account Visa debit card. This new debit card will allow you to collect payment immediately for services rendered. Simply swipe the card as you would any standard debit card. The amount is deducted from the member’s POWER Account and paid directly to you.

This Card is issued by and is the property of UMB Bank, n.a., P.O. Box 419734, Kansas City, MO 64141, pursuant to a license from Visa U.S.A. By using the Card, you agree to the Cardholder Agreement, which is sent with the Card. Each time you use the Card, you certify t hat (i) it will be used only for Qualified Purchases as described in the Cardholder Agreement, and (ii) you have not received and will not seek reimbursement for any expenses paid with the Card from any other benefit source. The following screens present a series of frequently asked questions you might receive from members.

What is this debit card I just got in the mail? •This is your new POWER Account Visa debit card. All Anthem members enrolled in Healthy Indiana Plan (HIP) will be getting them. You’ll use this debit card to charge your POWER Account for certain health care services you receive.

How does it work? •After your appointment with us, we’ll estimate the cost of the health care services you received. We’ll swipe your card just like any credit or debit card to collect payment. So, if you have $2,000 in your POWER Account and the estimated cost for services is $100, we’ll collect $100 in payment, and your new POWER Account balance will be $1,900.

Does the money come out of my bank account? •No, the debit card isn’t for your personal bank account. It’s connected to your HIP POWER Account. As a member enrolled in HIP, you start with $2,500 in your POWER Account each year for your health care services.

Can I skip health care services and take the $2,500 instead? •No, the $2,500 in your POWER Account is your money to spend on your health care only. This includes the medical services you get from your doctors. Your card won’t be used for preventive care, hospital services, transportation or to pay your copay.

Can I buy things with it? •No, this debit card is meant for health care services. The charges are taken from the $2,500 in your POWER Account. It can’t be used in stores to make purchases.

Why do I need a debit card? Why not just do things the old way? •The debit card helps you keep track of how you’re spending your POWER Account dollars, and it lets you know your POWER Account balance right away.

What happens when I run out of money in my POWER Account? Do I still need my card? •Once there’s no more money left in your POWER Account, you won’t need to use your card for the rest of the year. But next year, when your POWER Account balance is brought back to $2,500, you’ll need to start using it again.

Once the money in my POWER Account is gone, do I have to pay for my health care myself? •No. Unless you have a copayment, you don’t pay for your health care out of your own pocket. After the money in your POWER Account is spent, your health plan begins paying for your health care.

What if I forget to bring the debit card with me for my appointment? •We certainly encourage you keep your POWER Account Visa debit card with you and bring it to your appointments. But if you do forget your card, we can still get you the care you need and your POWER Account will be charged.

I got a letter with a PIN for the debit card, but I don’t remember it? •That’s not a problem. We can use your debit card just like a credit card. By using it like a credit card, you won’t need your PIN.

Is there money on the card? •No, your debit card doesn’t have money on it. When you first arrive for your appointment, the card has a zero balance. After you receive services, we send a request to have the estimated amount transferred from your POWER Account to the debit card. Once the card is swiped, we collect the payment and the card goes back to a zero balance.

What if I need to go to the hospital – do I need my card? •No, your card can’t be used for hospital services. This includes inpatient services when you stay in the hospital, and outpatient services when you receive care but don’t actually stay in the hospital.

What if I lose my card or it’s stolen? •If you lose your debit card, call Anthem right away at 1-866-408-6131. Your health plan can make sure your card is deactivated and you’ll get a new card.

Can my kids or other family members use it, too? •No, you’re the only person who can use your debit card. If other members in your family are enrolled in HIP, they will receive their own card to charge their POWER Account for health care services.
